<PrimaryExemptPurposeTxt>Historic Saint Paul is a nonprofit organization working to preserve, protect, and enhance the historic character of Saint Pauls neighborhoods. Historic Saint Paul works in partnership with private owners, community organizations, and public agencies leveraging Saint Pauls cultural and heritage resources as assets in economic development and community building initiatives. Historic Saint Paul seeks to advance creative, sustainable, long-term rehabilitation strategies that: build community pride by retaining a sense of place and celebrating cultural heritage; encourage investment into Saint Pauls heritage resources; and revitalize neighborhoods and business corridors by improving existing homes and commercial buildings in a manner that is sensitive to cultural and architectural context.</PrimaryExemptPurposeTxt>
<ProgramSrvcAccomplishmentGrp>
<DescriptionProgramSrvcAccomTxt>Historic Saint Paul works through three program areas to celebrate Saint Pauls cultural heritage and serve as a catalyst for the conservation of Saint Pauls residential neighborhoods, business districts, and local landmarks:Neighborhood Preservation Cultural Heritage Advocacy 2014 programs, activities, and accomplishments:Neighborhood PreservationThrough its Restore Saint Paul loan program and other bricks-and-mortar initiatives, such as Preserve Frogtown, Historic Saint Paul secures financial resources and provides technical support to improve historic homes and commercial buildings, enhancing the character, economic stability and perception of Saint Pauls oldest neighborhoods. Restore Saint Paul Loan Program2014 activity was focused on commercial faade improvement projects, including the transformation of a West 7th bar and restaurant with a $105,000 loan/grant used to implement a period appropriate faade renovation, and pre-development work on two University Avenue commercial buildings which will begin construction in 2015.Preserve FrogtownA significant aspect of HSPs recent neighborhood preservation activityhas been working in partnership with Frogtown Neighborhood Association and other partners to implement the Preserve Frogtown initiative. 2014 accomplishments of this collaborative include:Rehabilitate vulnerable vacant properties that reflect and enhance the character of the neighborhood.We, completed and sold 452 Thomas, developed scopes of work and solicited bids on three properties, and completed predevelopment work on 573 Charles. We continued to work in close collaboration with Twin Cities Community Land Bank (TCCLB) on strategies to monitor and evaluate vacant properties with strategic redevelopment potential and secure resources for their rehabilitation. Through these efforts, TCCLB gained site control of three additional properties, including 574 Sherburne, 493 Edmund, and 761 Edmund. 493 Edmund and 574 Sherburne are currently in the pre-development process. 761 Edmund is under construction by SPERO, a for-profit development partner. We worked with Model Cities to successfully move three properties from the Vintage site at Snelling and Selby Avenues to vacant lots in the Summit University neighborhood (it was initially hoped that they would be moved to sites in Frogtown, however the light rail catenary lines prevented that from happening). Those three properties are currently under construction and will be sold to low-moderate income households in 2015.Coordinate resources that reduce the cost of rehabilitation and home ownership.Our partner in Preserve Frogtown (Frogtown Neighborhood Association) hired two community organizers who conducted intensive outreach on the blocks surrounding 452 Thomas and other areas where PF properties are located to strengthen relationships with residents, learn more about the issues that are of concern to them, and promote resources that are available for home improvement and foreclosure prevention.2014 outreach activities included: door knocking at three hundred ninety residences with a survey card of interests/concerns and information on home improvement and foreclosure prevention resources. Hosting six lead-education training sessions for neighborhood residents.As part of a Sneak Peek Tour of neighborhood rehabilitation projects meant to cultivate prospective home owners and bring them together with housing opportunities and resources - PF featured six properties-in-progress by PF and neighborhood partners including NeighborWorks Home Partners (NWHP) and Model Cities. A housing resource information session was held afterward, where representatives from NWHP, Model Cites, NWHP, HSP, and FRHF were on hand to discuss financial counseling and resources and housing opportunities in Frogtown. Implement affirmative neighborhood marketing and community engagement activitiesPreserve Frogtown is collaborating with the Creative Thinkers Group - a group of Frogtown artists organized with support from Springboard for the Arts to create and implement innovative affirmative marketing strategies for housing opportunities in Frogtown. In 2014 this included working with five artists to create installation pieces which were installed at 452 Thomas, a large community celebration at 452 Thomas which featured six local performing artists which was attended by approximately one hundred fifty residents. Outreach workers also canvassed nearby residents and conducted an online preference survey to engage residents in the selection of exterior colors for 452 Thomas. Cultural HeritageHistoric Saint Paul promotes areas of cultural interest citywide and works with city officials and community partners to leverage their value in local economic development and community-building initiatives.Saint Paul Historical: Web & Mobile projectHSP developed and maintains an interactive web site and mobile app, Saint Paul Historical. The project provides online access to information on the history of Saint Pauls oldest neighborhoods. The new technology, with desktop and smart-phone capabilities, contains walking tours, audio and video recordings, and other information celebrating the citys cultural heritage. We continue to maintain and expand offerings on the site which reached just under 35,000 people in 2014.AdvocacyHistoric Saint Paul advocates for public policies that protect and enhance Saint Pauls historic and cultural resources and engages project partners to identify historic assets, analyze reuse alternatives, and mobilize public and private support and resources for preservation projects.In 2014 HSP actively sought out collaborative opportunities that promote heritage resource in Saint Paul neighborhoods. These efforts included working with the Victoria Theater Arts Initiative to plan for and seek funds to acquire and develop the long-vacant Victoria Theatre for development as a community owned performing and visual arts facility, and targeting resources from our commercial loan and grant program to faade improvements for immigrant businesses on University Avenue in partnership with Neighborhood Development Center.Population and Communities Served by HSP ActivitiesHSP is committed to preserving the cultural history, neighborhoods and landmarks of Saint Paul and in our programming seeks to serve residents throughout the city. However, the focus of our activities has been on historic resources in under-resourced neighborhoods containing much of the citys oldest and most deteriorated building stock and home to diverse constituencies.</DescriptionProgramSrvcAccomTxt>
