In addition, nearly 2.1 million people now have the potential to improve their housing conditions as a result of Habitats advocacy efforts that changed policies and systems to allow more access to shelter solutions, as well as Habitats provision of information and training in construction, financial management and other housing-related topics. In the U.S. and Canada, Habitat for Humanity served roughly 30,000 people with construction interventions in the United States in FY16. In the true sense of community development, U.S. affiliates are partnering not only with Habitat families, but also with families within those communities. Through housing support services, (financial and literacy training, community-based programs, playgrounds, gardens, etc.) U.S habitat affiliates assisted more than twice as many people in FY16 as we did through direct partnerships. Significant achievements in FY2016 included the culmination of the three-year Rebuild Colorado flood recovery effort, which repaired 39 homes and built 15 new homes. Additionally, Habitat supported response and recovery efforts throughout California, Washington, Wyoming, South Carolina, Texas, Oklahoma, Illinois, New York and New Jersey. Through the "Pathways to Permanence" framework, Habitat continues to develop new tools and partnerships to help communities rebuild and become more resilient against future threats. The ninth annual National Women Build Week challenged women to devote at least one day between April 30 and May 8 to help build affordable housing in their communities. More than 17,000 women volunteered at one of 300 host sites, which included Atlanta, Austin, Cincinnati, Dallas/Ft. Worth, Indianapolis, Miami-Ft. Lauderdale, Philadelphia, Fayetteville, San Diego and Seattle. Lowes, the sponsor of National Women Build Week, donated $1.75 million to support the event. Expanding the use of housing microfinance to enable incremental housing improvements. Thousands of people in Peru have benefitted from the alliance between the financial institution Mibanco and Habitats Terwilliger Center for Innovation in Shelter in Latin America and the Caribbean, established in 2009 to facilitate access to housing microcredits and technical assistance to low-income families. In FY16, Habitat and Mibanco renewed their alliance until 2020, in a project called "Strengthening the progressive house construction system for the pyramids base in Peru." Sponsored by the Inter-American Development Bank, the project focuses on Mibanco personnel training, on facilitating the integration of hardware stores and master builders in the home improvements, and on creating promotional materials that depict how housing investment impacts the clients well-being. Working with vulnerable populations. Habitat Haitis HOME Program is designed to unlock the potential of the housing market and demonstrate that viable private/public sector partnerships can contribute towards reducing the housing deficit in Haiti. HOME aims to increase the availability of safe, durable and affordable housing by improving access to housing finance products tailored to low-income families and other vulnerable groups often excluded from the formal banking sector. Linking improvements in housing with health, water and sanitation issues. In Fiji, Habitat helps remote communities gain access to reliable water supply with funding support from donors. In February 2016, for example, the Australian government funded a US$30,000 water project in Kia village. Through its Community Water Program, HFH Fiji trains communities to manage and conserve water resources as well as to maintain water systems that have been installed. Encouraging environmental sustainability. Habitat for Humanity Romania inaugurated the Community Resource Centre at Boldesti-Scaeni. The center was built for educational and social programs for disadvantaged people in the community. Adrian Pop, representative of the Center for Sustainable Built Environment (CSBE) and young architect, and Ionut Ciolos from Habitat for Humanity Romania developed the concept and oversaw its implementation. One of the buildings strengths is the selection of materials. Traditional materials, straw bales for insulation, roof shingles and clay plaster, were used along with innovative materials like permeable concrete or foundation on metal pillars. (HFHI) has National Organizations that are registered as legal entities in the local country and Branches. National Organizations and Branches are referred to as "affiliates" in the narrative below. HFHI monitors the use of funds sent outside the United States by through terms in binding national affiliation agreement (NAA) between HFHI and its national organization (NO). The NOs may apply for an award of program funds or loans periodically by submitting a proposal for review and consideration by HFHI. In addition to the proposal, a work plan that includes a statement of position and statement of activities in accordance with the financial reporting standards and policies of HFHI must be submitted by the NO. HFHI also requires an annual report from each NO that gives in narrative form a complete report of the NO and its affiliated organizations during the past year and a description of how the program award or loan were used to support these activities. HFHI conducts evaluations of the NOs and their operations on a regular basis. HFHI has the right to take actions up to termination of the NAA for failure by the NO to use funds according to the proposal and work plan. If a program deficiency, i.e., a failure to comply with HFHIs minimum standards, occurs, HFHI may exercise the remedies of probation or termination of the NAA. HFHI only awards funds to NOs that meet the eligibility criteria and have the capacity to manage grants. All grant-funded NOs provide quarterly financial and programmatic performance reports. HFHI conducts on-site and off-site sub-recipient reviews. EXECUTIVE COMMITTEE FORM 990, PART VI, LINE 1A The Executive Committee consists of the officers of the Board and the chairs of each of the five standing Committees. The Chair of the Board acts as chair of the Executive Committee. The Chief Executive Officer serves as an ex officio member of this committee. The Executive Committee may take action according to any manner the Board is permitted to use under the By-Laws. The Executive Committee reports all its interim actions in writing at the next regular or special meeting of the Board. PROCESS USED TO REVIEW THE FORM 990 FORM 990, PART VI, LINE 11B Habitat for Humanity International, Inc.'s (HFHI) Form 990 was prepared by HFHI's external auditor, Grant Thornton, LLP, in consultation with HFHI's finance and legal departments. The completed version of the Form 990 was then reviewed by HFHI's CFO and General Counsel. After the review was complete, the Form 990 was provided to the Finance Committee for review and comment. Upon review by the Finance Committee, the Form 990 was presented to the full Board of Directors for approval. Upon approval by the Board of Directors, the Form 990 was finalized and filed with the IRS. CONFLICT OF INTEREST POLICY MONITORING & ENFORCEMENT FORM 990, PART VI, LINE 12C Habitat for Humanity International, Inc. (HFHI) conducts annual Board training, including periodic training on HFHI's Conflict of Interest Policy, the annual disclosures required, and the process for review and approval of any related party transactions. The Governance Committee of the Board of Directors, with the assistance of General Counsel, oversees the submission of the annual disclosures by the directors, officers, trustees, and key employees, reviews the disclosures to determine whether there are interests that could give rise to conflicts, and monitors overall compliance with the policy. If any actual or potential conflicts were to arise, the General Counsel would work with the Governance Committee, the Board, and management, as appropriate, to facilitate the assessment of the fairness of the deliberations or voting regarding the transaction and otherwise monitor compliance with the policy. PROCESS FOR DETERMINING COMPENSATION OF TOP MANAGEMENT OFFICIAL FORM 990, PART VI, LINE 15A Habitat for humanity International, Inc.'s (HFHI) Human Resource department supports the Board for CEO compensation decisions by reviewing an independent compensation survey conducted by Inside NGO, which confirms the CEO market salary practices of over 100 international non-profit organizations. The SVP-HR works with the HFHI Board Chair to finalize a salary recommendation for the CEO based on that independent salary data and the incumbent's performance. The Chair's recommendation goes to the HFHI Executive Committee, which takes the lead in reviewing and recommending the CEO's salary for the upcoming year. After Executive Committee approval, the recommendation is presented to the full board for final approval. PROCESS FOR DETERMINING COMP. OF OTHER OFFICERS AND KEY EMPLOYEES FORM 990, PART VI, LINE 15B Habitat for Humanity International, Inc.'s (HFHI) Human Resource Department participates in and purchases a widely used independent compensation survey published by Inside NGO that reviews market salary practices of international non-profit organizations. Based on this review, the Human Resources Department determines the market average salary for the executive direct reports to the CEO and other key employees and compares HFHI's actual incumbent salaries to the positions' market averages. The Human Resource Department reviews this analysis with the CEO and senior staff who make salary recommendations for their direct reports for the upcoming calendar year based on this data and the employee's performance.
