ENCOURAGING EMPIRICAL RESEARCH IN THE FIELD OF HUMAN BEHAVIOR, USING THE FULL RANGE OF METHODS DEVELOPED IN BIOLOGY AND THE HUMAN BEHAVIORAL SCIENCES AND OPERATING WITHIN THE CONCEPTUAL FRAMEWORK PROVIDED BY EVOLUTIONARY THEORY.2. PROMOTING THE EXCHANGE OF ETHOLOGICAL KNOWLEDGE AND OPINIONS WITH THE OTHER EMPIRICAL SCIENCES OF HUMAN BEHAVIOR.WE ADMINISTER OUR FUNDS IN ORDER TO PURSUE THESE GOALS.IN 2021, TWO "OWEN F ALDIS" SCHOLARSHIPS WERE AWARDED TO GRADUATE STUDENTS STUDYING IN THE FIELD OF HUMAN ETHOLOGY TO ENABLE THEM TO ENGAGE IN RESEARCH ACTIVITIES THEY WOULD NOT OTHERWISE BE ABLE TO COMPLETE. TWO "LINDA MEALY AWARDS" WERE GRANTED TO JUNIOR SCIENTISTS FOR NEW RESEARCH OF HIGH QUALITY IN HUMAN ETHOLOGY. TWO "BEST STUDENT PAPER" AWARDS WERE AWARDED FOR PAPERS PUBLISHED IN THE HUMAN ETHOLOGY BULLETIN.VOLUME 36 OF THE HUMAN ETHOLOGY BULLETIN WAS PUBLISHED. THIS OPEN-ACCESS, PEER-REVIEWED PUBLICATION INCLUDED 2 BOOK REVIEWS, 2 COMMENTARY PIECES, 1 BRIEF REPORT, AND 7 EMPIRICAL RESEARCH ARTICLES. ISHE INCURS THE HOSTING AND EDITORIAL COSTS OF MAINTAINING AN OPEN-ACCESS JOURNAL RATHER THAN TRANSFERRING ANY OF THAT COST TO AUTHORS (VIA ARTICLE PROCESSING CHARGES COMMON TO MANY PUBLICATIONS) IN ORDER TO FACILITATE AND ENCOURAGE SUBMISSIONS FROM RESEARCHERS AT UNDER-FUNDED INSTITUTIONS AND/OR STUDENT OR EARLY CAREER RESEARCHERS WHO DO NOT HAVE SUPPORT FUNDS. IT IS IMPORTANT TO ISHE THAT THEY REMOVE BARRIERS TO THE DISSEMINATION OF SCIENTIFIC KNOWLEDGE.THE ANNUAL CONFERENCE WAS HELD VIRTUALLY IN 2021 DUE TO COVID. THIS VIRTUAL MEETING ATTRACTED 120 ATTENDEES FROM 5 DIFFERENT CONTINENTS. THE SCIENTIFIC PROGRAM INCLUDED 60 PRESENTATIONS FROM SCHOLARS WORLDWIDE AND 3 INVITED PLENARY TALKS. While the organization does not satisfy the 33.33% public support test due to a substantial bequest of publicly-traded securities received years ago that produces ongoing investment income, it can still qualify as a public charity under the alternative 10% facts and circumstances test as provided in IRC Section 170(b)(1)(A)(vi) and elaborated in Treas. Reg. 1.170A-9(f).Specifically, the organization receives 19.77% of its total support for the subject tax year and 26.50% in the prior tax year from public sources that is, membership fees from professionals and students around the world. The organization uses its investment income to subsidize membership fees in order to advance its charitable mission of promoting education and engagement in human ethology by removing cost barriers for new members interested in the field. Its membership is open to all those interested, including students and professionals in low-income areas across the world.In addition, an analysis of the five factors for determining public charity status under this test demonstrates that the organization possesses the characteristics of a publicly supported organization:- The organization receives well over 10% of its total support from public sources in both the subject year (19.77%) and prior year (26.50%). This level of public support helps clearly establish its status as a public charity.- The organizations governing body is comprised of professionals and scholars in the field, representing expertise and diverse perspectives rather than any private interests.- The organization provides facilities, services, and activities benefitting the general public through scholarships, a scholarly bulletin, conferences, and advancement of human ethology as a field of study. The public actively participates through membership and conference attendance.- As a membership organization, the organization appeals to a broad segment of the public interested in human ethology, offers discounted dues, and solicits members broadly.Based on satisfying these factors in an analysis of all the relevant facts and circumstances this year, the organization qualifies for public charity status under the 10% test pursuant to applicable law, even though it does not meet the 33.33% public support test on a 5-year aggregate basis. The organization continues to operate exclusively for educational and charitable purposes benefitting the general public. Prior Year Facts and Circumstances: THE ORGANIZATION IS A MEMBERSHIP-BASED ORGANIZATION WITH MEMBERS WORLDWIDE. BECAUSE THE ORGANIZATION HAS SUFFICIENT INVESTMENT INCOME TO SUPPORT ITS PROGRAMS, THE BOARD KEEPS THE MEMBERSHIP FEES LOW TO ALLOW MORE MEMBERS TO JOIN INCLUDING STUDENTS STUDYING THE FIELD OF HUMAN ETHOLOGY AND HEALTH CARE PROFESSIONALS IN LOW INCOME AREAS ACROSS THE WORLD.
