DescEl Paso Children's Hospital is proud to be the only not-for-profit children's hospital within a 350-mile radius across the Southwest region. Our mission extends beyond clinical care: we are dedicated to improving health outcomes for children while equipping physicians and healthcare providers with the resources necessary to meet the needs of a growing pediatric population. As of the most recent count, approximately 230,000 children aged eighteen and under reside in El Paso County. The hospital provides a comprehensive range of pediatric services-including inpatient, outpatient, and emergency care-and now offers access to more than twenty-five pediatric subspecialties, ensuring that families can receive advanced, highly specialized care close to home. In Fiscal Year 2024, El Paso Children's Hospital expanded its services with the opening of a comprehensive outpatient multi-specialty center. This state-of-the-art facility features forty-five patient exam rooms and seventeen infusion rooms and serves as a centralized location where children can be seen by multiple subspecialists in a single visit. It also houses a growing number of multidisciplinary clinics, promoting collaborative, team-based care for complex pediatric conditions. The center includes diagnostic audiology, laboratory services, and advanced imaging capabilities, including ultrasounds, X-rays, and echocardiograms-further enhancing both the quality and convenience of care. As a certified member of the Children's Oncology Group, El Paso Children's Hospital provides access to leading-edge cancer treatments comparable to those at top-tier pediatric institutions nationwide. We are also one of only seven hospitals in Texas designated as a Level IV Neonatal Intensive Care Unit (NICU), the highest classification available-enabling us to deliver lifesaving care to the most critically ill and premature infants. Our affiliation with Texas Tech University Health Sciences Center at El Paso supports a robust program in pediatric research and education. As a teaching site for Texas Tech's physician residency program, we help shape the next generation of pediatric specialists while advancing innovation in pediatric care. El Paso Children's Hospital maintains a close partnership with the El Paso County Hospital District d/b/a University Medical Center of El Paso (UMC) and is co-located on a shared campus with UMC and Texas Tech University Health Sciences Center at El Paso. El Paso Children's Hospital serves as a hospital district management contractor of UMC, playing a key role in the regional healthcare safety net, providing pediatric specialty care to uninsured, underinsured, and medically vulnerable children on behalf of UMC. To further support families, the hospital hosts Texas Medicaid Healthcare Partnership (TMHP) personnel on-site to assist with enrollment in CHIP-Texas-a program that ensures children receive Medicaid-like benefits even when their parents are ineligible. While the vast majority of patients qualify for some form of government assistance, those who do not are supported through our charity care policy, which provides free or reduced-cost services based on financial need. El Paso Children's Hospital remains committed to delivering compassionate, high-quality, and accessible pediatric healthcare to every child in El Paso County and throughout the greater Southwest Texas region.Desc

Schedule H, Part V, Section B, Line 5 Facility , 1Facility , 1 - EL PASO CHILDREN'S HOPSITAL. BOTH PRIMARY AND SECONDARY DATA WERE COLLECTED TO IDENTIFY HEALTH NEEDS WITHIN THE COMMUNITY. THE PRIMARY DATA WAS COLLECTED FROM IN-DEPTH INTERVIEWS WITH COMMUNITY LEADERS AND STAKEHOLDERS. EPCH COMMISSIONED IN-DEPTH INTERVIEWS WITH REPRESENTATIVES OF THE COMMUNITY WHO REPRESENT MEDICALLY UNDERSERVED, LOW-INCOME, MINORITY POPULATIONS AND POPULATIONS WITH CHRONIC DISEASE NEEDS INCLUDING THE DIRECTOR OF THE EL PASO PUBLIC HEALTH DEPARTMENT, THE CEO OF PASO DEL NORTE HEALTH FOUNDATION, AND THE CEO OF THE YWCA EL PASO DEL NORTE REGION. ALL ORGANIZATIONS REPRESENT BOTH THE BROAD INTERESTS AND SPECIFIC POPULATIONS OF THE COMMUNITY. THE INTERVIEWS MEASURED PERSPECTIVES ON A RANGE OF ISSUES THAT AFFECT THE POPULATION'S HEALTH AND WELL-BEING, E.G. LACK OF COMMUNITY RESOURCES, BARRIERS TO HEALTH CARE PROVIDERS, THE IMPACT OF SUCH BARRIERS ON THE COMMUNITY'S MEDICALLY UNDERSERVED, LOW INCOME OR MINORITY POPULATIONS, AND THE SOCIAL DETERMINATES OF HEALTH. THE SECONDARY DATA SOURCE WAS COLLECTED FROM THE GENERAL AND SPECIALTY PEDIATRIC MEDICINE PROVIDERS IN THE COMMUNITY WITH AN ELECTRONIC SURVEY, AS WELL AS DATA COLLECTED USING DATABASES CREATED BY OTHER AGENCIES OR ORGANIZATIONS, TO IDENTIFY HEALTH NEEDS WITHIN THE COMMUNITY.
Schedule H, Part V, Section B, Line 11 Facility , 1Facility , 1 - el paso children's Hospital. EPCH IS PROUD TO NOTE THAT IT MADE GREAT STRIDES IN ADDRESSING THE SIGNIFICANT HEALTH NEEDS OF THE COMMUNITY. THE FOLLOWING AREAS REFLECT RECENT ACCOMPLISHMENTS TO MEET THE HEALTH NEEDS IDENTIFIED IN THE 2024 CHNA. AREAS ADDRESSED: 1) OUTREACH; 2) PROGRAM DEVELOPMENT; 3) COMMUNITY ENGAGEMENT; AND 4) ACCESS TO CARE. OUTREACH: EFFORTS TO COMMUNICATE WITH COMMUNITY PHYSICIANS WITHIN THE EL PASO CHILDREN'S HOSPITAL'S SERVICE AREA EXPANDED IN THE LAST YEAR. DEDICATED EFFORTS WERE MADE TO REACH ADDITIONAL PHYSICIANS, HOSPITAL LEADERS AND CLINICAL TEAMS IN THE SECONDARY SERVICE AREA TO SHARE INFORMATION ON SERVICE LINE GROWTH AND NEW PHYSICIANS. ADDITIONALLY, MONTHLY CME (CONTINUING MEDICAL EDUCATION), WERE PROVIDED TO PHYSICIANS AND CLINICIANS ACROSS THE REGION. THE CME PROGRAM IS AN INITIATIVE SPONSORED BY EPCH DESIGNED TO PROVIDE PHYSICIANS AND NURSES A FORUM TO LEARN ABOUT NEW SERVICES, PROCEDURES AND UPDATES IN TREATMENT PROTOCOLS. THERE WERE ALSO TWO SYMPOSIUMS SPONSORED IN 2024, INCLUDING AN ENDOSCOPIC CRANIOSYNOSTOSIS SYMPOSIUM AND CLEFT BONE GRAFTS & CLEFT ORTHOGNATHIC SYMPOSIUM BOTH INCLUDED PARTICIPANTS FROM ACROSS THE COUNTRY AND GLOBE. PROGRAM DEVELOPMENT: EL PASO CHILDREN'S HOSPITAL'S RECRUITMENT EFFORTS CONTINUES TO EVOLVE. SINCE THE LAST CHNA, A PEDIATRIC CARDIOLOGIST, PEDIATRIC NEPHROLOGIST, PEDIATRIC NEUROLOGIST/EPILEPTOLOGIST, AND A PEDIATRIC NEUROLOGIST WERE RECRUITED. THE EL PASO CHILDREN'S HOSPITAL MULTISPECIALTY CENTER OPENED ITS DOORS IN FY2024. THIS NEW OUTPATIENT DEPARTMENT HAS CONTINUED TO GROW THE AVAILABILITY OF SERVICES AVAILABLE TO AREA FAMILIES THROUGH MULTIDISCIPLINARY CLINICS. THESE NEW MULTIDISCIPLINARY CLINICS ALLOW PATIENTS TO RECEIVE COMPREHENSIVE CARE FROM VARIOUS SPECIALIST IN ONE SETTING. THIS APPROACH HAS BEEN BENEFICIAL FOR ADDRESSING COMPLEX HEALTH ISSUES THAT REQUIRE INPUT FROM MULTIPLE HEALTHCARE PROFESSIONALS. THIS COMPREHENSIVE APPROACH HAS ALSO REDUCED PATIENT STRESS AND ANXIETY THAT COMES ALONG WITH HAVING TO SCHEDULE SEPARATE APPOINTMENTS, AT DIFFERENT LOCATIONS. COMMUNITY ENGAGEMENT: AS DESCRIBED IN SCHEDULE H, PART VI, LINE 5 OF THIS DOCUMENT, EL PASO CHILDREN'S HOSPITAL HAS REMAINED COMMITTED TO THE COMMUNITY IT SERVES. TRAINING WAS PROVIDED TO SEVERAL SCHOOL DISTRICTS FOR SCHOOL NURSES AND ATHLETIC DIRECTORS. THE EL PASO CHILDREN'S HOSPITAL CONTINUES TO PARTNER WITH NON-PROFIT AND OTHER COMMUNITY ORGANIZATIONS, INCLUDING SPONSORSHIP OF COMMUNITY EVENTS, WITH A PEDIATRIC FOCUS. THE HOSPITAL REMAINS THE ONLY CERTIFIED CHILDREN'S ONCOLOGY GROUP AFFILIATED CENTER IN THE REGION. ADDITIONALLY, EPCH CONTINUES TO SERVE AS A TRAINING SITE FOR THE NEXT GENERATION OF PEDIATRIC SPECIALISTS, SKILLED NURSES AND ANCILLARY SUPPORT STAFF, AND PROVIDES RESEARCH OPPORTUNITIES TO ADVANCE PEDIATRIC HEALTH OUTCOMES. INTERNATIONAL COLLABORATION CONTINUES WITH A HOSPITAL IN CUIDAD JUAREZ, MEXICO, AND ALSO EXPANDED WITH THE ENT AND PLASTICS TEAMS PROVIDING CARE FOR PATIENTS IN MEXICO. EPCH IS A RESOURCE FOR THE COMMUNITY IT SERVES AND REMAINS COMMITTED TO IMPROVING THE LIVES AND OUTCOMES FOR THE CHILDREN AND FAMILIES ACROSS THE REGION. ACCESS TO CARE: THE HOSPITAL WILL CONTINUE TO ENGAGE WITH COMMUNITY STAKEHOLDERS TO MORE FULLY UNDERSTAND THE IMPACT OF ITS WORK IN THE AFORMENTIONED AREAS AS DESCRIBED IN THE HOSPITALS 2024 CHNA.
Schedule H, Part V, Section B, Line 13 Facility , 1Facility , 1 - EL PASO CHILDREN'S HOSPITAL. IF A PATIENT PROVIDES DOCUMENTATION OF THE PATIENT'S CURRENT PARTICIPATION IN TANF, MEDICAID, WIC, OR THE CHILDREN'S HEALTH INSURANCE PROGRAM, EPCH WILL DEEM THE PATIENT'S ANNUAL HOUSEHOLD INCOME TO BE AT OR BELOW 200 PERCENT OF THE FEDERAL POVERTY GUIDELINES.

Additionally, a symposium on Endoscopic Surgery for Treatment of Craniosynostosis was held, with participants from across the country and the globe. El Paso Children's Hospital also hosted the Symposium on Cleft Lip and Palate Deformities in Charlotte, NC. Additionally, with our affiliation with Texas Tech University Health Sciences Center at El Paso, EPCH serves as a training site for the next generation of pediatric physicians through Texas Tech's Residency Program. 2) School District Engagement: The Hospital also collaborated with several local school districts throughout CY2024 by offering education on a variety of pediatric and adolescent specific health risks and conditions to athletic directors, school nurses, and teachers. Athletic directors in the Ysleta Independent School District received education about vestibular concussions. Additionally, the Hospital provided education to school nurses and teachers at the Socorro Independent School District and to Region 19's Southwest School Nurse Association. Moreover, EPCH's Certified Diabetes Care and Education Specialist collaborated with several area schools, across different school districts, to provide Unlicensed Diabetes Care Assistant (UDCA) training educational classes. UDCAs equip school personnel in Texas with the skills and knowledge to assist students with diabetes, especially when a school nurse is not present. This training is a requirement for Texas public elementary and secondary schools under Texas House Bill 984. 3) Community-Wide Emergency Health Preparedness: To further our commitment to improving pediatric care in the Borderland, El Paso Children's Hospital actively participated in community outreach and regional preparedness initiatives through several advisory committees. Through a partnership with BorderRAC (Border Regional Advisory Council),the Hospital's efforts support the mission to deliver high-quality, specialized care to children while advancing public health and emergency readiness high-need areas. The Hospital participated in pediatric disaster preparedness efforts, regional emergency planning, and cross-agency coordination to strengthen care delivery and outcomes for vulnerable pediatric populations. This highlights the Hospital's dedication to serving the needs of its community beyond hospital walls. 4)Public Engagement and Awareness: The hospital made great strides in the promotion of public health awareness campaigns throughout CY2024 by way of health fairs, public announcements, and through various media outlets. Through social media posts and local media broadcasts, the Hospital highlighted segments to discuss signs, symptoms, and treatment options of various pediatric health conditions. These segments were hosted by EPCH-credentialed Medical Staff providers, as well as key EPCH staff, who are subject matter experts in their respective fields. In some cases, the Hospital collaborated with other non-profit groups to further its message, ensuring the information would reach those that would benefit most. Topics throughout the year included: hearing loss and cochlear implants, childhood cancer awareness, cerebral palsy, craniosynostosis, cystic fibrosis, malnutrition, measles, pediatric dermatological conditions, and pediatric sepsis. The Hospital also highlighted specific healthcare professions and disciplines in an effort to educate the public on how each individual role impacts a child's care. The intent is to make a child's healthcare journey less overwhelming for both patient and family. Examples of these professions included child life specialists, cardiologists, dieticians, occupational therapists, and oral surgeons. Moreover, the Hospital also provided educational information via online posts, as well as live events to promote healthy habits. Examples included the importance of breastfeeding, as presented by our NICU Lactation Team, to promote successful feeding techniques, and the importance of infant bonding. With collaboration from the Paso Del Norte Health Foundation, a non-profit organization, the EPCH EMPOWER Program hosted cooking classes that were open classes focused on healthy eating for children who are at risk for developing or have been diagnosed with type 2 diabetes. Other live, in-person community events included the Hospital's participation in the "Expo Familia Health Fair", "Univision Health Fair 2024", and the "El Paso Health- Health Fair". Many resources, to include flyers and in-person interviews, were offered in Spanish as well. 5) Community Representation: Another way the Hospital continues to promote health in the larger community is through the members of its governing board, the EPCH Board of Directors. The EPCH Board of Directors is comprised of individuals who reside in the greater El Paso community and are not employed by the Hospital. Three of the members are community members, one is a community pediatric physician, and four are appointed by the El Paso County Hospital District Board of Managers. The Hospital extends Medical Staff privileges to all qualified physicians in the community. Privileges are granted in accordance with Medical Staff bylaws. 6) Research: The Hospital furthers its commitment to research through its continued partnership with Children's Oncology Group (COG), as an active site for COG clinical trials for many types of childhood cancers. These studies are aimed at determining the underlying biology of these diseases, and trials involving new and emerging treatments, supportive care, and survivorship. This partnership has benefited many El Paso children to remain close to their family while receiving treatment.
