FORM 990, PARTIII, LINE 4A - PROGRAM SERVICE ACCOMPLISHMENT INDEPENDENT LIVING PROGRAM (ILP)Youth Quest ILP is for youth ages 18 and older who voluntarily elected to remain in DFCS custody until 21. An independent living placement aims to prepare youth to become socially and financially independent from the foster care system. The Youth Quest Independent Living Program is broken into three (3) Tiers. Each young person who enters an Independent Living program must start in Tier 1 before moving to Tier 2 and Tier 3. Each Tier has a set of expectations and outcomes, and movement between tiers is based on assessments completed at least every 90 days. Phase I - Tier 1 is designed to equip the young person with primary education, employment, life, and decision-making skills. It is expected that within 12 months of entering Tier 1, the young person should be ready to progress to Tier 2.Phase II - Tier 2 involves a decreased level of supervision. A fact-based panel determines whether the youth is ready or on track for transitioning to Tier 3. Youth must be on the education and employment track while in the program. Youth must maintain and build upon skills of planning, purchasing, and preparing balanced meals. Youth must keep and maintain the upkeep of their apartment. Phase III - Tier 3 is designed to prepare youth to become socially and financially independent from the foster care system. The assessment team must assess youth to be demonstrating the skills needed to begin living independently with minimal care and supervision as they become responsible for their care. Additionally, youth are expected to pay 50% of their housing expenses. YESS entered a contract with the State of Georgias Child Welfare Division on July 1, 2017, to provide scattered-site supportive Independent Living Services. Since that time, the program has continued to experience growth. From July-December 2017, YESS served 13 youth. In 2018 in the first full year of service, YESS served 31 youth. In 2019 a total of 29 young adults were served; in 2020, 39 young adults were served. In 2021 the program saw the most significant growth and served 52 young adults through our Youth Quest Independent Living Program.
