MissionGoodwill Industries of Southern Arizona works toward ensuring that all people have the opportunity to reach their potential and contribute to our community. Through quality, evidence-based, workforce development programs; Goodwill Industries of Southern (continued at Schedule O) Arizona served 5,680 people last year. Those served include low-income, at-risk, and adjudicated youth; veterans; young adult ex-offenders; and low-income, unemployed, and underemployed adults. Of the 5,680 people served last year, 41% were served with revenue self-generated by our Goodwill retail sales and 59% were served through grants and/or funding assistance from federal grants, the State of AZ-Division of Developmental Disabilities, the Pima County AZ@Work system, the City of Tucson-Economic & Workforce Development, the United Way of Southern AZ, and other community partners.MissionDesc

Form 990, Part VI, Section A, line 2Elizabeth Gulick and Lisa Allen have a family relationship.
Form 990, Part VI, Section B, line 11bThe Audit Committee reviews the Form 990 before it is filed with the IRS. The committee then reports to the Executive/Finance Committee and to the Board as part of their committee report. Then at a Board meeting each Board member is handed a copy of the 990 for discussion and compliance purposes.
Form 990, Part VI, Section B, line 12cThe Bylaws state Directors must be independent and do not receive, directly or indirectly, material financial benefits from the corporation or its related parties. In connection with any actual or possible conflicts of interest, an interested person must disclose the existence and nature of his or her financial interest to the Board of Directors and members of any committees with any Board-delegated powers considering the proposed transaction or arrangement. After disclosure of the financial interest, the interested person shall leave the Board or committee meeting while the financial interest is discussed and voted upon. The remaining Directors or committee members shall decide if a conflict of interest exists. If the disinterested Directors have reasonable cause to believe that the interested Director has failed to disclose an actual or possible conflict of interest, the disinterested Directors shall inform the interested Director of the basis for such belief and afford the interested Director an opportunity to explain the alleged failure to disclose. If, after hearing the response of the interested Director and making such further investigation as may be warranted in the circumstances, the disinterested Directors determine that the interested Director has, in fact, failed to disclose an actual or possible conflict of interest, they shall take appropriate disciplinary and corrective action.
Form 990, Part VI, Section B, line 15GISA follows a compensation philosophy which is to provide compensation that is fair, reasonable, and consistent with compensation paid in the non-profit sector for positions of comparable complexity and responsibility. The goal is to recruit and retain high-performing employees and to motivate, recognize and reward excellent performance regarding contributions to the fulfillment of GISA's mission, vision and values. The Compensation Committee has been delegated such decision making power by the Board of Directors. With the assistance and recommendations of an outside, independent consultant, all compensation arrangements regarding executives and key employees of GISA are approved by the Compensation Committee which is composed entirely of individuals who do not have a conflict of interest with respect to the compensation arrangements. The recommendations of the outside consultant are determined by market research results based on data collected from other similar non-profit organizations and include organization based performance measures. The Compensation Committee ensures that the basis upon which such compensation recommendations and decisions made are well justified, reasonable and documented. A report of the work of the Compensation Committee is then presented to the full Board.
Form 990, Part VI, Section C, line 19Governing documents, conflict of interest policy and annual report are available upon request. The annual report is also posted on the website.
