Our offerings include case management, day programming, and residential services. We offer residential services at 20 separate locations within our 5 county service area. These residential settings enable our patients to integrate themselves into their communities. We also provide day programming for our patients and respite services for the families that care for their child in their home. We cover a 5 county service area in Northern West Virginia, operating out of 8 clinical locations. Northwood Health Systems provides services to over 3,000 patients each year. The vast majority of our patients are covered by Medicaid, and many of the patients not covered by Medicaid qualify for free care through our charity care policy. In fiscal year 2017, Northwood Health Systems provided nearly $1.571 million dollars in charity care. A large portion of our service area is rural and we are able to provide our patients access to a psychiatrist and other services through telemedicine.7 484065 491459 Substance abuse services - We provide programming to individuals who suffer from substance abuse issues. Our programming consists of medication assisted treatment (MAT), medically supervised detoxification services, day treatment, outpatient services and crisis services. A major focus of our substance abuse service is MAT for patients addicted to heroin and other types of opioids. Stakeholders were indentified as experts in a particular field related to their background, experience or professional position and/or someone who understood the needs of a particular underrepresented group or constituency. The interview and focus groups were conducted across the region with various community constituencies who suffered from chronic and serious mental illness, substance abuse, homelessness and intellecutal disabilities. Facility Group A Part V line 22d The maximum amount that can be charged to FAP eligible individuals for medically necessary care is the Medicaid reimbursment rate for the service. 01. Costing methodology explanation (Part I, line 7) Costs for the related services were based upon the direct cost of providing the service. This practice is consistent with prior years. 02. Other charity care criteria description (Part I, line 3c) We provide free care to paitens who do not have insurance and have an income level that is at or below 200% of the Federal Poverty Guidelines. 03. Related organization annual community benefit report (Part I, line 6a) We prepare an annual community benefit report that is posted to our website. It is alos available to the public by request. No related organizations prepare a separate community benefit report. 04. Community building activities (Part II) Northwood operates various programs at a substantial loss. We continue to provide these services because they are needed in the community. Reimbursement for the sercies is below our cost to operate the programs. The subsidy is approximately 4% of our revenue. Northwood has included the cost for the operation of our unfunded homeless shelter. As inidcated in Part II of Schedule H, the cost of operating our homeless shelter was $206,372 during the fiscal year. 05. Debt expense included (Part I, line 7, col(f)) Northwood did not include any bad debt expense in the calculation of our community benefit. 06. Bad debt description footnote (Part III, line 4) Bad debt expense is recorded when a patient with the financial ability to pay is not eligible for free care under our charity care policy and is not covered by insurance We do not have a bad debt footnote on our audited financial statements. 07. Allowable Medicare costing methodology (Part III, line 8) We have not included an amount on this line. We provide very few services to Medicare patients and are generally reimbursed for the service we provide. Due to the minor amount, we did not report a costing methodology. 08.
