X X X X Regional Health uses low income housing guidelines from Housing and Urban Development to determine charity eligibility. The income guidelines, along with the number of dependents within the household are used in a matrix to determine the percent discounts applied to the outstanding balance. Discounts range from 100% to 10% of the balance. The charity policy also has a catastrophic provision which limits a patient/guarantor's exposure to owe no more than 20% of net assets. A community benefit report is completed by Regional Health, the parent organization, for all related organizations and made available to the public on its website. Medicare Cost Report cost to charge ratio is used for calculation of cost of services provided. N/A The allowance for doubtful accounts is based upon managemeNT'S assessment of historical and expected net collections considering business and economic conditions, trends in health care coverage, and other collection indicators. Periodically throughout the year, management assesses the adequacy of the allowance for doubtful accounts based upon historical write-off experience by payor category. The results of this review are then used to make any modifications to the allowance for doubtful accounts. After satisfaction of amounts due from insurance and other third-party payors, Regional Health follows established guidelines for placing certain past-due patient balances with collection agencies. Cost is developed per the Medicare cost to charge ratio. The hospital provides care regardless of the patient's ability to pay, except for certain elective procedures. Medicare shortfall is determined by applying the cost to charge ratio from the Medicare Cost Report to gross Medicare charges which is then compared to actual reimbursement. The collection policy requires invoking of the charity policy any time a patient expresses financial difficulty in meeting their debt obligation. Regional Health is working in partnership with several community not-for-profit organizations to conduct a full Community Needs Assessment for the Black Hills region. References to "Regional Health" apply to all entities controlled or leased by Regional Health, Inc. This includes the reporting entity. Regional Health is working in partnership with several community not-for-profit organizations to conduct a full Community Health Needs Assessment for the Black Hills region. More than 30,000 surveys were mailed to the people in the Black Hills region during Fall of 2010. Additionally, a web based survey tool was also developed so people who did not get the survey would also have an opportunity to provide feedback. Our means of assessment prior to the above consisted of: 1)Using the community health needs assessment sponsored by the Black Hills area United Way. 2)Requests from other tax-exempt or community organizations to partner with Regional Health to provide programs. 3)Requests from Public agencies or community groups for Regional Health to provide community benefit activities or programs. 4)Hospital personnel have identified needs based on admissions/discharge or other hospital or state agency data. We provide information on all statements, on our website, we have information available at all admission areas, we contract with The Midland Medical Group (an unrelated entity) to meet with all uninsured patients to assist them with finding a funding source or applying for charity, and our self pay outsource partner also communicates any funding and charity opportunities to our patients. Regional Health serves the people of the Black Hills region. This area is comprised of the geographic area in a 250 miles radius of Rapid City, South Dakota. The area is mostly rural in nature with only one city of over 50,000 people. Regional Health is the primary medical services provider for the region. Regional Health provides numerous community health education events and screenings throughout the Black Hills region. Regional Health also provides financial support to other nonprofit organizations to help support community health outreach. Additionally, Regional Health provides in-kind support and employee volunteers to help support community health events and activities. Regional Health is governed by a community board that provides leadership to the organization to meet the community needs. Regional Health does not turn anyone away for emergency or non-elective care, regardless of ability to pay. Regional Health partners with educational institutions to provide numerous clinical training programs, patient and community education, research, clinical trials medical services that if not provided by us would not exist in our Region and offers health screenings and events to the people of the Region.
