Client Note 1Client Note 1 - The Health Education Council works with residents, community, business and health care leaders to implement programs that impact the underlying drivers of health education, neighborhood safety, social connection, economic well-being, access to healthy resources the conditions and factors that affect a person's ability to achieve health and well-being.Our programs focus on integrating these drivers of health as a strategy for meeting communities where they are and achieving maximum relevance and effectiveness. The following is an outline of the programs that were active during fiscal year 2018-19.Program Area: Nutrition, Physical Activity, Tobacco, and Other Health Education ProgramsKnowledge is a vital foundation to the healthy behaviors which lead to well-being. HEC works with community organizations and school districts to provide resources and cultivate knowledge across a wide variety of topics, including nutrition education, physical activity, family budgeting, tobacco, healthy policies and practices. HEC also works to increase access to healthy food by increasing family awareness and utilization of CalFresh and community farmers markets and to increase the provision and sale of fresh produce and other healthy foods at small neighborhood markets.During FY 2019-20, HEC partnered with dozens of individual schools, school districts and social service providers across the Sacramento region, connecting low-income families with the knowledge and resources they need to make healthier food and physical activity choices. HECs nutrition lessons and food demonstrations for students are typically conducted in-person at school sites. However, due to the COVID-19 pandemic schools transitioned to distance learning and HEC strategized new ways to work with students while physical school sites were closed. HEC assisted partner schools with the distribution of emergency school meals and school supply pickups for families. In April 2020, HEC hosted its annual Every Kid Healthy Week Event, this year with videos instead of in-person nutrition education and physical education lessons. Despite COVID-19 challenges, HEC reached 11,641 students with nutrition and physical activity education in FY 2019-20.Prior to the pandemic, the program reached almost 200 parents with in-person nutrition and physical activity education through school-based walking groups, coffee chats and school events. HECs parent advocates completed a school-based assessment with over 250 parents from Twin Rivers, Robla, San Juan and Sacramento City School Districts. Data collected from parents indicate high interest in learning more about physical and emotional health. Parents also shared concerns such as bullying; unsafe drinking water; drugs/alcohol; unhealthy school snacks and meals and homeless issues around campus.HEC also assisted with the refinement and implementation of the school district wellness policies for Twin Rivers, Robla and Sacramento City School Districts through the development of a Wellness Policy Implementation Toolkit for administrators, staff, teachers, and students. HEC provided technical assistance to Robla School District with reviewing the districts hybrid learning re-opening guide and worked with a local consulting firm to complete a baseline evaluation of the strengths and challenges of the districts that will inform its wellness policy. HEC also assisted the Twin Rivers Unified School Districts Nutrition Services Department with the development of a resource newsletter that reached 2500 families monthly, with tips on healthy living during quarantine; how to stay active and other helpful resources for dealing with COVID-19 stay-at-home orders. This newsletter was distributed during the school meal pick up sites and also shared online with partners.Latinos Unidos Contra el Habito y Adiccin al Tabaco (LUCHA): ): HEC works to reduce tobacco-related disparities in the Latino community across a 14-county region in Northern California. Specially, the program aims to increase Latino access to and awareness of cessation programs and smoke-free multi-unit housing as well as to decrease access to flavored tobacco products. During FY 2019-20, this program worked to include the Latino Voice in local tobacco control efforts across its region. It supported efforts towards banning the sale of flavored tobacco in three communities: Auburn, West Sacramento, and Woodland. The program also laid groundwork in smoke-free multi-unit housing policies in the communities of Galt, Lincoln, Rancho Cordova, and West Sacramento. The program offered six trainings for promotoras, Latino leaders, and community health workers. LUCHA trainings highlighted the impact tobacco has on the Latino community, prevention efforts, and advocacy tactics. One training was offered for local youth which covered the tobacco and vaping industrys use of social media to gain new young customers. Additionally, community forums were held in the cities of Stockton and Woodland. Three more community forums were held online after the onset of COVID-19. These community forums detailed the dangers of vaping among youth; the attractiveness of flavored tobacco; and garnered feedback from participants on pursuing efforts towards flavored tobacco policy. LUCHA social media posts reached over 161,000 residents with tobacco prevention messages. Special emphasis was placed on linking Spanish-speaking residents with information and support to quit tobacco use through referrals to the California Smokers Helpline because COVID-19 proved to be a powerful cessation motivator because of increased public attention on lung health.Roseville Healthy Minds: In partnership with Roseville Unified School District and Kaiser Permanente, HEC worked with staff, students, and parents at George Cirby Elementary School on simple approaches to mental well-being to children and parents living in Rosevilles core neighborhoods. Before COVID-19, HEC conducted a variety of activities like school assemblies; educational workshops; support groups and direct work with parents, students and staff on mental well-being, working to decrease the stigma of talking about mental health and reaching out for help. Special emphasis was placed on providing support and resources to Spanish-speaking residents. The relationships and trust built at the beginning of the program that enabled HEC and its Roseville partners to quickly assess the new supports need for the schools and their families after COVID hit. HEC realized quickly that Rosevilles core neighborhoods were pockets of food insecurity and worked with the school and partners to establish Cirby as a central distribution point for the Family Meal Program. After the COVID-19 stay-at-home orders, HEC successfully transitioned its in-person mental health support to online support. Because of the work with Cirby parents, HECs virtual program would need to include unique approaches to technology, outreach and support like Zoom training; text outreach and bi-lingual leaders. The simple and culturally grounded mental health messaging that we delivered pre-COVID was the catalyst for continued engagement of parent participants. One Cirby parent reported having been so positively impacted by the virtual support group that she is looking for new ways to provide mental health support to herself, her family, and her community. HEC believes that when people have access to culturally tailored health programs and supportive environments their health thrives. Working with local healthcare providers, affordable housing communities and community organizations, HEC provides health screenings, including depression screenings, follow-up, and referrals, health education and mental health counseling. Increasing access to healthy environments means changing the home, work, school, public spaces and retail environments to facilitate ease of making healthy choices. Program Area: Increase Access to Healthy Environments and ProgramsVentanilla de Salud (VDS): Through VDS, the Health Window at the Mexican Consulate in Sacramento, HEC provides health information, referrals, and resources to low-income immigrant families from 24 Northern CA counties. In FY2019-20, before the start of COVID-19 stay-at-home orders, VDS reached nearly 6,500 people with health education and screening services provided at the Mexican Consulate in Sacramento; five mobile clinics throughout Northern California; and nearly 25 education events. VDS served as an internship location for nursing students from California State University, Sacramento and Samuel Merritt University and UC Davis providing a total of 25 students with valuable experience working with Spanish-speaking adults. VDS also serves as a connection point, linking Spanish-speaking residents with community service providers like dental programs, child development services, mental health providers and community clinics. After COVID-19, VDS quickly responded to the stay-at-home orde
