Form 990, Part III, Line 4A-4DEXEMPT PURPOSE ACHIEVEMENTS I. Introduction A. About Kaiser Permanente Founded in 1945, Kaiser Permanente is recognized as one of America's leading health care providers and nonprofit health plans. We currently serve 12.6 million members in 8 states and the District of Columbia. We were created to meet the challenge of providing American workers with medical care during the Great Depression and World War II, when most people could not afford to go to a doctor. Since our beginnings, we have been committed to helping shape the future of healthcare. Kaiser Permanente exists to provide high-quality, affordable health care services and to improve the health of our members and the communities we serve. Kaiser Permanente's integrated health care model means we seamlessly provide care and coverage together with a wide range of services under one roof, whether in a Kaiser Permanente medical office or hospital, or at a contracted facility. Care for members and patients is focused on their total health and guided by their personal Permanente Medical Group physicians, specialists, and team of caregivers. Our expert and caring medical teams are empowered and supported by industry-leading technology advances and tools for health promotion, disease prevention, state-of-the-art care delivery, and world-class chronic disease management. Kaiser Permanente is dedicated to care innovations, clinical research, health education, and the support of community health. B. Kaiser Permanente's Approach to Community Health At Kaiser Permanente, we recognize that where we live, work, learn, and play has a big impact on our health and well-being. We are driven by our mission to improve the health of our members and the communities we serve. To be our healthiest we need more than high-quality medical care, we need to improve the conditions for health and equity in the communities we serve. This means addressing all the factors that affect health, such as having a safe place to live, enough money to pay the bills, and access to healthy meals. Kaiser Permanente community investments and partnerships address the factors that impact health and well-being. C. Kaiser Permanente's Total Contribution Kaiser Permanente provided $3.1 billion in 2023 to improve the health of our communities. The amounts attributable to Kaiser Foundation Health Plan of Georgia is $53.4 million as follows: - Financial Assistance at cost - $35 MILLION - Medicaid - $8.5 MILLION - Community health improvement services and community benefit operations - $1.6 MILLION - Health Professions Education - $500,000 - Research - $700,000 - Cash and in-kind contributions from community benefit - $7 MILLION In addition to our direct spend, we also leverage assets from across Kaiser Permanente to help us achieve our mission to improve the health of communities. This includes our widely recognized activities around supplier diversity, socially responsible investing and environmental stewardship.
II.Health AccessEnsuring health access means serving those most in need of health care through Medicaid, medical financial assistance, charitable health coverage, and other forms of subsidized care and coverage. It also means connecting people with wrap-around social services, healthy meals, affordable homes, safe playgrounds, and supportive schools. For many low-income people without access to health care coverage, or for those who lose their jobs and can't maintain health care coverage, an emergency room is often the only place they receive care. At Kaiser Permanente, we're working to change that with programs that lower financial barriers by providing deeply subsidized health coverage and medical financial assistance for care. We also provide information about how to access and qualify for public programs such as Medicaid and financial assistance through the marketplace to individuals who may be eligible. Kaiser Foundation Health Plan of Georgia supports the health access needs of our communities through a combination of coverage and care programs. We provide coverage to low-income populations through our participation in government programs like Medicaid and the Children's Health Insurance Programs (CHIP) and via our own Charitable Health Coverage (CHC) program, which provides a premium subsidy for Kaiser Permanente coverage for qualified low-income families and children who do not have access to public or private health coverage. Similarly, we provide care to low-income populations through our treatment of Medicaid and CHIP enrollees, and second, via the Medical Financial Assistance (MFA) program, which is Kaiser Permanente's traditional charity care or financial assistance program (FAP). For Kaiser Foundation Health Plan, Inc. and all of its subsidiary health plans, the main way to address health access challenges is by absorbing the cost of the coverage and care programs described above. A. Coverage Having health coverage means consistent access to comprehensive and continuous medical and preventative services for people to get and stay healthy, a much better alternative to episodic care at emergency departments. KP is committed to advancing equity and removing disparities in access to coverage and health outcomes. i. Coverage provided through Medicaid, CHIP and other government programs The Affordable Care Act has had a far-reaching impact on the landscape of government-sponsored programs, as these options have become a key source of health coverage for a significant portion of the US population. Kaiser Permanente has organizational strategies to enable individuals with low incomes to obtain and/or retain health coverage through Medicaid, CHIP or other government programs. At the end of 2023, Kaiser Foundation Health Plan of Georgia was providing care to a total of 25,000 people through its Medicaid Managed Care contracts with other health plans. ii. Coverage provided through Charitable Health Coverage (CHC) Kaiser Permanente's CHC programs provide health care coverage to low-income individuals and families who don't have access to other public or private health coverage. CHC programs work by enrolling qualifying individuals in a Kaiser Permanente Individual and Family Health Plan. Through CHC, members' monthly premiums are subsidized, and members do not have to pay copays or out-of-pocket costs for most care at Kaiser Permanente facilities. Through CHC, members have a medical home that includes comprehensive coverage, preventive services and consistent access through the "front door" of the health delivery system. At the end of 2023, Kaiser Foundation Health Plan of Georgia was providing coverage to a total of 1,000 people through the CHC program.
B.CareTo get and/or stay healthy, people need access to high quality care by providers they trust. This care must include preventative services and required medications so that people can avoid ending up in the emergency room or requiring more extensive services down the line. Kaiser Permanente helps low-income populations gain access to this type of care by leveraging the full scope of its integrated delivery system, including not only critical hospital-based services but also outpatient primary, specialty and pharmacy services. i. Care provided through Medicaid, CHIP and other government programs Kaiser Permanente provides a wide range of health care services to individuals enrolled in Medicaid, CHIP and other government programs, regardless of whether they are assigned to Kaiser Permanente or not. In addition to the individuals who received health coverage in 2023 due to Kaiser Permanente's participation in these government programs, Kaiser Foundation Health Plan of Georgia also subsidized care to people who are enrolled in these programs but not formally assigned to Kaiser Foundation Health Plan. ii. Care subsidized by Medical Financial Assistance (MFA) KP's Medical Financial Assistance program (MFA) improves health care access for people with limited incomes and resources and is fundamental to Kaiser Permanente's mission. Our MFA program helps low-income, uninsured, and underinsured patients receive access to care. The program provides temporary financial assistance or free care to patients who receive health care services from our providers, regardless of whether they have health coverage or are uninsured. Eligibility for financial assistance is based on financial need. In general, patients whose household income is at or below 300%, and in some regions up to 400%, of the federal poverty limit are eligible for the MFA program. Patients who are experiencing high medical expenses as compared to their income may be eligible under high medical expenses criteria, regardless of household income. The MFA program covers emergency and medically necessary health care services, pharmacy services and products, and medical supplies provided at Kaiser Permanente facilities (such as hospitals, medical centers, and medical office buildings), at Kaiser Permanente outpatient pharmacies, or by Kaiser Permanente providers. Over the course of 2023, Kaiser Foundation Health Plan of Georgia subsidized care for almost 30,000 people through the MFA program.
C.Safety-Net PartnershipsKaiser Permanente also increases access to health care in the community by establishing safety net partnerships. Safety net providers are a mix of public hospitals, community-based organizations such as federally qualified health centers, and other health care organizations. Safety-net health care providers provide care for patients who have low incomes and/or are uninsured regardless of their ability to pay. In Kaiser Permanente service areas, federally qualified health centers serve the uninsured, Medicaid, and other vulnerable populations. Strengthening the safety net advances our mission to improve the conditions for health and equity in the community. Our communities' most vulnerable populations, including a disproportionate number of low-income people of color, rely on the safety net for their health care needs. Our support ensures that communities have access to a strong safety net that can equitably meet patients' needs and improve health outcomes for low-income patients including people experiencing homelessness. In 2023, Kaiser Foundation Health Plan of Georgia awarded $350,000 to three organization in Georgia including Georgia Association for Primary Health Care, Inc., Georgians for a Healthy Future, and The Fulton-DeKalb Hospital Authority, to support their Medicaid redetermination efforts. This partnership will support Federally Qualified Health Centers (FQHCs) and the Medicaid population to minimize any negative impact due to the need to reapply for Medicaid benefits resulting from the end of the Federal Public Health Emergency. The funding will also help to prevent coverage losses among Black and Hispanic children, and those living in rural areas, who are at higher risk of losing coverage. Kaiser Foundation Health Plan of Georgia partnered with the Healthy Mothers, Healthy Babies Coalition of Georgia to address maternal and infant health resource and care gaps in Georgia through the expansion of its Building Perinatal Professionals program and Perinatal Care Package project. Each program is designed to expand free, accessible perinatal support and/or resources to low-income individuals, racial minorities, and other populations experiencing the most significant health inequities during pregnancy and postpartum. Additionally, Kaiser Foundation Health Plan of Georgia supported the efforts of Morehouse School of Medicine, Inc. Maternal Near Miss study, a collection of stories from birthing persons of color in the United States who experienced a maternal near death, and to explore impacts among support persons and health care providers. This study aims to gain a deeper understanding of how severe obstetric complications are perceived by partners, support persons, and maternal health providers, and their impact on the livelihoods of the family and community. It will use the gained understanding to inform clinical practice, policy, and advocacy, and advance healthcare strategies.
III.Community HealthAt Kaiser Permanente, we are working to improve the conditions for health and equity in communities by addressing the root causes of health, such as economic opportunity, affordable housing, safe and supportive schools, and a healthy environment. These improvements grow from our collaboration with each community to co-design and co-create solutions that truly make a positive impact.
A.Economic OpportunityInclusive economic growth is critical to both individual and community health. When there is a lack of economic opportunity in communities, the prospects for upward social mobility are diminished, often resulting in poorer health and higher mortality rates for people living in those communities. By contrast, economic growth and opportunity provides individuals with jobs, income, a sense of purpose, and opportunities to improve their circumstances overtime. Kaiser Permanente recognizes that the way we do business can support economic opportunity in local communities through how we hire, purchase, build our facilities and partner with communities. Some ways that we're helping revitalize and grow our communities by strengthening economic opportunity include: - Providing good jobs to individuals facing barriers to employment through high-impact hiring and workforce pipeline efforts. - Pursuing a social impact investment strategy to support impact investments aimed at addressing key social issues that have a significant impact on health. - Purchasing goods and services from local, diverse, small businesses and seeking out vendor partners with missions and business practices that align with our own. - Building new facilities with an emphasis on positive local community impact, including neighborhood revitalization, and deep community engagement. - Partnering with community organizations to grow local business capacity, increase access to good jobs, and support stable, quality, affordable housing. Kaiser Permanente is also deepening our efforts to get at the heart of inequities, addressing systemic racism, breaking cycles of trauma, and creating economic opportunities for communities that have endured decades of underinvestment. We are working with these communities to overcome systemic and structural economic disadvantage and supporting the resiliency of businesses owned by Black and other historically underrepresented individuals, recognizing that it will require sustained efforts to increase access to business capital and build capacity for growth. Success for these communities requires intentional, long-term investment, and ongoing work to dismantle racist systems that create barriers to success. In addition, Kaiser Permanente is working to expand access to education and career pathways in health care. We support programs and initiatives that provide clear education and career pathways, in health care and mental health, especially for people of color, who have historically faced gaps in income and earning potential. This includes helping professionals graduate into allied health careers, public health fellowship opportunities, and providing local grants to support people with access to opportunities for higher education and job training programs. In 2023, Kaiser Foundation Health Plan of Georgia awarded $174,000 to Atlanta Neighborhood Development Partnership Inc. and Grove Park Foundation Inc, as part of the Diverse Business Growth strategy to support diverse-led organizations that understand the structural barriers experienced by diverse entrepreneurs. These organizations are working to address these challenges through direct individual interventions and/or systems-level interventions. Since 2020, this initiative has supported diverse entrepreneurs to overcome systemic barriers to launching, sustaining, and growing small businesses. This partnership will combine training, consulting, and wraparound services for underserved business owners and entrepreneurs who are primarily Hispanic, women, and low-income entrepreneurs to gain the skills needed to generate income, access capital, and build wealth through business ownership. Kaiser Foundation Health Plan of Georgia also awarded $150,000 to Resilient Georgia, Inc as part of the Mental Health Workforce Accelerator Cohort to accelerate pathways into licensed master's level mental health professions through a scaled initiative that supports employment, stipends, supervision, and licensure for pre- and post-master's associates placed into community provider settings serving vulnerable populations. Resilient Georgia, Inc. will help expand the pool of post-masters unlicensed clinicians in Georgia and increase the availability and provision of mental health services among low-income people of color.
B.Housing for HealthWithout a safe place to call home, it's nearly impossible to focus on basic health and medical needs. For years, Kaiser Permanente has led efforts to end homelessness and preserve affordable housing. We do this by investing in solutions, helping shape public policy, and forming innovative partnerships. Inadequate housing contributes to several health problems, including chronic diseases, injuries, and poor mental health. Housing security is a crucial health issue for disadvantaged populations, such as low-income communities and communities of color. Working to solve housing insecurity is part of Kaiser Permanente's focus on improving equitable conditions for people of color in America. We are addressing historical disinvestment in our communities, which is directly tied to racism and racial inequities. This kind of disinvestment and lack of economic opportunity can impact affordable housing. Through innovative partnerships and strategic investments, Kaiser Permanente is working to bridge the unique strengths of the health and housing sectors, to strengthen neighborhoods, drive equitable health outcomes and help communities thrive. In 2023, Kaiser Foundation Health Plan of Georgia partnered with St. Joseph's Mercy Care Services, Inc. to support the Medical Respite initiative which aims to strengthen the ecosystem of medical respite providers to better align with the Standards for Medical Respite Programs (MRPs), advance best practices, and enhance state-of-the-field knowledge in medical respite. Medical respite programs provide post-acute care for people experiencing homelessness who are too ill or frail to recover from an illness or injury on the street or in shelter, but who do not require hospital level care. Medical respite programs offer short-term residential care for people experiencing homelessness to recover and heal in a safe environment while also accessing clinical care and support services, including transition into a stable living environment. While there is growing demand for medical respite care and safe discharge facilities across the country, medical respite continues to be an emerging field with programs varying widely by facility types, staffing, services, and standards of care. Kaiser Foundation Health Plan of Georgia also partnered with Atlanta Volunteer Lawyers Foundation as part of the Health, Housing, and Justice Medical-Legal Partnership Initiative to support legal interventions that help prevent eviction and ensure adequate, affordable, and stable housing for individuals and families via variety of housing resolution options. This partnership focuses on building organizational capacity to provide housing related legal services both in and out of health care settings and to provide training and technical assistance to inform, catalyze, and sustain partnerships with health care organizations focused on eviction prevention. Meeting the legal needs of vulnerable populations can help advance health equity by addressing social determinants of health and overall wellbeing. Medical-legal partnerships are proven interventions that embed access to legal services within the health care delivery system.
C.Thriving SchoolsAt Kaiser Permanente, we're committed to not only delivering great health care but also creating communities where people can be healthy in all the places they live, learn, work, and play. Thriving Schools brings together Kaiser Permanente's extensive health care expertise and our partnerships with nationally recognized and trusted organizations working to support K-12 school systems to be a beacon of health in their community. Thriving Schools takes an integrated approach to school health, curating the best thinking and guidance on how to keep students, staff, teachers, and families healthy across four dimensions of health: physical health, mental health, social health, and equity and access. Taking an integrated approach to health means supporting schools and districts in advancing their wellness and educational goals by incorporating health-related strategies into school and district improvement efforts. Like the communities in which they sit, schools often reflect a diversity of cultures, beliefs, and experiences. As such, the services and opportunities they provide must ensure that all students and staff are given the opportunity to reach their full potential. Thriving Schools' integrated approach explicitly addresses equity and inclusion, both in the assessment tools we use, and in the resources, we offer for school staff and district leaders. Kaiser Permanente's Educational Theatre has inspired and empowered millions of students and adults in communities across the United States to make healthy choices. Educational Theatre offers a wide range of award-winning, no-cost theatrical programs that engage and inspire students, teachers, and staff to make healthy choices. These award-winning virtual performances and workshops address important health topics that enhance our comprehensive approach to social health, mental health, and resilience. In 2023, Kaiser Foundation Health Plan of Georgia continued its partnership with the Alliance for a Healthier Generation to support Thriving Schools Resilience in School Environments (RISE) initiative. The organization will continue to scale the RISE Extender, a train-the-trainer approach that builds capacity of local organizations to strengthen staff and student wellbeing. It will continue to build capacity of participating schools through ongoing training and technical assistance, while also scaling the program to engage more school districts in the state.
D.Community Support HubSocial determinants of health - the conditions in which people live, learn, work, and play - affect a wide range of health risks and outcomes. Access to quality health care is critical, but social factors, such as lack of safe housing and transportation, inadequate education or job opportunities, and poor access to good nutrition and physical activity, inevitably create barriers to health and wellbeing. While many social resources may exist in a community or through government programs, they are often unknown to those most in need and disconnected from one another even when serving the same person, creating confusion and exacerbating stress for communities. We launched the Kaiser Permanente Community Support Hub in 2023 as a support center dedicated to helping people meet their basic needs so they can achieve good health. The Kaiser Permanente Community Support Hub's resource directory is a searchable database of tens of thousands of community-based programs and services that anyone can explore online at kp.org/communityresources at their own convenience. It is accessible anytime for anyone seeking help with basic needs - members and nonmembers alike - to explore and connect with social services and assistance programs in their communities. The hub operates with a proactive service model, using text, email, and phone outreach to facilitate social health screenings and offer support connecting to local community-based resources and public benefits. The hub also operates a toll-free call center. Kaiser Foundation Health Plan of Georgia awarded $150,000 to Atlanta Regional Commission to provide enhanced access to community services for vulnerable populations. Referrals for services will be received through the Unite Us platform and counseling will be provided by highly qualified and certified information specialists. The certified specialist will conduct a broad assessment of each referred individual and identify their social determinants of health challenges and barriers. Using motivational interviewing techniques and a person-centered approach, they will connect the individual to relevant and available community services.
E.Food and Nutrition SecurityKaiser Permanente's comprehensive approach to food and nutrition security includes transforming the economic, social, and policy environments connected to food so that people across the nation can access and afford healthy food. To help address the food needs of its communities, Kaiser Permanente has invested in the improvement of food and nutrition security and helped with applications for federal nutrition programs like Supplemental Nutrition Assistance Program (SNAP) and Women, Infants, and Children (WIC). Kaiser Permanente continues to work with community partners to provide free, nutritious meals in low-income communities. We also joined health and nutrition experts from around the country to share results and best practices about Food is Medicine programs to advance the evidence base for food and nutrition programs in health care and establish food-based interventions as standard health care practices. In 2023, Kaiser Foundation Health Plan of Georgia awarded $300,000 to Atlanta Community Food Bank Inc to support the expansion of the Atlanta Community Food Bank's Community Food Center in Clayton County including provide food distribution support. This funding will also allow for additional food purchases to be provided to low-income, food-insecure patients visiting the Food as Medicine program at Grady Healthcare System. The Community Food Center model has been designed to provide greater access to nutritious food for families by operating food pantries where there are gaps in the service area, such as currently exists in portions of Fulton, Gwinnett, Cobb, and Clayton counties. Kaiser Foundation Health Plan of Georgia also partnered with two organizations across the state to reduce diet related risk factors of chronic health conditions. Meals On Wheels Atlanta will expand their therapeutic meals program to serve low-income seniors age 60+ who are living in underserved communities with or at risk of type 2 diabetes, cardiovascular conditions, and obesity. Open Hand Atlanta, Inc. will provide medically tailored meals for individuals who are experiencing the co-occurring challenge of food insecurity and other barriers to care, such as unstable housing including navigating economic distress, homelessness, and food insecurity.
IV.Policy and SystemsA. Advancing Systems Change Through Kaiser Foundation Health Plan of Georgia's ongoing partnerships with community organizations, municipal leaders, and public health champions, we are working to incorporate health, equity and sustainability considerations into public policy and the built environment in ways that influence how neighborhoods take shape and grow. Since 2018, we have partnered with the de Beaumont Foundation, a leader in public health philanthropy, to help U.S. cities thrive through the CityHealth initiative. CityHealth tracks and reports on proven policy solutions and works with cities to advance policies that achieve community health priorities. Through this relationship, Kaiser Foundation Health Plan of Georgia leverages its deep expertise in health policy, government relations, and community-based prevention to accelerate cities' efforts to improve people's health and quality of life. The policy menu includes affordable housing trusts, complete streets, earned sick leave, eco-friendly purchasing, flavored tobacco restrictions, greenspace, healthy food purchasing, healthy rental housing, high-quality and accessible pre-K, legal support for renters, safer alcohol sales, and smoke free indoor air. For Kaiser Foundation Health Plan of Georgia, this partnership complements the organization's established approach to community health - bringing together health leaders, clinicians and community partners to help solve the social, economic and environmental health challenges facing the residents who live in the communities it serves. As an organization, Kaiser Permanente regularly looks at the issues that impact the health and well-being of our members and communities. Gun violence is an urgent public health issue in the United States. In 2022, we launched the Kaiser Permanente Center for Gun Violence Research and Education. The center is focused on funding equity-centered researchers to support their work focusing on impacted and historically underserved communities. This includes studies on innovative community-based solutions and clinical interventions to address the long-term physical, mental, and emotional consequences of gun violence. The education component of the center is focused on collaborating with community-based organizations to bring a deeper understanding of the root causes of gun violence, its, impacts, and solutions to advocates in health care, business, policy-making, the community, and beyond. In January 2023, Kaiser Permanente made a commitment to the center to support scientific research, provide health-focused public education, as well as scale innovative evidence-based, community-centered interventions that address and prevent gun violence. Kaiser Permanente is also committed to strengthening our public health system and ensuring the U.S. health system is well-equipped to respond to future public health emergencies. In collaboration with key partners, Kaiser Permanente is striving to build a more resilient public health system by improving the connections between public health, health care, and community-based organizations, and by establishing a public health research agenda. Creating a strong healthcare ecosystem that works effectively with the nation's public health system is a key mechanism for promoting health equity and improving community health. Everyone has a role to play in supporting and enhancing public health in the U.S. Kaiser Permanente is proud to rally for public health with partners across industries through investments, engagement, and coalition building.
B.Environmental StewardshipAt Kaiser Permanente, we believe it is our responsibility to continue to contribute to solutions that help slow climate change and raise awareness of its health impacts. One way to improve the health of the people who live in the communities we serve is to protect the environment and minimize our environmental impact. We create partnerships with others to develop policies and systems that strengthen community health and protect the environment. This includes how we operate our facilities and invest in our communities. We have, and will continue to, set ambitious goals to drive both internal and private sector climate action. We prioritize reducing greenhouse gas emissions to lower our carbon footprint and lower the climate impact on the health of the communities Kaiser Permanente serves. In 2023, we dedicated 40.8% of overall spending on products to items that met our Environmentally Preferable Purchasing standards and ensured 100% of our overall operations were powered by onsite and offsite renewable electricity. Through innovations in energy use, construction and building strategies, supply chain, food systems, finance, and clinical practice that promote community health, we are leading the health care sector in reducing environmental contributors to disease and illness. As part of our effort to promote health and health equity as central objectives in private sector climate action, we partnered throughout the year with key stakeholders in many industries, including finance, business, energy, conservation, education, and public policy, to help shape their approaches to sustainable business practices.
C.Health Professionals EducationOur health professions education programs include both physician training programs like Graduate Medical Education (GME) and non-physician training programs (i.e., residency programs). Our GME program provides training and education for medical residents and interns in the interest of educating the next generation of physicians. Residents are offered the opportunity to serve a large, culturally diverse member and patient base in a setting with sophisticated technology and information systems, established clinical guidelines and an emphasis on preventive and primary care. The majority of medical residents are studying within the primary care medicine areas of family practice, internal medicine, ob/gyn, pediatrics, preventive medicine, and psychiatry. In addition to GME, we provide a range of training and education programs for nurse practitioners, nurses, radiology and sonography technicians, physical therapists, post-graduate psychology and social work students, pharmacists, and other non-physician health professionals.
D.ResearchKaiser Permanente's research efforts are core to the organization's mission to improve population health, and its commitment to continued learning. Kaiser Permanente researchers study critical health issues such as cancer, cardiovascular conditions, diabetes, behavioral and mental health, and health care delivery improvement. Kaiser Permanente's research is broadly focused on three themes: understanding health risks; addressing patients' needs and improving health outcomes; and informing policy and practice to facilitate the use of evidence-based care. Kaiser Permanente is uniquely positioned to conduct research due to its rich, longitudinal, electronic clinical databases that capture virtually complete health care delivery, payment, decision-making and behavioral data across inpatient, outpatient, and emergency department settings. In 2023, Kaiser Permanente's research programs engaged in 46 active studies (including 4 clinical trials) and published 53 journal articles. Our Community Benefit investments supported the following research: The Center for Research and Evaluation (CRE) was established in 1998 and leads innovative studies that advance care, health promotion, health equity, and policies to improve the health of individuals within Kaiser Permanente and the surrounding communities. In 2023, the Center for Research and Evaluation published several research studies, a summary of one publication includes: The COVID-19 pandemic required many U.S. health care organizations to shift from mostly in-person care to a hybrid of virtual visits and in-person visits. While there was a shift to virtual care early in the pandemic, little was known about trends in virtual care after restrictions eased. In a study published in Medical Care, researchers conducted a retrospective study using data from three health care systems. They observed that virtual care use peaked during the early pandemic period. By 2021 virtual visits had declined and virtual care visits accounted for less than 50 percent of all adult primary care visits. By spring 2021 all three health care systems saw a resumption of in-person adult primary care visits at rates nearing, or similar, to pre-pandemic levels. In contrast, virtual care levels were sustained in behavioral health, even after restrictions eased.
