Serving 2,167 seniors or individuals with disabilities throughout Maine, ISS provided homemaker services that included in-home assistance with housekeeping, meal preparation, laundry, and taking clients grocery shopping. The goal is to help these individuals remain functioning independently within their own home. Utilizing a corps of trained volunteers, SEARCH connected volunteers with 172 seniors in 8 counties to reduce their isolation and keep them living independently. Additionally, OMRS and CCM Accounts Payable Department tracks invoices received by and paid to partners and records documenting check distribution. OMRS and CCM use several strategies to select grant awardees. To select our school district partners to receive Refugee School Impact Grant (RSIG) funding and Refugee Support Services English Language Instruction (RSS ELI) funding, we implement the following strategies: a) Review refugee arrival data to ensure districts with a high number of ORR-eligible students and families receive adequate funding to support them. b) Review outcomes from the previous fiscal year's funding (see answer to Question 2 for the details regarding OMRS monitoring procedures). RSIG and RSS ELI Recipients identified are asked to submit an annual budget, budget narrative, and co-create annual objectives with OMRS staff. Once all are approved by OMRS and CCM staff, contracts are drafted and signed for the fiscal year. In FY2019, OMRS conducted a request for proposals for two new funding opportunities, Youth Mentoring Grant (YMG) and Refugee Support Services Employability Services (RSS ES). This process began with community assessments and feedback gathered from refugee serving organizations across the state of Maine who participate in OMRS' quarterly State Refugee Advisory Council. Next, OMRS hired an independent contractor to assist in the development of the application materials, processes, evaluation rubric for submitted applications, and recruiting a non-partisan, volunteer panel of reviewers to assess grant submissions. Once the process was in place, OMRS and the independent contractor held information sessions for refugee serving organizations to learn more about the funding requirements, application process, and to answer any questions or concerns. For each funding stream, YMG and RSS ES, OMRS completed the process outlined above and selected 3 awardees (one who received the YMG funding and two who received the RSS ES funding).
