Benefit Transaction Schedule L, Part I, Column C In fiscal year ended 9/30/2013, ARP became aware that an officer had engaged in excess benefit transactions in the form of theft. ARP's board of directors hired an independent investigator to identify and quantify the extent of the theft. The independent investigation found that none of the organization's managers (including other officers or directors) knowingly allowed or willfully participated in the excess benefit transactions. The theft occurred without any knowledge or consent of anyone involved with ARP, other than the disqualified person conducting the theft. ARP does not believe that its organization managers are liable for any excise tax related to the theft and the organization has not reported any excise tax liability as a result. ARP has taken steps to remedy its procedures, as set forth in Schedule O. Organization's Mission Form 990, Part I, Line 1 and Part III, Line 1 ARP WAS FOUNDED IN 1921 AND CHARTERED BY THE UNITED STATES CONGRESS IN 1976 TO SERVE THE AMERICAN PEOPLE AS A FOCUS FOR THE INTERCHANGE OF KNOWLEDGE BETWEEN MILITARY AND CIVILIAN MEDICINE AND SCIENCE. ARP'S MISSION IS TO: (1) PROVIDE LEADING-EDGE MEDICAL, SCIENTIFIC, PROFESSIONAL, AND ADMINISTRATIVE SERVICES TO PUBLIC AND PRIVATE SECTOR ORGANIZATIONS; (2) PUBLISH AUTHORITATIVE REFERENCE ATLASES TO AID IN THE DIAGNOSIS OF DISEASE; AND, (3) ESTABLISH AND MAINTAIN REGISTRIES OF PATHOLOGY. Form 990 Prior Year Return Form 990, Part I, Lines 8-19 (Prior Year) Due to the discovery of the diversion of assets, ARP has not finalized the audit of its financial statements for the year ending 9/30/2013. The audit is currently in process. Due to the investigation which was pending at the time the Form 990 for year ending 9/30/2013 was due, the return was not filed timely. Upon issuance of the audited financial statements for the year ending 9/30/2013, a Form 990 for the period will be filed. Significant Diversion of Organization's Assets Form 990, Part VI, Line 5 In fiscal year ended 9/30/2013, ARP discovered that a former officer had engaged in significant Diversion of Organization's Assets between February 2010 and April 2014, totaling approximately $2.3 million. The organization has developed a remediation plan which consisted of hiring a new Director of Finance as well as appointing some members of the Board of Directors with financial expertise. The officer involved was fired. Criminal and civil charges currently are pending. Process for Determining Compensation Form 990, Part VI, Line 15a COMPENSATION FOR THE EXECUTIVE DIRECTOR IS REVIEWED AND APPROVED BY THE Board OFFICERS WHO UTILIZE SALARY SURVEYS CONDUCTED BY INDEPENDENT ORGANIZATIONS.
