They may have low-paying jobs, but do not qualify for federally-funded legal aid programs and in reality cannot afford even basic legal services. Six years ago, the HBA established a new Equal Access to Justice Champions Program with the goal of increasing the number of pro bono cases handled by the Houston Volunteer Lawyers Program (HVLP) by at least 25%. To date 92 law firms, corporate legal departments and individuals have become "Equal Access Champions" by renewing commitment forms to handle a certain number of cases each year, for the next five years. HVLP has been able to more than double its representation in pro bono cases. In 2011, HVLP referred 2,761 cases to volunteer attorneys, screened 21,892 appplicants, closed 4,877 client files from its Courthouse Information Booth In the Family Law Center. HVLP also screens applicants for eligiblity, conducts initial interviews, provides counsel and advice, trains volunteers, provides mentoring services and monitors the status of cases. HVLP accepts and refers to volunteers in the areas of family law, property law, consumer law, tort law that is not fee generating, probate law and IRS tax controversies and US Tax Court representation.The HBA's HVLP continues its outreach to the Chinese and Vietnamese communities through legal clinics. The Consumer Law Task Force continues to provide advice and counsel and pro bono legal representation to families facing foreclosure, bankruptcy, credit problems and other consumer issues in tough economic times. Other special projects include the AIDS Unit, the Low Income Taxpayer Clinic, the Disability and Elder Law Unit, and the Verterans Legal Initiative. During this year, an additional $60,000 grant was given to HVLP for Free Legal Advice Clinic for Veterans and spouses of deceased Veterans at the Michael DeBakey VA Hospital in Houston's medical center. 63173 63173 Donation to Habitat for Humanity for community outreach. 83003 83003 The John J. Eikenburg Law Week Fun Run promotes healthy physical activity among the attorneys and encourages community service, while providing a way to generate funds to donate and support The Center, a 501(c)(3) organization that serves adults with developmental disabilities. The Center provides opportunities which promote individual choice, personal growth, and community involvement so that the individuals may achieve their maximum potential. The Houston Bar Auxiliary receives funds yearly to purchase and distribute the booklets. The books are updated and books are purchased and distributed each school year. 12000 12000 The Houston Bar Association's Juvenile Justice Mock Trial Program is now in its 37th year of teaching young teens about law and the legal system. As part of social studies, history, or government classes, students at over 40 participating schools in the Houston area work with the law students and HBA staff to learn about the procedures involved in a courtroom trial. Over a five-week period, the students develop their own case story and assume the roles of judge, jurors, attorneys, defendants, plaintiffs, and witnesses. At the end of the unit, the classes travel to the Harris County courthouse complex where they act out their mock trial in an actual courtroom. The program focuses on eighth grade students, but has worked with special classes of fourth, fifth, and sixth graders, including classes for hearing-impaired students.
