The University Museum makes objects from the collections available for display at businesses and organizations in the community who have an ongoing relationship with SIUE. An agreement to display artwork is dependent upon security and insurance arrangements. During Fiscal Year 2016, the Foundation entered a discussion for a local museum to catalog, organize, and securely store an architecturally significant staircase which makes up approximately $570,000 of assets disclosed on Part III, Line 1b. As of June 30, 2016 the transaction had not been completed. (Note: It was formerly completed subsequent to year-end in December 2016). Schedule D, Part V, Line 4 The Board has established a policy regarding spending the net income with the stated purpose of ensuring that administrators of these funds are able to make the best possible use of the earnings of these funds while preserving the interests and intent of the donor, the Foundation and the University. The Foundation's Investment Policy is administered to all endowment funds unless exceptions have been stipulated by the donor. The earnings can be used for the purposes specified by the donor including scholarships, awards, or support for a particular school or department. Form 990, Part VI, Section A, Line 2 Mrs. Sandra Hardy Chinn and Mrs. Rita Hardy have a family relationship. Mrs. Hardy passed away in August 2016. Form 990, Part VI, Section B, Line 11b The Board of Directors was emailed a copy of the prepared Form 990 before it was filed. The Audit Committee reviewed the 990 on February 6, 2015 at a regular meeting. The filing is reviewed in detail to ensure the committee is comfortable with the process used by management to complete the form. Form 990, Part VI, Section B, Line 12c The Board of Directors including its officers and including the Chief Executive Officer of the organization are required to annually complete the conflict of interest questionnaire and submit it to the Foundation. Form 990, Part VI, Section B, Line 15 Officers and key employees have been traditionally hired with the appointment of a committee. One responsibility of the committee is to evaluate a salary range. The Human Resources department of Southern Illinois University Edwardsville maintains extensive salary data and since employees are paid by the University and not by the filing organization, the University assists is the process of determining an appropriate salary to offer based on review of comparable positions and budgetary considerations.
