The Foundation actively works to implement the Washington Coast Sustainable Salmon Plan by coordinating local watershed groups in the strategic development and prioritization of habitat restoration projects, which are then proposed for funding through eligible funding sources. On average $1.5 million per year in on-the-ground habitat restoration and protection projects are implemented in the region through the State's Salmon Recovery Funding Board. In addition, the Foundation plays a pivotal role in the continued development of the Washington Coast Restoration Initiative, which has brought over $11 million in additional project funds to the region with another $12.5 million in project funding proposed for the coming 2017-2019 biennium. This effort includes a broad coalition of local, state, and non-profit organizations who work together to implement habitat protection and restoration projects while facilitating job creation within the region. The Foundation continually pursues additional funding to continue implementation of our Sustainable Salmon Plan. These collaborative efforts require the oversight, consensus building and strategy that our organization is able to provide with our unbiased geographic extent. We work to achieve sustainable salmon populations throughout the Washington Coast Region and leverage the resources necessary to accomplish this task. 16513 OUTREACH: During the reporting year, the Foundation completed a comprehensive communications and outreach strategy. Outreach and communication are essential for the implementation of the Washington Coast Sustainable Salmon Plan. While the development and prioritization of habitat protection and restoration projects are made by local watershed groups, land use decisions are made at the county or state level, and funding decisions are typically made by groups far removed from the impacted watersheds. The Foundation, as guided by our communications and outreach strategy, works to provide outreach and communication to ensure that funding, land use, and restoration decisions are compatible with the long-term sustainability of coast salmon populations. In addition to decision makers, the Foundation supports targeted educational programs for youth, the future decision makers in the region. 10115 LAKE OZETTE SOCKEYE: The Washington Coast Region is the only region within Washington State that is not dominated by the presence of salmon species listed under the endangered species act (ESA) as threatened or endangered. However, the Lake Ozette Sockeye is listed as threatened per the ESA. The Foundation, in collaboration with the National Oceanic and Atmospheric Administration (NOAA), coordinates the Lake Ozette Sockeye Steering Committee (LOSSC). LOSSC is a local watershed group that works to implement the Lake Ozette Sockeye Recovery Plan that was developed in 2006. The inventory will result in a list of barriers prioritized for removal, and preliminary designs for removal and/or replacement of the three highest prioritized barriers. This project will assist each county in leveraging additional funding sources for the removal and/or replacement of stream crossing structures that currently prevent the migration of salmonids at all life history stages. Providing access for salmonids to the high quality habitat and cool-clean water available on the Olympic Peninsula is a critical step necessary to reach sustainable population numbers. Form 990, Part VI, Line 11b: Form 990 Review Process The return preparer emails a copy of the final Form 990 to the Foundation's Executive Director, who reviews it for accuracy and clarity. The Executive Director gives final approval of the 990 for filing. Prior to filing, the Form 990 is distributed by email to each member of the Board of Directors for informational purposes. Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of Conflicts It is the responsibility of each member of the Board of Directors to disclose the existence of a conflict of interest or a potential conflict of interest as defined by the Foundation's Conflict of Interest Policy. Staff track these disclosures, notify the Director about any potential conflicts, and alert the Board Chair and Vice Chair should a proposed transaction present a potential conflict. Any Directors with a conflict of interest must then refrain from participating in discussion or voting on the proposed transaction. The Chair may ask the Director to withdraw from the meeting if the Director does not choose to do so voluntarily. Form 990, Part VI, Line 15a: Compensation Review & Approval Process - CEO, Top Management The Foundation Board of Directors completes a performance evaluation and compensation review of the Executive Director on an annual basis. The process includes comparison of current salaries and benefits as well as job responsibilities for the other six directors of salmon recovery regions in the state.
