Focusing on children who are at risk, CYCLE and ISDs select elementary schools and work with administrators and teachers to offer earn-a-bike contracts to 2nd Grade students who want one. Those contracts call for children to improve their performance in academics, attitudes and behaviors. The contracts are aimed at achieving better literacy. Once children receive their bicycles, they use them for fun, exercise and as basic transportation. Form 990, Part III, Line 1 We envision every student in the Greater Houston area achieving grade-level reading or above by the end of 3rd grade, putting them on the path to success and empowering them to reach their full potential in school and life. We allow young students to earn a bicycle for achieving their set goals, and in return, they learn that hard work equals reward. We believe that understanding this lesson can put school children on the path to a brighter future. Form 990, Part III, Line 4a CYCLE is a children's charity committed to improving literacy among children in the second grade in Title 1 schools of the Greater Houston area. We do this by rewarding students with brand-new bicycles and helmets after achieving defined academic goals, teaching the important lesson that hard work and dedication pay off. We believe this places children on the path to a brighter future. As soon as the wheels start turning, impressive things happen! The overarching goal of CYCLE is to see every student in the Greater Houston area achieve grade-level reading or above by the end of the third grade, putting them on the path to success and empowering them to reach their full potential in school and life. In addition, research has shown that achieving grade-level literacy by fourth grade is a key determinant of future academic success. The Pandemic caused by the Coronavirus (COVID-19) resulted in significant disruptions of our fundraising, bicycle purchases, bicycle building, and bicycle delivery during 2020 and into 2021. Because the Pandemic risked life and health, we decided not to assemble crowds for any of these activities out of fear of transmitting COVID 19 to our donors, volunteers, and the teachers and students in the schools we serve. Our Board of Directors concluded that given the circumstances, it was in the best interests of all concerned that we significantly scale down CYCLE's activities to a level supportable by funds already available, with only modest expectations of new donations. We decided not to order any new bicycles, and we limited our promises to schools and students to the number of bicycles we already had in our warehouse. This resulted in limited donations, no bicycle purchases, and a limited number of bicycles built and delivered to students under the earn-a-bike program. In 2021, we resumed our fundraising activities and placed orders to purchase a limited number of new bicycles for the Fall earn-a-bike program. Those bicycles arrived very late in the year, and were not distributed to the students until 2022. This was largely due to requests from the Schools, as their children spent the fall semester learning by ZOOM, and had fallen behind. The teachers wanted their students to have more time to achieve their goals. We sincerely appreciate all of our supporters who donated in the face of what we knew would be a limited program for children in a very challenging year. Through their generosity, we were able to sustain the viability of CYCLE for the long run. Our long-time auditor passed away in 2021 before completing the 2020 audit. CYCLE's Board of Directors is in the process of engaging a firm of independent public accountants to audit CYCLE's 2021 financial statements. We do not intend to have the new firm go back and audit 2020 financial statements. Form 990, Part VI, Section B, line 11b Line 11b Explanation - The Audit Committee of the Board of Directors reviews the Form 990. A copy of the completed Form 990 is provided to all Board members prior to filing. Form 990, Part VI, Section B, line 12c The conflict of interest policy is monitored by scrutiny of CYCLE's transactions by the Executive Director, a treasury staff member, and a separate accounting staff member. In addition, for key transactions, the President is involved in selecting vendors and establishing terms. For the most significant transactions, either the Executive Committee (of the Board) or full Board approval is provided. In the event of a conflict, the Board follows the procedures for addressing conflicts provided in the conflict of interest policy. Interested directors involved in a conflict may not vote on the matter in conflict. Form 990, Part VI, Section B, line 15a Board Members determine the Executive Directors compensation following the process described below: 1. Information is gathered from Board Members and other charities about comparable compensation for persons serving in a similar capacity in other charitable organizations and commercial businesses. 2. The performance of the individual is assessed by the President and key board members. 3. The capabilities and needs of CYCLE are assessed. 4. The proposed salary is presented to the board for approval, and written records documenting the process are retained.
