We cover a 5 county service area in Northern West Virginia, operating out of 8 clinical locations. Northwood Health Systems provides services to over 3,000 patients each year. The vast majority of our patients are covered by Medicaid, and many of the patients not covered by Medicaid qualify for free care through our charity care policy. In fiscal year 2020, Northwood Health Systems provided approximately $1 million dollars in charity care. A large portion of our service area is rural and we are able to provide our patients access to a psychiatrist and other services through telemedicine. 9614363 10694958 IDD services - We provide a wide range of programming to individuals who have intellectual or developmental disbilities. Our offerings include case management, day programming, and residential services. We offer residential services at 22 separate locations within our 5 county service area. These locations vary and include 4 Intermediate Care Facilities for the intellectually disabled and varous other group homes. These residential settings enable our patients to integrate themselves into their communities. We also provide day programming for our patients and respite services for the families that care for their child in their home. Our day programming stresses continued training and habilitation for our patients, helping them develop or maintain necessary skills to improve their ability to function within the community. These services are overseen by a team of professionals that include Therapeutic Consultants, Service Coordinators, and Psychologists. 937831 1043237 Substance abuse services - We provide programming to individuals who suffer from substance abuse issues. Our programming consists of medication assisted treatment (MAT), medically supervised detoxification services, day treatment, outpatient services and crisis services. A major focus of our substance abuse service is MAT for patients addicted to heroin and other types of opioids. Stakeholders were indentified as expderts ina particular field related to their background, experience or professional position and/or someone who understood the needs of a particular underrepresented group or constituency. The interview and focus groups were condcuted across the region with various community constituencies who suffered from chronic and serious mental illness, substance abuse,homelessness and intellectual disabilities. Other charity care criteria description (Part I, line 3c) We provide free care to patients who do not have insurance and have an income level that is at or below 200% of the Federal Poverty Guidelines. 02. Related organization annual community benefit report (Part I, line 6a) We prepare an annual community benefit report that is posted to our website. It is alos available to the public by request. No related organizations prepare a separete community benefit report. 03. Debt expense included (Part I, line 7, col(f)) Northwood did not include any bad debt expense in the calculation of the community benefit we provide. 04. Costing methodology explanation (Part I, line 7) Bad debt is recorded when someone, with the ability to pay, does not reimburse us for their portion of the cost of their care. 05. Community building activities (Part II) Northwood operates various programs at a substantial loss. We continue to provide these services because they are needed in the community. Reimbursement for these services is below our cost to operate the programs. The subsidy is approximately 4% of our revenue.Northwood has included the cost for the operation of our unfunded homeless shelter in this category. As indicated on Part II of Schedule H, the cost of operating our Shelter was $200,879 for the fiscal year. 06. Bad debt description footnote (Part III, line 4) Bad debt expense if recorded when a patient with the financial ability to pay does not pay the portion of the bill not covered by insurance. These patients are not eligible for free care under our charity care policy because their income exceeds 200% of the Federal Poverty Guidelines. 07. Allowable Medicare costing methodology (Part III, line 8) We have not included an amount on this line of Schedule H. We provide very few services to Medicare patients and are generally reimbursed for the service we provide. due to the minor amounts involvded, we did not report a costing methodology. 08. Collection practices (Part III, line 9b) Northwood will seek payment from those patients who do not qualify under our charity care policy. If amounts are not collected they will be written off to bed debt. We do not turn accounts over to a collection agency. We ask patients with an outstanding balance to complete a Financial Assistance Application and after determining when a patient does not qualify under that policy, we send statements to the patient over a period of time. When we elieve we have exhausted our collection attemtps we will write the account off to bad debt. 09.
