The fraudulent invoices contained disallowed costs and were subsequently approved, paid and reimbursed. The SDWP discovered the fraudulent activity and immediately informed applicable legal authorities, the affected granting entities and its insurance carrier. SDWP took immediate corrective action by implementing additional accounts payable controls to reduce the risk of fraud. In addition, SDWP's finance leadership completed an in-depth internal control risk assessment and concluded controls are properly designed and operating effectively. Throughout the investigation, the SDWP worked closely and cooperatively with the U.S. Attorney's office, the Federal Bureau of Investigation (FBI) and the Department of Labor's Office of Inspector General. The authorities concluded that no other staff or vendors were involved in the fraudulent activity. Due to the thorough evidence obtained by the SDWP, the case was brought to full resolution. The former employee plead guilty in federal court and was sentenced on February 12, 2018 to 30 months in prison. In addition, the court ordered restitution to be paid in the total amount of the theft. The primary granting agency conducted its own investigation, and the SDWP received a final determination letter from its U.S. Department of Labor's Grant Officer on January 24, 2018 indicating the finding had been corrected. Form 990, Part VI, Section B, line 15 The CEO's compensation is reviewed annually by the Joint Personnel Committee (JPC) composed of select Policy Board members and Workforce Development Board members. The JPC recommends for final approval to the Policy Board the CEO's compensation based on performance and market comparability data. In accordance to the CEO's contract with the San Diego Consortium, the remaining employees compensation are approved by the CEO annually based on comparability data and employee evaluations.
