Form 990 Part III Line 4bThe workforce development programs Goodwill Industries of Southern Arizona provided last year include: Job Connection Centers- Located inside our Goodwill retail stores; last year our five store-based community job connection centers served 1,153 people. Services included assistance in conducting internet job searches, completing on-line applications, and developing on-line and hard-copy resumes; referral to needed community support services; and referral to appropriate training programs including GED training, certificate/certification training, and other post-secondary training. Due to COVID-19, the small-group workshop style employability, job seeking skills, interview skills training and hiring events /job fairs were not able to be held. Instead, there were referrals to and promotion of virtual opportunities to Job Seekers. Pima County Arizona@Work- Through grants and service delivery contracts with the Pima County AZ@Work system, Goodwill provided six different programs and services during the year ending June 30, 2021. The programs provide a diverse range of workforce and economic development programs for Pima County residents and employers and are described below: - Adult Case Management and Youth Case Management- Last year, Goodwill provided WIOA (Workforce Investment and Opportunity Act) case management services for 183 Pima County adults and 147 Pima County youth through Goodwill staff members stationed full-time at the AZ@Work centers. Goodwill staff members counseled AZ@Work participants regarding labor market trends, job availability, and career advancement pathways within area high growth-high demand industries. Then, based on the participant's interests and assessed skills, Goodwill staff members assisted participants to access WIOA training dollars, attend certificate/certificate or other industry-recognized training, and obtain employment with career advancement pathways in area high-growth-high demand jobs. - Career Ladder Training- The Career Ladder Training program provides area employers with the trained workforce needed to sustain and grow their business and provides incumbent workers with the employer-driven, industry-recognized certificate/certification training needed to advance into job paying greater than $18.00 per hour (our area's living wage). Last year, the Career Ladder Training program served 1,148 Tucson employers and 21 area workers obtained industry-recognized certification. - Workshops and Seminars- Goodwill provided employability skills trainings for 106 Pima County residents last year through Goodwill staff members stationed at the AZ@Work centers. Goodwill provided 63 employability-related workshops and seminars include: Employability Skills for Adults, Employability Skills for Youth, Resume Development-Resume Writing Lab, Basic Computer Skills for Job Seekers, and Youth Leadership Skills. - After-School Work Experience Training- Last year, 58 low-income Pima County youth participated in our After-School paid, employer-based, work experience training program. Program youth gain work experience a real work environment with productive adult co-workers and a caring supervisor; learn the value of a pay check; and develop job related hard and life related soft skills for multiple career pathways. - Youth Employer Outreach- Goodwill made 126 employer outreach contacts to seeking Pima County employers to provide training to youth. 20 out-of-school/out of work youth were placed in work experience training. Due to COVID, participation by employers and those seeking training declined from the previous year. Opportunity Accelerator- This program began in 2021 and aims to reduce employment and learning barriers; increase access and completion of credentials; and provide wrap around services to increase digital resiliency, market relevant skills and employment for youth and young adults age 15-24 in Pima County. The program provides paid and unpaid work experience, employability and digital skills training, job placement and career exploration support along with soft skills training. Adult Reentry Program- Goodwill provides adult ex-offenders (age 25 and older) with the training and services needed to obtain and maintain employment in order to reduce recidivism. The program provides career planning, case management assistance, educational interventions, employability training, certificate training in high growth-high demand occupations and follow-along assistance. Last year, 116 adults were enrolled in the Reentry Program. Goodwill also partnered with Exodus Community Services to provide training and employment services to 20 Exodus residents over age 18 with criminal backgrounds. Goodwill-Metro Youth Re-Engagement Centers (REC)- Serving as access pipelines for low-income, disconnected, opportunity youth age 16-24; last year our Goodwill-Metro Youth Re-Engagement Centers served 381 youth. (An opportunity youth is out-of-school and out-of-work at program entry.) Staffed by knowledgeable staff that youth trust and connect with; our Centers connect youth with community services and supports that are specifically tailored to meet their individual needs including academic tutoring and a do-able plan to return to school, earn a high school diploma or GED; career planning, employability skills training, and referrals to career pathway jobs; and referral to Goodwill and other area youth programs. The Metro/REC Reengagement Project for Homeless Youth- has the goal of disrupting the causes of youth homelessness by engaging youth in leadership roles to provide a peer-to-peer approach to the engagement of homeless youth in educational and employment services and provide a pathway to access critical community services. The program connects and links youth with community services and supports, provide career planning, training, mentoring, job-placement assistance, and wrap-around supports. 87 youth were served through this program. Academic Services- Our Academic Services department delivers academic coaching that provides youth with the skills and confidence needed to gain the skills needed to stay in school and graduate on-time, return to school, earn a GED or high school diploma, increase their literacy and numeracy scores to enter post-secondary or other industry-recognized training, or study for an upcoming certificate/certification exam. The program also assists youth in qualifying for WIOA and other training dollars. Last year there were 296 youth enrolled in the program. Group Supported Employment- Serving adults with development disabilities; our Group Supported Employment program provides low-ratio (2:1 or 3:1) job coaching and support services in the fully-integrated, community-based, work environments provided by our Goodwill retail stores. Participants work and interact with non-disabled co-workers while receiving the on-going training and support services needed for success. Our Group Supported Employment program is accredited by CARF (the Commission on Accreditation of Rehabilitation Facilities) and consistently receives the highest-level of accreditation available. Employee Career Development and Employee Assistance Services- Based on their individual needs, our Employee Career Development services provides Goodwill employees with one-on-one career planning, assistance in remediating existing barriers, and job-specific skills training for advancement within Goodwill or to seek career-level advancement outside of Goodwill. In addition, the program provides employee assistance services, including crisis assistance and referral to community support services.
Form 990, Part VI, Section A, line 2Elizabeth Gulick and Lisa Allen have a family relationship.
Form 990, Part VI, Section B, line 11bThe Audit Committee reviews the Form 990 before it is filed with the IRS. The committee then reports to the Executive/Finance Committee and to the Board as part of their committee report. Then at a Board meeting each Board member is handed a copy of the 990 for discussion and compliance purposes.
Form 990, Part VI, Section B, line 12cThe Bylaws state Directors must be independent and do not receive, directly or indirectly, material financial benefits from the corporation or its related parties. In connection with any actual or possible conflicts of interest, an interested person must disclose the existence and nature of his or her financial interest to the Board of Directors and members of any committees with any Board-delegated powers considering the proposed transaction or arrangement. After disclosure of the financial interest, the interested person shall leave the Board or committee meeting while the financial interest is discussed and voted upon. The remaining Directors or committee members shall decide if a conflict of interest exists. If the disinterested Directors have reasonable cause to believe that the interested Director has failed to disclose an actual or possible conflict of interest, the disinterested Directors shall inform the interested Director of the basis for such belief and afford the interested Director an opportunity to explain the alleged failure to disclose. If, after hearing the response of the interested Director and making such further investigation as may be warranted in the circumstances, the disinterested Directors determine that the interested Director has, in fact, failed to disclose an actual or possible conflict of interest, they shall take appropriate disciplinary and corrective action.
Form 990, Part VI, Section B, line 15GISA follows a compensation philosophy which is to provide compensation that is fair, reasonable, and consistent with compensation paid in the non-profit sector for positions of comparable complexity and responsibility. The goal is to recruit and retain high-performing employees and to motivate, recognize and reward excellent performance regarding contributions to the fulfillment of GISA's mission, vision and values. The Compensation Committee has been delegated such decision making power by the Board of Directors. With the assistance and recommendations of an outside, independent consultant, all compensation arrangements regarding executives and key employees of GISA are approved by the Compensation Committee which is composed entirely of individuals who do not have a conflict of interest with respect to the compensation arrangements. The recommendations of the outside consultant are determined by market research results based on data collected from other similar non-profit organizations and include organization based performance measures. The Compensation Committee ensures that the basis upon which such compensation recommendations and decisions made are well justified, reasonable and documented. A report of the work of the Compensation Committee is then presented to the full Board.
Form 990, Part VI, Section C, line 19Governing documents, conflict of interest policy and annual report are available upon request. The annual report is also posted on the website.
