MissionDurham Childrens Initiative is committed to changing outcomes and expectations for children and families of need in Durham. Modeled after the Harlem Childrens Zone, DCI aims to reach this goal by creating a pipeline of high-quality services that starts with children at birth and continues through elementary, middle, and high school. DCIs vision is for all children affiliated with DCI to graduate from high school, ready for college or career.MissionDesc

DescThe Advocateprogram is designed to help early childhood, middle school and high school students develop critical academic and social skills necessary for school success. DCI offers a variety of social, emotional, and cognitive development services for families with children ages 0-5, including DCI Early Childhood Parent Advocates, childcare subsidies, kindergarten readiness programs, and home visiting programs. DCI Middle Years and Young Adult Family Advocates facilitate the parent-teacher-school connection for families, with a strong focus on empowering parents to become effective advocates for their childrens educational success. A family youth advocate assesses the needs of youth and families, and develops a personal plan and goals based on their needs. A family youth advocate connect students and families to community resources, programs, partners and services to ensure youth are engaged and parents have knowledge of strategies to ensure student success. In FY21, DCI served 909 children/young adults from 365 families enrolled in the advocate program with13 DCI Family Advocates working alongside families to connect them to community resources, provide behavioral and educational supports, and create positive home environments. Early Childhood: DCI offers a variety of social, emotional, and cognitive development services for families with children ages 0-5, including Advocates; childcare subsidies; kindergarten readiness programs; and home visiting programs. In FY21,Analyses utilizing data from the NC Education Research Data Center indicates a robust positive relationship between the total number of EC programs and involvement with an Advocate prior to school entry and performance on K-2 literacy assessments (DIBELS composite proficiency; and Text Reading Comprehension proficiency).Holiday Zone activities provided wrapped toys for children who participate in the Family Advocacy program (with minor exceptions for certain preschool participants, etc.).Desc

DescPreschool: DCI operates a low-cost, half-day, bilingual preschool (DCI LEAP Academy). In FY21,enrollment averaged 26 children. 70% of tested rising kindergarteners left the DCI LEAP Academy ready for success in kindergarten and beyond, as measured by the Kindergarten Observation Form. This high readiness rate is all the more impressive given that the program was implemented virtually for 80% of the school year. 93% of rising kindergarteners during non-COVID years have been assessed ready for kindergarten for all readiness domains over 4.5 years.Desc

DescBasic Needs Support: DCI developed a COVID response action plan for staff and families which included CDC informed protocols and alignment with Durham Public Schools procedures. Within weeks, DCI transitioned to providing virtual educational programs and support to families and youth, distributing basic needs (food, masks, diapers, etc.) weekly, and providing internet hot spots and computers to families that need them for educational opportunities. DCI staff shifted to remote work with no reduction in force and no significantinterruptions in service. The pandemic has had a particularly devastating impact on DCI families and challenged us to pivot into providing gap basic needs to include food, diapers, and personal protective equipment. Through partnerships, donations, and third party agencies, DCI initiated touchless distribution of these items to families on a regular, routine basis. During food distribution we have provided/distributed over 3252 meals/packaged food and diapers.Desc

Form 990, Part III, Line 3: Ceased Conducting or Significant Changes To ServicesNo Summer Lunch program occurred during Fiscal Year 2021 due the ongoing COVID-19 pandemic.
Form 990, Part III, Line 4d: Other Program Services DescriptionOTHER PROGRAM SERVICES 4: Out of School Time program:STEAM Saturdays is a weekend academic program for youth inelementary and middle school. Students participate in interactive workshops related to science, technology, education, arts, and math topics and go on field trips. In2020 149 youth participated in STEAM Saturdays. In FY21 approxiately 53 youth participated. The program also has a Spring Break camp, where 28 students were able to particpate. During the STEAM summer program DCI had 11 participants . Community and summer programs: DCIs community and summer programs include English as a Second Language classes, bike and book giveaways, and a variety of summer and spring break camps. DCI also offers year-round out-of-school learning programs to students in grades K-8 in partnership with various education providers throughout the Triangle.DCI also assists with Bell Camp where DCI staff monitor bus pickup & dropoffs, however due to changing circumstances with respect to extreme learning loss due to the Covid-19 pandemic, all school districts were required to provide summer programs for the county and therefore DCI decided to support Durham Public Schools with their learning loss recovery program. Also, in FY21 we served 70 kids in the YMCA camps operated by the YMCA for which DCI purchases slots for participants in the DCI zone. Other activities included tutoring services and Story Hour, which provides literacy interventions for children and families living in the DCI zone. Our academic coaching programming served 112 student in grades K-12. Other activities included tutoring services and Story Hour, which provides literacy interventions for children and families living in the DCI zone. OTHER PROGRAM SERVICES 5: Basic Needs Support: DCI developed a COVID response action plan for staff and families which included CDC informed protocols and alignment with Durham Public Schools procedures. During food distribution we have provided/distributed over 3252 meals/packaged food and diapers. OTHER PROGRAM SERVICES 6: Early Childhood Action Plan: As the backbone organization, DCI coordinated and led a collective partnership among 150 parents/caregivers, early childhood providers, community leaders and institutional leaders to become the first county in North Carolina to create an ECAP specific to our community. Grown in Durham: Durhams Early Childhood Action Plannow serves as a blueprint for strengthening the early childhood system in Durham. OTHER PROGRAM SERVICES 7: Community Outreach activities included developing relationships with community members within the DCI zone and broader Durham community who are supported by DCI's work or who are otherwise stakeholders in the community; ex. parent community engagement outreach, faith community outreach, mini-grants, and participation in poverty reduction initiatives. OTHER PROGRAM SERVICES 8: Partnership Development related to building relationships with organizations providing a program or service as part of the DCI pipeline, for example medical providers, Durham County Department of Social Services, United Way Collaborative, health department, Book Harvest, etc. OTHER PROGRAM SERVICES 9: Workforce Development: Family Advocates, in combination with the Manager of Workforce Development (MoWFD; a position new to DCI in FY 2020-21) also worked with youths and their families around post-secondary education support and work-based learning economic supports. Advocates and the MoWFD made 193 contacts with 68 families related to post-secondary supports, and 474 contacts with 110 families around work-based learning economic supports. OTHER PROGRAM SERVICES 10: Preschool: DCI operates a low-cost, half-day, bilingual preschool (DCI LEAP Academy). 93% of rising kindergarteners during non-COVID years have been assessed ready for kindergarten for all readiness domains over 4.5 years.
Form 990, Part VI, Line 11b: Form 990 Review ProcessThe President and CEO and the Board Chair will review and approve the Form 990 prior to filing. The form will be forwarded to the Executive Committee and Finance Committee prior to filing.
Form 990, Part VI, Line 12c: Explanation of Monitoring and Enforcement of ConflictsThe Conflict of Interest policy is reviewed and signed at the beginning of each fiscal year by all staff and Board members with significant decision making authority. As issues are discussed at meetings if there is a conflict of interest, the Board member will identify the conflict, inform the Board, and abstain from voting on the issue.
Form 990, Part VI, Line 19: Other Organization Documents Publicly AvailableThe three most recent Form 990s (including financial information), the Bylaws, Articles of Incorporation, Form 1023 Application for Exemption, and Conflict of Interest Policy are provided to the public upon request.
