Gateway Foundation is one of the largest and most trusted providers of substance use disorder treatment and treatment of co-occurring disorders through its two divisions: Community Services and Gateway Corrections.Our mission is the provision of substance use disorder and co-occurring disorders treatments which are accessible, effective and cost efficient. Our vision is to be a national leader, helping to create access through affordable high quality services. Gateway Foundation employs a variety of clinical models which are constantly evolving to incorporate best practice, science driven interventions including the use of psychiatry and addiction medicine. Gateway Foundation treatment sites span nine states, including Illinois, Texas, Delaware, Missouri, New Jersey, Michigan, Florida, Georgia and Wyoming. In total, Gateway Foundation maintains over 80 site locations, all dedicated to providing a range of substance use disorder treatment services. Programs are provided in both community and correctional settings and serve a diverse clientele. Gateway Foundation has a long history of providing evidence-based, licensed and accredited services in these programs. We demonstrate expertise in best practices, possess financial stability and have extensive administrative support services.For FY'24, we have been successful in increasing our outpatient footprint in Bloomington, Illinois with the addition of an outpatient treatment center in that community. We have also increased staff clinical expertise through a Motivational Interviewing train the trainer session as well as re-established and improved treatment curriculum to increase staff competencies focused on assisting patients with mental health and trauma disorders. We established a neurofeedback program called "LENS"- Low Energy Neurofeedback System in two of our outpatient centers assisting patients in improving their overall recovery outcomes. Our Residential Admissions grew YOY from FY'23 to FY'24 by 13.7 percent with 664 more residential admission in FY'24. This has been in large part to work with our 24-hour call center to improve admissions workflows and processes making it easier to access Gateway programs for all patients who could benefit from our care regardless of funding source. We also reinvested in our treatment programs with capital dollars to replace furnishings and improve the overall look and feel of our treatment programs making them more welcoming to the patients and communities we serve. Part X, Line 2: The Organization is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and applicable state law, except for taxes pertaining to unrelated business income, if any. The accounting standard on uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under this guidance, the Organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities, based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the Organization, the continued tax-exempt status of bonds issued by the Organization, and various positions related to the potential sources of unrelated business taxable income. The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities during the periods covered by these financial statements. Forms 990 filed by the Organization are subject to examination by the Internal Revenue Service (IRS) up to three years from extended due to date of each return. Board of Directors, through the Executive Committee, develops the compensation plan for the executive staff and establishes appropriate salary ranges and other features of the compensation plan. The Chief Executive Officer's compensation is determined by the Executive Committee. Salaries for the other members of the executive staff are developed by the CEO, within approved parameters, and are approved by the Executive Committee. All Executive Committee members are free of conflict, and are required to disclose any potential conflicts at each meeting prior to taking action on any item. Committee meeting minutes include the Committee members conflict of interest responses; should a Committee member disclose a potential conflict, the Committee member is recused, if deemed appropriate by the remainder of the Committee members, and abstains from voting.
