part of the Foundation grantmaking due diligence and to help assure that grant dollars awarded are in compliance with the purpose of the grant and the fund, Community First Foundation staff identifies the purpose of the grant request and reviews the purpose of the fund agreement to determine that the grant request aligns with the fund purpose to verify that the grant will be used for charitable purposes, consistent with the nature of the grant initiative and the fund purpose. The pre-grant review includes an investigation of the potential grantee to ensure that the prospective grantee qualifies to receive the grant, that the proposed activity is charitable, and that the grantee has the capacity to fulfill the terms of the grant and is willing to furnish the Foundation with any required evaluation reports. A site visit of the grantee organization may be included as part of the pre-grant review. Certain grants require that staff make a site visit to the grantee organization to determine if the program/project is meeting the timeline outlined in the grant request document. It can then be determined if adjustments need to be made to the original proposal to assure a successful conclusion. Some grantees are required to complete a Final Evaluation Report Form. The report requires the grantee to outline the use of expended grant funds. A written report of the expenditure is due at the time all of the grant dollars have been used or the date stated in the grant award letter. The purpose of the Final Evaluation Report is to verify the grant dollars were used for the purpose intended as stated in the grant request document; that funds were used in their entirety, and the measurable outcomes stated in the grant proposal were achieved. A guided detail review is then presented to the Foundation's Audit and Compliance Committee by the Foundation's professional tax preparer. Upon approval by the Audit and Compliance Committee, the Form 990 is presented to the Foundation's Board of Directors, by the professional tax preparer. After presentation to and approval by the Board of Directors, the Form 990 is filed with the Internal Revenue Service. Compliance with Conflict of Interest Policy Part VI, Section B, Line 12 Community First Foundation board members and staff are required annually to disclose in writing any conflicts of interest or attest in writing to the absence of any conflicts of interest. Process for determining compensation Part VI, Section B, Line 15 President/CEO: The Board of Directors of Community First Foundation periodically commissions a salary study by a compensation and benefits consultant, on a schedule recommended by the independent consultant. In addition, the Board reviews facts and circumstances of the Foundation to evaluate the need to update the salary study on an interim basis. That salary study is used to establish the salary ranges for the President/CEO. At the beginning of each year, the Executive Committee of the Board of Directors and the President/CEO work to establish specific goals for the President/CEO and the organization within a framework established by the benefits consultant. Interim discussions related to monitoring progress and any modifications to the goals are held with both the Executive Committee and with the full Board of Directors. At the end of the year the President/CEO and the Executive Committee review performance against those established goals. Total annual compensation, which is benchmarked against the Board-approved salary ranges, is then discussed and recommended to the Board by the Executive Committee, based upon the actual performance of the President/CEO relative to the performance targets. The Board deliberates on the recommendation of the Executive Committee and then determines total annual compensation of the President/CEO. No compensated individual is present during the deliberations. The Board of Directors maintains a contemporaneous written record of the compensation process including the data that was relied upon, a declaration of any conflicts in this deliberation and the results of this deliberation.
