DescGENERAL GRANTMAKINGThrough the generosity of our donors, in 2018 The Community Foundation (TCF) invested more than $13 million in grants in the Inland Empire. Over $3.5 million were for scholarships and education. Funds were awarded to a broad spectrum of nonprofits in our 27,000 square mile, two-county region. TCF's grantmaking falls generally into the following categories: Children & Families ($879,201)Health and Human Services ($2,840,833) Civic & Environmental Benefit ($937,874) Arts & Culture ($174,757)Other ($4,323,001)Included in our grantmaking are funds providing support to particular issues or places. These include Field of Interest Funds ($267,456) which are restricted to a specific program area or geographic area. As a sampling, funds are currently helping with ADA compliance, the cities of Perris and Idyllwild, the High Desert, victims of domestic abuse, senior pet-owners and vet care, and the treatment and care of low income children in Riverside County. TCF is proud to offer donors a way to invest long term in the issues and places they care about, and sees its geographic funds as crucial investments to strengthen all parts of the Inland Empire. The Foundation's unrestricted grantmaking supports the capacity building needs of nonprofit organizations. The Community Impact Fund ($147,000) supports training and workshops such as Board Governance, Fund Development, Leadership, Advocacy, Finance &Budgets, Evaluation, Marketing, and more.An evaluation of grantees was completed in October 2018 to assess:1) Project Implementation - its fidelity, implementation and process;2) Project Outcomes - agency capacity and agency outcomes;3) Reflections and Lessons Learned - evaluation recommendations, conclusions for next stepsSignificant Impacts Include:- Increased funding due to greater fundraising volume and effectiveness- Increased social media presence and engagement- Stronger identity, direction, role clarity, and collective leadership capacity- Ability to act more strategically- Expansion of networks and creation of partnerships to better serve clienteleTCF has a special relationship with the S. L. Gimbel Foundation Fund, whose mission is to enhance the quality of life in memory of Susan Gimbel. Program interest areas include health, environmental protection and enhancement, education, and human dignity. TCF gave $1,665,844 to nonprofits in partnership with the Gimbel Foundation trustees in 2018.In addition to their grantmaking program, in 2018 the S.L. Gimbel Foundation Scholarship Fund was established for UCR students. It provides financial support for low-income students up to four-years, until graduation. Scholarship awards are for students who have unmet need to be used for tuition, books, education fees, housing and other educational expenses. The intent is to provide scholarships equally to students studying liberal arts and the sciences. Low income students, undergraduate or graduate, accepted to attend UCR and current UCR students from all backgrounds regardless of age, race, religion, gender, sexual preference or national origin are eligible to apply. First generation college-going students, and/or traditionally underrepresented students in higher education are highly encouraged to apply. Forty applications were received. 28 recipients were awarded $400,000. The awards ranged from $10,000 to $15,000.Desc

DescCOMMUNITY LEADERSHIP PROJECTSYouth Grantmakers. The Youth Grantmakers (YG) Program was created to empower youth to address issues important to them by participating in grantmaking. Through this program, young people become active agents of change, preparing them for responsive community leadership and practical hands-on service. Made up of high school students from across the two-county region, we now have five Youth Grantmakers groups: Riverside, Coachella Valley, San Bernardino, Idyllwild, and Native Youth.During the 2017-2018 academic year, nearly 100 Youth Grantmakers across the two-county region strengthened their leadership skills as they participated in philanthropy, giving away over $75,000 to nonprofits that are working on issues of concern to students in Inland Empire high schools. Students learned to read and analyze a grant application, respectfully debate the most critical needs while learning to listen to others' perspectives, and prioritize the many worthwhile requests. An endowment fund was created in 2014 to ensure this valued initiative continues to support young people to understand, invest in, and change their communities. Census 2020 - California Complete Count Regional ConveningsIn preparation for Census 2020, the California Governor's Office and the California Complete Count Effort are coordinating a series of regional meetings across California between April and August 2018. UCR School of Public Policy and its Center for Social Innovation, in partnership with The Community Foundation are serving as convening sponsors for our region.TCF Graduate Success Program: A Community Philanthropy Initiative (CPI) grant funded by the College Futures Foundation.Purpose: Award strategic, need-based scholarships to low-income and underrepresented students in Riverside and San Bernardino Counties, and attract sustainable funding from local donors for these scholarships. Scholarship Distribution: Over 100 on-line applications were started but 39 completed applications from 6 high schools (Arlington, North, Ramona, Arroyo Valley, Pacific, San Bernardino) are being reviewed. Maximum award per student is $2,500 based on financial need. Scholarships were awarded to 40 students totaling $96,000. Maximum award is $2,500. This is the first scholarship round utilizing the online application portal developed by OneFuture Coachella Valley. On July 23, 2018, we convened six (6) nonprofit scholarship giving programs from the Inland Empire to work together on needs-based scholarships: Blu Foundation, Promise Scholars, Making Hope Happen Foundation, RIMS AVID, Riverside Dollars for Scholarship, and LINKS, Inc. This is the first time that all six organizations got together to share the services they provide to the region, identify areas to collaborate on, discuss the importance of aligning college access and success and sharing models/approaches that support needs based students. As part of this initiative, TCF began the work of aligning current scholarship distributions for low income students to increase their attendance at 4-year and 2-year colleges and universities.Desc

Part IV, Line 2b:Obligations for Charitable Remainder Trust payments.
Part V, Line 4:The Foundation employs a spending policy of 4% for endowed funds. Annual distributions from the endowment funds in the form of grants and scholarships are made in keeping with the original donors intent. Distributions from unrestricted/board designated endowment funds are subject to the spending policy and are disbursed to 501(c)3 organizations following a competitive grant process.
Part X, Line 2:Financial Statement Footnote Reporting Organization's Liability for Uncertain Tax Positions under FIN 48 (ASC 740): The Foundation is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the Foundation in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. The Foundation returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

Form And Line ReferencePart I, Line 2:FormAndLineReferenceDesc
ExplanationThe Community Foundation monitors its grants to ensure that funds awarded are used for the purposes specified in the grant proposal submitted through: A) Award letter - Grantees receive an award letter specifying the performance period for the grant, typically one year. The award letter delineates the objectives that the grant is supporting as specified in the proposal, alerts the grantee to review and sign the grant agreement, and informs the grantee of the deadline of the final report. B) Grant agreement - Grantees are required to sign the grant agreement before any funds are disbursed. The grant agreement explicitly describes the following: 1. Section 1: Use of Grant Funds Grant funds must be expended within the grant period, for the purpose and objectives described in the grant proposal. Grant funds may not be expended for any other purpose without prior written approval by The Community Foundation. If the organization encounters significant difficulties in making use of the funds as specified in the proposal, or if the grant funds cannot be spent within the grant period, grantee must notify The Community Foundation in writing promptly. Requests for variances or extensions are reviewed on a case-by-case basis. If a request is denied, unused funds must be immediately refunded to the Foundation. 2. Section 4: Final Report and Records The Grantee will submit the Grant Evaluation report per the deadline set forth in the award letter. This report includes a narrative on outcomes based on goals and objectives set forth in the grant proposal and an expenditure report documenting use of grant funds. If equipment was purchased, copies of receipts need to be included.ExplanationTxt

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Form 990, Part VI, Section B, line 11bThe Form 990 review process starts with a presentation by the tax preparer to the Audit Committee, the CFO, the Sr. VP of Finance and Stewardship, and the President of The Community Foundation. Once satisfied with the completion of the Form 990, the draft will be made available to the Board of Directors via the TCF Board Member Portal and the audit committee will make a recommendation that the Executive Committee or the Board of Directors accept the Form 990 for filing. The forms will be signed by the President and filed with the Internal Revenue Service.
Form 990, Part VI, Section B, line 12cConflict of Interest forms are distributed to all staff and members of the Board of Directors of The Community Foundation annually. The forms are signed by officers and directors, then collected and reviewed by the VP of Finance and Administration and the President. Items of note (if any) are brought to the attention of the Executive Committee for follow-up.
Form 990, Part VI, Section B, line 15aThe Compensation Committee gathers appropriate salary survey information from organizations including, but not limited to, the Council on Foundations, the League of California Community Foundations and others. Local conditions are also taken into account. The Compensation Committee makes a recommendation to the Executive Committee regarding CEO and staff pay ranges, and specifically about CEO pay and other benefits. The Executive Committee has Board authorization to determine the President and CEO's compensation package, within ranges approved by the Board. The President and CEO determines the annual salaries of other officers and key employees using the ranges approved by the Compensation Committee.
Form 990, Part VI, Section C, line 19Once the Foundation's Audited Financial Statements have been accepted by The Board of Directors, they are posted to the Foundation's website as well as on Guidestar, a nonprofit database. Once the Form 990 and 990-T (if applicable) are filed with the Internal Revenue Service, public copies of the completed forms are posted on The Community Foundation's website and also uploaded to Guidestar. The current forms, as well as prior year forms, and other governing documents are also available at the Foundation office upon request; as is the Foundation's Conflict of Interest Policy.
