A full-service community and regional teaching hospital, Milford Regional is a 145-bed acute care facility. There are 300 primary care and specialty physicians on the medical staff, our physicians are skilled in the most advanced procedures and technology, and provide personalized patient care in a warm and caring environment. MRMC is an affiliate of UMASS Memorial as a teaching hospital. It also has partnerships Boston Children's Hospital, Dana Farber Cancer Institute, Brigham and Women's Hospital, and Brigham and Women's Physician Organization. In addition to providing basic acute care services (medical, surgical, emergency medicine, family-centered obstetrics and pediatrics)MRMC has eight state-of-the-art operating suites, consolidated surgical services (including admitting and pre-admission testing), and a medical/surgical floor with advanced patient monitoring capabilities. Milford Regional recorded 13,629 inpatient discharges/observation stays and 5,891 day surgeries in FY 2017. In FY 2017, Milford Regional partnered with Tri-County Medical Associates (now Milford Regional Physician Group) to open three urgent care centers in Hopkinton, Northbridge and Milford. Strategically positioned throughout our service area, patients are now able to receive same-day treatment for non-emergent illness or injury without an appointment. In addition, Milford Regional laboratory and radiology services are also available at each urgent care center for necessary lab tests and X-rays. This initiative has been designed to make care more accessible where and when our patients need it. Milford Regional and the American Red Cross celebrated the opening of a new Blood Donation Center at the hospital in 2017. Situated off the new Imaging Center's waiting room, the dedicated Blood Donation Center allows Milford Regional to run regularly scheduled blood drives to address the need for all blood types in our community. In FY 2017, Milford Regional partnered with UMass Memorial Medical Center to implement an eICU Program to provide an additional layer of support to critically ill and injured patients at Milford Regional. Milford Regional has six intensivists who provide ICU coverage from 7AM to 7PM every day of the year. Now, at the end of that 12-hour shift, Milford Regional intensivists update the UMass Memorial eICU team on every patient and their approved plan of care. If an emergency arises between 7PM and 7AM, the UMass Memorial eICU team can view the patient in real-time via a video camera that exists in the patient's room. The eICU system functions similarly to Facetime, not only allowing the intensivists to monitor the patient, but also providing a video link so that Milford Regional ICU nurses can see and discuss treatment with the doctors via video. In 2017, Milford Regional was the first in the region to offer two, new breakthrough technologies for detecting prostate cancers that may have been previously missed using standard ultrasound-guided biopsies. This targeted, leading-edge approach to the detection and management of prostate cancer uses multiparametric MRI and 3D MRI/Ultrasound Fusion Biopsy. Now, using the revolutionary Artemis 3D imaging and navigation system, Milford Regional physicians are able to better identify and more accurately biopsy suspicious prostate cancer areas. Brigham and Women's Neurosurgery of Milford was created in 2017, in partnership with Milford Regional, to bring excellence in neurosurgery to Milford Regional patients. In addition to growing services, Milford Regional was recognized with several awards and recognitions. Milford Regional Physician Group continues to excel in quality. MRPG regularly monitors its performance on quality measures, which were designed by the National Committee for Quality Assurance (NCQA) as a gauge for clinical performance. The Physician Group's results on these measures ranks among the highest in the Partners Healthcare network. Five remaining adult primary care sites were recognized this year by NCQA as Patient Centered Medical Homes (PCMH): Bellingham Medical Associates, Franklin Primary Care, Milford Internal Medicine, Primary Care Physicians and Mendon Internal Medicine. Primary Care offices are evaluated on an extensive set of criteria in order to obtain this certification. MRPG was named to the Harvard Pilgrim Honor Roll in 2017. In 2017, MRPG was rated highly by patients in the Massachusetts Health Quality Partners (MHQP) annual patient experience survey. According to the results, 94% of adult patients and 99% of pediatric patients report that they would be willing to recommend their MRPG physician to family and friends, a true testament to the positive experiences they have at MRPG sites. The National Accreditation Program for Breast Centers (NAPBC), a quality program of the American College of Surgeons (ACS), granted three-year accreditation to Milford Regional's Breast Center in 2017. The accreditation is only given to those centers that have committed to provide the highest level of quality breast care and that undergo a rigorous evaluation process and review of their performance. The Commission on Cancer (CoC), a quality program of the American College of Surgeons (ACS) has granted three-year Accreditation with Commendation to the cancer program at Milford Regional. To earn voluntary CoC accreditation, a cancer program must meet or exceed the CoC quality care standards, be evaluated every three years through a survey process and maintain levels of excellence in the delivery of comprehensive patient-centered care. Three-year Accreditation with Commendation is only awarded to a facility that exceeds standard requirements at the time of its triennial survey. The Clinical Laboratory, including Blood Bank and Respiratory, were awarded an accreditation by the Commission on Laboratory Accreditation of the College of American Pathologists (CAP). In addition, the Blood Bank was awarded accreditation by the American Association of Blood Banks (AABB). Milford Regional's Cardiac Rehabilitation program was certified by the American Association of Cardiovascular and Pulmonary Rehabilitation (AACVPR) in 2017. This certification recognizes Milford Regional for its commitment to improving the quality of life by enhancing standards of care. Cardiac rehabilitation programs are designed to help people with cardiovascular problems (e.g., heart attacks, coronary artery bypass graft surgery) recover faster and improve their quality of life. Milford Regional Medical Center received an "A" for patient safety in both the spring and fall 2017 reviews by The Leapfrog Group, a nonprofit organization committed to driving quality, safety and transparency in the U.S. healthcare system. The Medical Center was one of 823 hospitals nationwide to receive an "A" for its commitment to reducing errors, infections and accidents that can harm patients, ranking it among the safest hospitals in the United States. The process was led by the Community Benefits Steering Committee with support from HRiA and under the leadership of then-CEO Frank Saba. The CHA included quantitative data analysis, a community survey with over 1,000 respondents and interviews with key stakeholders. Interviewees represented health care, public safety, government, education and the clergy. A Strategic Implementation was developed by the Steering Committee and reviewed and evaluated, addressing goals and objectives of the priority areas: behavioral health, healthy weight for youth, access to care, and chronic disease prevention. With community partnerships, support from hospital departments, and grant funding through the Executive Office of Health and Human Services and Metrowest Health Foundation, Milford Regional has addressed many of these issues in a substantive way. Milford Regional plays a leadership role in convening groups to improve health outcomes and works closely with the other agencies and institutions including Metrowest Health Foundation, MA Department of Public Health, Health Care for All, MA Executive Office of Health and Human Services, local elected officials, and 70 partner organizations within CHNA 6. Given the scope of the issues identified in the assessment, this work is ongoing. Another CHA will be conducted in 2018. The Office of Community Benefits is actively engaged with the Community Health Network Are (CHNA) and other community coalitions/committees focusing on substance abuse, access to services, interpersonal violence prevention, cancer prevention and nutrition/physical activity/wellness to address emerging health needs. Schedule H, Part VI, Line 3 Patients are informed of the availability of financial assistance by way of payment statements printed with financial assistance information. At the time of discharge from the Emergency department, uninsured patients are encouraged to meet with an on-site Financial Counselor. If unable to meet with a Financial Counselor at the time of discharge, the patients are given a screening letter that gives contact information for our financial assistance department. The day following any emergency room visit, a form is generated on each uninsured patient and sent to the Financial Counselors. At that time, the Financial Counselors contact the patient to coordinate a meeting to apply for assistance, Scheduled self-pay Surgical Day Care (SDC) and inpatients are reviewed prior to admission to determine payment arrangements or to coordinate a meeting with a Financial Counselor. Insured SDC and inpatients who are unable to leave a deposit or make arrangements toward a large out of pocket expense are also encouraged to meet with a Financial Counselor. Schedule H, Part VI, Line 4 Milford Regional Medical Center serves the healthcare needs of the residents of 19 communities in Central Massachusetts, spanning 3 separate counties: Worcester, Norfolk, and Middlesex. The Hospital's primary service area consists of Milford, Franklin, Bellingham, Northbridge, Whitinsville, Uxbridge, Blackstone, Hopedale, Medway and Mendon, a population of 145,362 according to 2010 US Census data. The Hospital's secondary service consists of Douglas, Grafton, Hopkinton, Holliston, Millis, Wrentham, Upton, Medfield and Millville, a population of 96,310. The population of the MRMC service area has grown almost 9% over the past decade as opposed to the statewide average of 3%. The residents of this region are primarily Caucasian, accounting for 93.6% of the population. Hispanics comprise 2.7% of the population, with Asians also at 2.7% and Blacks at 1.0%. The population is nearly even in terms of gender, with 51% females. The bulk of the adult population (71.6%) is between the ages of 18-54, slightly higher than the state percentage, which is 68%. There has been an influx of Egyptian, Central American and Brazilian immigrants into the area, most likely not represented in these totals, but estimated at several thousand additional residents. Form 990, Part III, Line 3 After much careful thought and deliberation, the decision to close inpatient pediatric services in FY 2017 was based upon low patient admissions. Pediatric admissions accounted for approximately 1 percent of Milford Regional's total patient admissions in FY 2016. While Milford Regional had 10 licensed patient beds, most were generally not in service, and pediatric admissions had been declining for years. Based upon these low numbers, Milford Regional determined that it wasn't feasible to continue operating an inpatient pediatric unit. Milford Regional maintains collaborative arrangements with Boston Children's to ensure a continuation of the high quality care for children who come to the Medical Center. Today, the majority of pediatric care offered at community hospitals is treated within a 24-hour period. Adapting to these changes in pediatric medicine, most of our pediatric patients are cared for in a pediatric section of the newly constructed emergency department. The spacious rooms comfortably accommodate the child with his/her parents and are equipped with the most up-to-date medical systems. And as has always been the case, when specialized pediatric care is needed, transfers to tertiary care facilities in Boston or Worcester continues to take place seamlessly.
