Project QUEST, a nonprofit organization in San Antonio, helps local residents access skills training to achieve its goals of promoting long-term employment and higher incomes among residents while meeting local businesses needs for skilled workers and enhancing the areas economic vitality. QUESTs strategy is to identify the skills required to succeed in hard-to-fill occupations and then recruit, train, and develop adults so that they are qualified and ready to fill employers' needs. The study includes 207 treatment group members and 203 control group members, of whom 84 percent completed a follow-up survey six years after study enrollment. Mobility will publish two reports from the evaluation to inform the work of funders, policymakers, and practitioners in the workforce development field. One report will present the findings on QUESTs impacts on participants employment, earnings, credential attainment, education, and other indicators of financial well-being. The second report will take a more qualitative look at the QUEST participants, their experiences with the program, and how their families lives changed after participating in the program. 169630 ACE Technical AssistanceMobility is providing technical assistance to ACE, an $11.9 million four-state, nine-site initiative funded by the U.S. Department of Labors Workforce Innovation Fund grant program. ACE is a collaborative effort among nine Workforce Investment Boards and their partner community colleges to improve job training opportunities and outcomes for approximately 1,300 low-skilled job seekers through programs that integrate basic skills and occupational skills training and provide career navigation services. Supported by the Annie E. Casey Foundation, Mobility has provided technical assistance to ACE from program model development through implementation. Mobility assists ACE initiative leadership and site leadership by tracking and analyzing program performance in a monthly dashboard and by conducting site visits to observe programs and interview staff. This quantitative and qualitative information enables Mobility to assess program performance at the cohort and site levels and then to tailor recommendations, training, and technical assistance resources to sites needs to help them strengthen their performance related to participant recruitment, program completion, employer engagement, and job placement. 154890 Centers for Working FamiliesMobility is conducting a rigorous multi-site study of LISCs Centers for Working Families (CWF) in Chicago, known nationally as Financial Opportunity Centers (FOC), as part of the first round of grants under the Social Innovation Fund. This evaluation focuses on the employment, earnings, income, debts, assets, and credit gains of FOC participants using a comparison group evaluation design. The study uses a mixed-methods approach, including a baseline survey and two-year follow-up survey, credit report data at program entry and one and two years later, program data on the services the FOC participants received, interviews with program staff, program observations, and participant focus groups in order to learn about the implementation and impacts of the FOC programs at the five organizations participating in the study. Mobility has published two reports from the evaluation to date. Building Stronger Financial Futures draws early lessons about engaging individuals in integrated services and finds that the FOC participants were more likely than the comparison group to take steps toward building positive credit histories a year after entering the programs. Mobilitys policy brief, Building Credit Where Its Needed, presents why it is critical for workforce development organizations to address participants credit issues as part of their program strategies.
