Advocacy:HSP works directly with local partners to identify historic assets, study reuse alternatives and mobilize public and private support and resources for restoration projects. Historic Saint Paul also advocates for public policies that protect and enhance the city's historic and cultural resources.2012 Advocacy accomplishments included:In 2012 HSP developed, secured funding for, and began implementation of Historic Resources and the Central Corridor, a new advocacy initiative to identify and encourage investment into historic structures that may be at risk due to development pressure, and represent good opportunities to create unique destination centers, advance economic development activity, and preserve or create affordable housing along the Central Corridor. Objectives of the project are to:Compile and distribute building assessments and materials that can be used in efforts to attract interest and investment into historic structures along the Central Corridor.Foster relationships between preservation and development interests to avoid conflicts and promote the integration of historic resources to achieve community and economic development goals.Build HSPs capacity to work collaboratively with community organizations and agencies working on development goals/initiatives along the Central Corridor and fill gaps in existing services.Generate interest in the redevelopment of key historic structures among non-profit and for-profit development entities. The effort is being supported by the Central Corridors Funders Collaborative and Legacy funding through the Minnesota Historical Society. The study period and report will be completed summer of 2013.In 2012, HSP engaged local partners in strategy discussions about utilizing information gathered through the 2011 Saint Paul Survey Project to promote preservation-based community revitalization in Frogtown. The discussions involved partners representing a range of interests including Frogtown Neighborhood Association, Twin Cities Land Bank, Springboard for the Arts and their Irrigate project, Greater Frogtown Community Development Corporation, Community Neighborhood Housing Services, and several private developers. The result of these planning efforts resulted in the creation of Preserve Frogtown, an emerging initiative to develop and implement preservation-based strategies that promote the Frogtown neighborhood - enhancing community stabilization and development activity, engaging and improving the lives of its members. The primary goal of the collaborative effort is: To contribute to the renewal of Frogtown for the benefit of its residents by preserving and improving vulnerable properties which reflect its unique identity, character, and history.Primary Program Components:Develop an organizing framework/structure to connect resources / coordinate improvement activities. Rehabilitate vulnerable vacant single-family properties. Coordinate resources that reduce the cost of rehabilitation and home ownership.Create a social enterprise that captures equity and wealth generated in real estate transactions in adjacent areas as market improves to support and sustain long-term investments into Frogtown. Integrate affirmative neighborhood marketing and community engagement efforts.Project partners envision this work will result in the identification and improvement of historic structures and targeted blocks in the Frogtown neighborhood that reflect and enhance the neighborhoods unique cultural and architectural heritage, improve and retain affordable housing, and leverage investment into projects that promote neighborhood identity, stability and revitalization.Cultural Heritage and Education:HSP promotes sites of cultural heritage and architectural interest throughout Saint Paul, and educates local stakeholders on the principles, practices, and benefits of using historic resources wisely. 2012 Cultural Heritage and Education accomplishments include:In 2012 HSP secured funding for, and began development of The Saint Paul Historical: Web & Mobile project, a new cultural heritage initiative that includes the design, development, marketing, and implementation of an interactive web and mobile experience for the eight existing guides in the Tour Saint Paul neighborhood guide series, and additional information available on heritage sites throughout the city. Funding for the initial development of the site is being provided through Mardag Foundation, Saint Paul Cultural STAR Program, and Legacy funding from the Minnesota Historical Society. The project will increase online access to information on the history of Saint Pauls oldest neighborhoods. The new technology, with desktop and smart-phone capabilities, will contain walking tours, audio and video recordings, and other information celebrating the citys cultural heritage. Visitors will be able to learn about Saint Paul history on location and easily share their experiences with friends and family. Tour Saint Paul Web & Mobile will dramatically increase Tour Saint Pauls current audience, is expandable, and will establish a platform for future collaborations with others interested in sharing community resources and the stories that make history. The website and app will be available to the general public in the summer of 2012.In 2012, HSP also served over 8,000 unique visitors through the HSP website (www.historicsaintpaul.org) which features news about Historic Saint Pauls activities and resources for the preservation community; served an additional 1,750 constituents via Facebook; and distributed updates, information, and links to resources via our electronic news briefs to over 950 contacts on our email list-serve.Neighborhood Investment:Through our Restore Saint Paul loan program, HSP helps homeowners and businesses make exterior improvements to their historic homes and commercial buildings by low interest loans and providing architectural and technical services as part of the loan process. In addition, we serve as project manager for the rehabilitation of vacant properties in the Dayton's Bluff, Payne Phalen, Summit University, West 7th and Frogtown neighborhoods. 2012 Neighborhood Investment accomplishments included:Providing $20,000 in loan funds to businesses that leveraging additional $50,000 in private investment into the Daytons Bluff, Payne Phalen, North End, and Summit University neighborhoods.Continued work with the City of Saint Paul on the redevelopment of four vacant properties through the 4th Street Preservation Project. TRANSFERRED TITLE TO VACANT HISTORIC PROPERTY AT 311 WALNUT TO BUYER WHO WILL COMPLETE A FULL REHABILITATION OF PROPERTY.Coordinated and funded relocation and restoration of historic Chicken Coop in Daytons Bluff neighborhood TO SKIDMORE PARK COMMUNITY GARDEN..Worked on other projects with City of St. Paul.
