We cover a 3 county service area in Northern West Virginia, operating out of 6 clinical locations. Northwood Health Systems provides services to over 3,000 patients each year. The vast majority of our patients are covered by Medicaid, and many of the patients not covered by Medicaid qualify for free care through our charity care policy. In fiscal year 2011, Northwood Health Systems provided nearly $2.2 million dollars in charity care. H09 Needs assessment Part VI question 2 Individually and collectively, improving the health of the community and the region is a top priority of Northwood Health Systems. A formal Community Health Needs Assessment was conducted during this reporting period. We engaged an outside consulting firm to assist with the process. The assessment was designed to ensure compliance with current IRS guidelines and it included a detailed examiniation of the following areas: demographics; general health status and access to care; chronic/serious mental healt; drug and alchohol; youth risk behaviors; evnironmental factors and indicators impacting mental and physical health; senior care and intellectual and physicial disabilities. We gathered disease and mortality information from various sources and used this data to develop our plan. H10 Patient education Part VI question 3 The process for educating our patients to their eligiblity for charity care begins upon admission to our programs. Admissions staff will work with all uninsured patients and assist them through the application process for Medicaid. We contract with West Virginia Department of Health and Human Resources and pay to have a Medicaid eligibility clerk based in our largest clincial site. All uninsured patients are encouraged to apply for Medicaid. Our intake staff work with the patient and assists them in completing the application process. We also assist each patient in completing and application for charity care. if the patient does not qualify for Medicaid and their income is at or below 200% of the poverty level they will generally qualify under our charity care programs. H11 Community information Part VI question 4 Northwood Health Sytems is a comprehensive community mental health center that serves the residents of Ohio, Marshall and Wetzel counties in West Virginia. Northwood treats some of the neediest and most vulnerable people in our society. Many of our patients suffer from chronic and perisistent mental illness throughout their lives. We also serve patients that suffer from intellectual and developmental disabilities and substance abuse. Approximiately 95% of our services are provided to indigent or Medicaid eligible patients. Northwood offers services at 20 different locations in our 3 county service area. H12 Community building activities Part II Northwood has included the cost for the operation of our unfunded homeless shelter. H13 Promoting community health Part VI question 5 Northwood promotes community health by providing needed services to some of the most vulnerable individuals in our community. Our patients suffer from chronic and persistent mental illness throughout much of their lives. Northwood treats all patients - their ability to pay for the service is not taken into consideration. We provide many services that operate at a financial loss to the organization. In this fiscal year, we provided over $972,000 in subsidies to programs that were losing money. The subsidies to these programs are above and beyond the $1,900,000 in charity care we provide. H16 Community representative input Part V question 3 A total of 16 stakeholder interviews and 3 focus groups (including 25 participants) were conducted representing individuals from throughout the service area. Stakeholders were identified as experts in a particular field related to their background, experience or professional position and/or someone who understood the needs of a particular underrepresented group or constituency. The interviews and focus groups were conducted across the regions with various community constituencies. We included individuals who represented constituencies who suffered from chronic and serious mental illness, substance abuse, homelessness and intellectual disabilities.
