| Desc | EDUCATION VCOM IS A NOT-FOR-PROFIT OSTEOPATHIC MEDICAL COLLEGE. IN 2003, VCOM OPENED ITS DOORS WITH A DEDICATION OF PURPOSE TO SOLVE THE PHYSICIAN SHORTAGE IN THE SOUTHWEST VIRGINIA, PARTICULARLY FOR THOSE LIVING IN RURAL AND MEDICALLY UNDERSERVED AREAS. SINCE THEN, THE VISION HAS EXPANDED TO THE RURAL AND MEDICALLY UNDERSERVED SOUTHERN APPALACHIAN AND DELTA REGIONS OF THE UNITED STATES, WITH VCOM CAMPUSES NOW INCLUDING VIRGINIA, CAROLINAS, ALABAMA; AND A FOURTH CAMPUS CURRENTLY UNDER CONSTRUCTION IN LOUISIANA. THE COLLEGE'S MULTIPLE, DISTINCT CAMPUSES SHARE ONE COMMON MISSION: TO GRADUATE COMMUNITY-FOCUSED, GLOBALLY MINDED OSTEOPATHIC PHYSICIANS TO MEET THE NEEDS OF THE RURAL AND MEDICALLY UNDERSERVED POPULATIONS AND TO PROVIDE RESEARCH TO IMPROVE HUMAN HEALTH. THE MISSION REMAINS THE HEART AND SOUL OF VCOM, AND IS SHARED BY THE STUDENTS, FACULTY, AND STAFF. AS A MEDICAL SCHOOL, VCOM CONTINUES TO MAKE EXTRAORDINARY PROGRESS TOWARDS IMPROVING HEALTHCARE IN RURAL AMERICA THOUGH THE WORK OF STUDENTS, ALUMNI AND RESEARCH. THE ACCOMPLISHMENTS OF THIS YEAR ARE LANDMARK STEPS IN EDUCATING THE NEXT GENERATION OF PHYSICIANS. VCOM HAS NOW GRADUATED OVER 3,100 PHYSICIANS, WITH MORE THAN 65% OF OUR ALUMNI WORKING IN MEDICALLY UNDERSERVED COMMUNITIES. WHILE VCOM HAS GROWN INTO ONE OF THE LARGEST MEDICAL SCHOOLS IN THE COUNTRY, EACH CAMPUS MAINTAINS THE FEEL OF A SMALL PRIVATE COLLEGE FOR THE STUDENT, WITH DEDICATED FOCUS ON THE COMMUNITY, STATE, AND MEDICALLY UNDERSERVED REGION THAT CAMPUS SERVES. IN ADDITION TO SO MANY VCOM GRADUATES CHOOSING TO WORK IN UNDERSERVED AREAS, VCOM PROUDLY BOASTS THAT ITS TUITION IS AMONG THE LOWEST FOR PRIVATE MEDICAL SCHOOLS IN THE COUNTY. A MOST RECENT TUITION AND FEES SURVEY REFLECTS THAT VCOM IS TIED FOR 4TH LOWEST TUITION OF ALL PRIVATE COM SCHOOLS. ADDITIONALLY, IT REMAINS RANKED 5TH LOWEST FOR OUT-OF-STATE TUITION, EVEN WHEN PUBLIC COMS ARE ADDED TO CONSIDERATION. VCOM DOES NOT CHARGE AN OUT-OF-STATE FEE FOR ANY CAMPUS. THESE RATINGS BECOME EVEN MORE IMPRESSIVE WHEN YOU CONSIDER THAT VCOM PROVIDES HEALTH INSURANCE AND OTHER SERVICES TO THEIR STUDENTS AT NO ADDITIONAL COST TO THEM. VCOM'S MISSION ACTS AS THE COLLEGE'S COMPASS, GUIDING US EVERY STEP OF THE WAY. A RURAL AND UNDERSERVED DIRECTION. FROM THE ADMISSIONS PROCESS TO GRADUATE MEDICAL EDUCATION PROGRAMS, THE VCOM MISSION FOCUSES ON RURAL AND MEDICALLY UNDERSERVED POPULATIONS IN STUDENT ACADEMIC PROGRAMS AND IN ALUMNI OUTCOMES. THE COMMITMENT TO RURAL HEALTH IS EVIDENT IN THE ADMISSIONS PROCESS, WITH 22% OF OUR STUDENTS COMING FROM RURAL COMMUNITIES OF LESS THAN 10,000 AND 47% FROM COMMUNITIES OF LESS THAN 30,000. DIVERSITY OUTCOMES ALSO DEMONSTRATE THIS COMMITMENT, AS INDICATED BY VCOM'S #3 RANKING IN US NEWS AND WORLD REPORT FOR NUMBER OF AFRICAN AMERICAN STUDENTS ENROLLED. FURTHERMORE, VCOM IS #4 IN THE UNITED STATES FOR HISPANIC STUDENTS ENROLLED. PRESENTLY 65% OF VCOM GRADUATES NOW WORK IN MEDICALLY UNDERSERVED COMMUNITIES UPON COMPLETION OF RESIDENCY, AND 64% PRACTICE IN A TARGET AREA IN AN APPALACHIAN OR DELTA COUNTY OR CITY. VCOM'S PROVEN PHILOSOPHY OF TARGETING RECRUITMENT OF STUDENTS MOST LIKELY TO RETURN TO THE REGIONS OF OUR MISSION, PROVIDES THE OPPORTUNITY FOR THOSE FROM RURAL AND MEDICALLY UNDERSERVED COMMUNITIES TO BECOME PHYSICIANS IN THOSE AREAS. THE COMPASS THAT GUIDES SUCCESS IS THE STRENGTH OF THIS MISSION AND A VISION FOR HEALTHIER APPALACHIAN AND DELTA REGIONS. IT POINTS TO A FUTURE WHERE EVERY PERSON HAS ACCESS TO GOOD MEDICAL CARE AND GOOD HEALTH, REGARDLESS OF THE SIZE OF THE COMMUNITY WHERE THEY LIVE, THEIR DIVERSE BACKGROUNDS OR THEIR SOCIOECONOMIC STATUS. PURPOSEFUL PUBLIC / PRIVATE PARTNERSHIPS VCOM'S INITIAL VISION WAS TO PROVIDE HEALTHCARE FOR SOUTHWEST VIRGINIA AND OTHER MEDICALLY UNDERSERVED REGIONS AND THE GREATER APPALACHIAN REGION AND TO PROMOTE JOINT BIOMEDICAL RESEARCH WITH VIRGINIA TECH. UNDER A PUBLIC/PRIVATE PARTNERSHIP BETWEEN VCOM AND VIRGINIA TECH, THE COLLEGE OPENED ITS DOORS TO THE FIRST STUDENTS IN BLACKSBURG, VIRGINIA IN THE FALL OF 2003 AND GRADUATED ITS FIRST CLASS IN 2007. BETWEEN 2007 AND 2016, VCOM ALUMNI COMPLETED RESIDENCIES, AND 323 HAVE SETTLED IN VIRGINIA WITH OVER A THIRD OF THOSE IN THE SOUTHWEST REGION. THIS HAS MOVED THE NEEDLE FROM VIRGINIA RANKING 38TH IN THE COUNTRY FOR PRIMARY CARE PHYSICIANS PER POPULATION TO 8TH IN THE COUNTRY IN 2018. IN 2010, VCOM FOUNDED A SECOND CAMPUS IN COLLABORATION WITH SPARTANBURG REGIONAL HEALTH SYSTEM TO ADDRESS THE HEALTHCARE SHORTAGES IN THE UPSTATE REGION OF SOUTH CAROLINA. THE FIRST STUDENTS BEGAN THEIR MEDICAL EDUCATION AT VCOM-CAROLINAS IN THE FALL OF 2011, AND THE CAMPUS GRADUATED ITS FIRST CLASS IN 2015. ALUMNI ARE BEGINNING TO ESTABLISH MEDICAL PRACTICES IN THE STATE. AUBURN UNIVERSITY ADMINISTRATION LEARNED OF THE SUCCESS OF THE VCOM/VT COLLABORATION AND THROUGH A PUBLIC/PRIVATE COLLABORATION OPENED A VCOM CAMPUS AT AUBURN UNIVERSITY. VCOM-AUBURN'S INAUGURAL CLASS BEGAN IN 2015 AND GRADUATED IN MAY 2019. THESE GRADUATES, WHO ARE ENTERING RESIDENCY THIS YEAR, WILL MOVE THE NEEDLE FOR HEALTHCARE IN ALABAMA, WHICH CURRENTLY RANKS 45TH-50TH AMONG STATES FOR MOST HEALTHCARE OUTCOMES. IN A COLLABORATIVE PUBLIC/PRIVATE PARTNERSHIP WITH THE UNIVERSITY OF LOUISIANA-MONROE, VCOM BROKE GROUND ON A NEW CAMPUS IN 2018. THE VCOM-LOUISIANA CAMPUS WILL ADDRESS THE RURAL PHYSICIAN SHORTAGE IN THE NORTHERN REGION OF THE STATE. LOUISIANA CURRENTLY RANKS 39TH IN THE U.S. FOR PER CAPITA PRIMARY CARE PHYSICIANS AND THE MAJORITY OF THE PHYSICIANS ARE IN THE URBAN AREAS OF THE SOUTHERN REGION OF THE STATE. PLANS ARE TO OPEN THE CAMPUS IN SUMMER OF 2020. RECRUITING FOR DIVERSITY VCOM VALUES AND AFFIRMS THAT DIVERSITY CONTRIBUTES RICHNESS TO THE COLLEGE AND ENHANCES THE QUALITY OF MEDICAL EDUCATION PRODUCING BETTER DOCTORS OVERALL. VCOM RECOGNIZES THE LACK OF MEDICAL CARE AVAILABLE TO MINORITY POPULATIONS AND ACTIVELY RECRUITS MINORITY STUDENTS WHO ARE UNDERREPRESENTED IN HEALTHCARE. THE UNITED STATES POPULATION IS BECOMING INCREASINGLY DIVERSE, AND VCOM SEEKS A STUDENT BODY THAT WILL MEET THE NEEDS OF AN EVER-CHANGING SOCIETY. VCOM HAS INITIATED SUCCESSFUL PROGRAMS TO INCREASE THE DIVERSITY OF THE STUDENT BODY AND FUTURE HEALTHCARE WORKFORCE. VCOM IS PROUD TO HAVE RECEIVED NATIONAL AWARDS FROM MINORITY ACCESS, INC. FOR EIGHT CONSECUTIVE YEARS AND WE RANK #4 NATIONALLY FOR MEDICAL SCHOOLS FOR THE ENROLLMENT OF HISPANIC AND LATINO STUDENTS. ADDITIONALLY, VCOM IS HIGHLY RECOGNIZED AS A LEADER IN THE RECRUITMENT FOR AFRICAN AMERICAN STUDENTS. THE SCHOOL ALSO BOASTS A 14% AVERAGE UNDERREPRESENTED MINORITY ENROLLMENT OVERALL AND RANGES FROM 12% TO 20% EACH YEAR ACCORDING TO CAMPUS. QUALITY OUTCOMES WHILE VCOM IS COMMITTED TO THE MISSION AND THE WELL-BEING OF STUDENTS, VCOM IS ALSO COMMITTED TO PRODUCING QUALITY PHYSICIAN GRADUATES. VCOM WAS LISTED BY US WORLD NEWS REPORT AS #2 IN THE COUNTRY FOR GRADUATES RECEIVING FIRST CHOICE OF RESIDENCY. 90% OF VCOM MEDICAL STUDENTS COME FROM AT-RISK, DISTRESSED OR TRANSITIONAL COUNTIES IN APPALACHIA, AND 22% HAIL FROM COMMUNITIES OF LESS THAN 10,000 POPULATION. VCOM'S BOARD SCORES ARE BETWEEN 91 AND 96 PERCENT ON FIRST TIME PASS RATE AND A 99 TO 100 PERCENT FINAL PASS RATE. THIS BECOMES EVEN MORE IMPRESSIVE WHEN YOU CONSIDER THAT THE ATTRITION RATE AT VCOM HAS BEEN LESS THAN 4% EACH YEAR. VCOM FOCUSES ON RECRUITING STUDENTS HIGHLY COMMITTED TO OUR MISSION AND RECIPROCATES WITH A STRONG COMMITTED TO THEIR EDUCATIONAL SUCCESS. MORE THAN 2,200 VCOM-VIRGINIA ALUMNI HAVE BEEN ADDED TO THE PHYSICIAN WORKFORCE SINCE 2007. ADDITIONALLY, MORE THAN 77% OF VCOM ALUMNI AND RESIDENTS PRACTICE IN A COUNTY CLASSIFIED AS AT-RISK, DISTRESSED OR TRANSITIONAL. DEMONSTRATING THEIR COMMITMENT TO THE MISSION, MORE THAN 100 ALUMNI HAVE RETURNED TO OUR RURAL AND UNDERSERVED SITES AS CLINICAL TEACHING FACULTY. NEARLY 40% OF GRADUATES ARE PRACTICING IN RURAL OR MEDICALLY UNDERSERVED AREAS IN VIRGINIA. VCOM-CAROLINAS BOASTS MORE THAN 770 PHYSICIANS THAT HAVE GRADUATED SINCE 2015. DURING 2019, DIRECTLY ACROSS FROM THE CAMPUS, CONSTRUCTION BEGAN ON A NEW TEACHING MEDICAL CLINIC. THIS PARTNERSHIP BETWEEN NONPROFIT NORTHSIDE DEVELOPMENT GROUP, WOFFORD COLLEGE AND VCOM WILL ENABLE FACULTY AND STUDENTS TO ENHANCE THE HEALTH AND WELLNESS OF THE COMMUNITY. VCOM-AUBURN RECENTLY GRADUATED 153 PHYSICIANS WITH THEIR CLASS OF 2019. THIS COULD NOT HAVE COME AT A MORE CRITICAL TIME AS ONLY AN ESTIMATED 73% OF ALABAMA'S CURRENT NEED FOR PRIMARY CARE PHYSICIANS HAS BEEN MET. FURTHER DEMONSTRATING THE NEED, ACCORDING TO STATISTICS, 60 OF THE STATE'S 67 COUNTIES CURRENTLY SUFFER FROM A SHORTAGE OF PRIMARY CARE PHYSICIANS. LOUISIANA HAS SIMILAR SIGNIFICANT CHALLENGES, WITH APPROXIMATELY 81% OF THE STATE BEING DESIGNATED A HEALTH PROFESSIONAL SHORTAGE AREA BY THE LA DEPARTMENT OF HEALTH. THE NATIONAL WORKFORCE STUDY PLACES THE STATE AT A 19% DEFICIT IN PER CAPITA FAMILY PRACTICE PHYSICIANS. BECAUSE OF VCOM'S COMMITMENT TO SUPPORTING COMMUNITIES MOST IN NEED, DEVELOPING AND RUNNING T | Desc |

|---|---|
| Form 990, Part VI, Section A, Line 2: | Two Board Members, John G. Rocovich and Sue Ellen Rocovich are spouses, and the President, Dr. Dixie Tooke-Rawlins and a Vice Provost, Frederic Rawlins, are spouses. Moreover, a Board Member/Officer, John G. Rocovich, and another Officer, Dennis Barbour, are partners at the same law firm. |
| Form 990, Part VI, Section A, Line 7a: | All directors shall be appointed, from time to time, by the sole member, the Harvey W. Peters Research Foundation. |
| Form 990, Part VI, Section B, Line 11: | The board reviewed a draft of the Form 990 during a board meeting on 11/18/2019 and subsequently reviewed changes prior to filing. Charles Swaha, CFO, and Dixie Tooke-Rawlins, Provost and President, reviewed the draft of the Form 990 in advance of the board meeting and discussed questions and proposed modifications with the tax return preparer, who subsequently updated the Form 990. |
| Form 990, Part VI, Section B, Line 12c: | Officers, directors, trustees and key employees are required to complete, sign and date a conflict of interest statement identifying possible conflicts of interest. The CFO initiates an annual survey every fall for board members and every spring for employees. The forms are collected and reviewed by the CFO for any potential conflicts of interest. |
| Form 990, Part VI, Section B, Lines 15a & 15b: | Edward Via Virginia College of Osteopathic Medicine (VCOM) intends to perform a salary survey every three years. A salary survey was completed in the current fiscal year. Human resources leadership analyzes databases with salary information (e.g. Virginia tech and other public universities) and reviews similar schools' Form 990s in Guidestar. They also review a survey conducted by the Association of American Medical Colleges. The deliverable produced is a report by position which includes a salary recommendation with comparison to data found during the survey. The report is reviewed by the provost and president. The board chairman reviews salaries of key employees. The board approves and reviews salaries of the president and provost and campus deans. |
| Form 990, Part VI, Section C, Line 19 | Requests will be evaluated by executive management of the College. Requests for a valid business purpose generally are honored. Most financial information is available in the Form 990. |
| Form 990, Part VIII, Line 1E | Line 1e represents federal financial aid received from the U.S. Department of Education. |
| Form 990, Part VI, Section A, Line 4: | Article 5 of the Restated Articles of Incorporation was amended to expand the focus of graduating physicians who will serve in the rural and underserved areas of the states in which campuses are located and the surrounding Appalachian and Delta regions of the southeastern United States. Article 1 of the Amended Bylaws included the additional DBA name of Edward Via College of Osteopathic Medicine-Louisiana Campus. Article V added that the Treasurer would be added as a member of the Executive Committee. Previously this was composed of only the Chairman, Vice Chairman and the President and Provost, along with at least one additional member appointed by the Chairman. Article V goes on to say that the Chairman shall appoint both the President and Provost, but they are separated indicating that they need not be the same individual. It further indicates that the Provost will be responsible to the President (rather than Chairman) and the Board of Directors on academic matters. The President will oversee the Vice Presidents (rather than Associate Vice Presidents) and areas are to include research and development. In general, the responsibilities between the President and the Provost are more clearly separated between the two positions, rather than incorporated into one. The Chief Financial Officer is now appointed by the President and responsible to the President, rather than the Provost. Article VI is revised to say the College will have advisory boards for each campus, to include one at the proposed Edward Via College of Osteopathic Medicine-Louisiana Campus. The President and the Chairman shall recommend appointment of members to the Advisory Boards, subject to Board approval. Member of the Advisory Board shall include the Chairman of the Board, Treasurer, and the Provost and the President. |
