In evaluating the collectability of accounts receivable, the Health System analyzes its past history and identifies trends for each of its major payer sources of revenue to estimate the appropriate allowance for doubtful accounts and provision for uncollectible accounts. Management regularly reviews data about these major payer sources of revenue in evaluating the sufficiency of the allowance for doubtful accounts." Schedule H, Part III, Section B, Line 8 Serving patients with government health benefits, such as Medicare, is an important component of the community benefit standard that tax-exempt hospitals are held to. This implies that serving Medicare patients is a community benefit and that the hospital operates to promote the health of the community. The Medicare Cost Report is used to determine allowable Medicare Costs. Schedule H, Part III, Section C, Line 9b Accounts which qualify for financial assistance are identified via note entry that follows the patient for subsequent accounts. Patients are instructed to contact the Business Office if they receive a statement after receiving notification of financial assistance eligibility. Schedule H, Part VI, Line 2 Grove City Medical Center began conducting its community health needs assessment in April, 2012 and completed it in January, 2013. The assessment included an analysis of outpatient discharge data by zip code to determine the Medical Center's community. The geographic area of the defined community based on this analysis covered most of Mercer County and parts of Butler and Lawrence counties. The Medical Center then gathered a significant amount of data related to the community, such as population and demographics, socioeconomic characteristics, leading causes of death and other health outcomes and factors. The assessment also described other health care resources in the community and an estimate for demand for physician services. To gain input from the community the Medical Center distributed a community health survey and conducted key informant interviews, which targeted individuals with expertise in public health and individuals with knowledge about primary and chronic disease needs and other health issues of uninsured persons, low-income persons, and minority groups. After all of the data and input was gathered and analyzed the Medical Center prioritized the needs. The following list represents the top needs in order: obesity, diseases of the heart, cancer, mental health, children in poverty, substance abuse, and diabetes. Schedule H, Part VI, Line 3 Grove City Medical Center posts notices in the Registration areas that notify the patients of our Financial policies. The patients are encouraged to ask for the details of the programs we offer. Patients are also encouraged to contact the billing office to review payment plans or applications for federal programs or Grove City Medical Center's financial assistance program. Schedule H, Part VI, Line 4 In the Medical Center's community health needs assessment a considerable amount of information about the community was gathered. As mentioned above, the Medical Center defined its community as covering most of Mercer County and parts of Butler and Lawrence Counties. The total 2012 estimated population of the Medical Center's community by zip code identified was 57,341. The projected 2017 population is 58,374, with the largest increase appearing in the age 65 and over category. This will have a dramatic impact on both the amount and type of services required in the community. The Medical Center's community has a fairly small minority population with over 95% of the population being Caucasian. The average household income in the Medical Center's community was $53,673 in 2012 compared to a Pennsylvania average of $63,955 and a U.S. average of $67,315. Unemployment rates in all three counties of the Medical Center's community reached 5 year highs in 2010 and 2011. In 2011, Mercer and Lawrence Counties were above the PA average of 7.9, and 8.8 and 8.6 respectively, while Butler County was below the PA average at 6.7. Employment by major industry in the community is fairly consistent with national averages with slightly higher percentages in manufacturing, utilities, and education and health services. In 2011, the percent of uninsured individuals under age 65 in Mercer, Butler and Lawrence Counties were 10.7%, 7.7%, and 10.3% respectively. This compares to 10.1% in PA and 15.1% nationally. The leading causes of death in all counties are diseases of the heart and malignant neoplasms. Rates are significantly higher than U.S. averages in these areas as well as several others. Each of the three counties is higher than national benchmarks in several health behaviors, including adult smoking, adult obesity, excessive drinking, motor vehicle crash death rate, and sexually transmitted infections. The ratio of population to primary care physicians is much high in each of the three counties than national benchmarks.
