There is a 3.5 meter general purpose telescope and a survey specialized 2.5 meter Sloan Foundation telescope. The telescopes have distinct purposes in the service of their constituencies. 0 0 8241637 14190047 The 3.5 meter telescope benefits the research faculty, graduate and undergraduate students, and public outreach programs of each member institution. Using innovative remote software, astronomers can operate and collect data from anywhere in the world. The telescope has a suite of cameras and spectrographs that serve a wide variety of scientific endeavors, resulting in more than 50 refereed science results being published each year. There is an active outreach program at the observatory and at member institutions. The 2.5 meter telescope, which operates the SDSS-III survey project, was especially productive in the past year, reflecting the effective and proactive maintenance program in place at Apache Point plus the continuation of exceptionally good weather. The project is a collaboration of more than 50 institutions and 600 astronomers. The primary foci of the survey this year were operations, Data Release 11, collaboration science analyses, and planning the transition from SDSS-III to SDSS-IV. BOSS (Baryon Oscillation Spectroscopic Survey) essentially completed its baseline data acquisition. APOGEE (Apache Point Observatory Galactic Evolution Experiment) also made substantive progress in collecting its survey sample. Form 990, Part VI, Section A, line 6 ARC is a consortium consisting of eight members: seven universities and an academic research institution. Form 990, Part VI, Section A, line 7a Each member of ARC has two representatives on the Board of Governors, who are appointed by the member institutions' academic administrations. Form 990, Part VI, Section A, line 7b Members have approval rights in accordance with Title 24 of the Washington non-profit corporation act. Form 990, Part VI, Section B, line 11 Each member of the Board of Governors is given a copy of the Form 990 prior to its submission. Form 990, Part VI, Section B, line 12c All Board members and officers of ARC are covered by a Conflict of Interest Policy. There are bi-annual reviews of the individual Conflict of Interest statements by the governance committee, which determines whether a conflict exists. All statements are kept on file. Board members are expected to disclose conflicts as they may arise on the honor system, with the oversight of the governance committee. If a conflict exists or arises during the course of the business, the governance committee investigates and determines any action to take in accordance with the policy. This may include a member being prohibited from participating in the deliberations and decisions with respect to the transaction.
