Part V, Line 4:The income from these funds will be used to assist and aid indigent persons in medical services they receive from the hospital.
Part X, Line 2:RCH and RHF are organized as not-for-profit entities under the general nonprofit corporation laws of the state of California. The organizations are recognized as exempt from federal income taxation under Section 501(c)(3) and as public charities (not private foundations) under Sections 509(a)(1) and 509(a)(3) of the Internal Revenue Code, respectively, and similar exemptions from California franchise taxation have been obtained. Accordingly, no provision has been recorded for income taxes in the accompanying consolidated financial statements. The Hospital recognizes the tax benefit from uncertain tax positions only if it is more likely than not that the tax positions will be sustained on examination by tax authorities based on the technical merits of the position. The tax benefit is measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement.

Part I, Line 7:COST-TO-CHARGE RATIOS WERE USED IN DETERMINING COST. IN ADDITION, FOR MEDICARE RELATED COST, THE STEP-DOWN METHOD OF COST FINDING WAS USED. FOR THIS METHOD, ALL COSTS OF NON-REVENUE PRODUCING CENTERS ARE ALLOCATED TO ALL CENTERS WHICH THEY SERVE, REGARDLESS OF WHETHER OR NOT THESE CENTERS PRODUCE REVENUE.
Part II, Community Building Activities:Hospital employees spent approximately 1,010 hours organizing numerous community Health Fairs, Blood Drives and benefit events that support ill and indigent members of the community. In addition, they provide community lectures on subjects such as Stroke Awareness, Handling the Holidays, Women's Concerns and Joint Replacement Issues. They also offer CPR and Safety classes to members of the community.
Part III, Line 4:PATIENT SERVICE REVENUE IS REDUCED BY THE PROVISION FOR BAD DEBTS ANDACCOUNTS RECEIVABLE ARE REDUCED BY AN ALLOWANCE FOR DOUBTFULACCOUNTS. THESE AMOUNTS ARE BASED ON MANAGEMENT'S ASSESSMENTOF HISTORICAL AND EXPECTED COLLECTIONS FOR EACH MAJOR PAYOR SOURCE,CONSIDERING BUSINESS AND ECONOMIC CONDITIONS, TRENDS IN HEALTH CARECOVERAGE, AND OTHER COLLECTION INDICATORS. MANAGEMENT REGULARLYREVIEWS COLLECTIONS DATA BY MAJOR PAYOR SOURCES IN EVALUATING THESUFFICIENCY OF THE ALLOWANCE FOR DOUBTFUL ACCOUNTS. ON THE BASIS OFHISTORICAL EXPERIENCE, A SIGNIFICANT PORTION OF THE HOSPITAL'S SELF-PAYPATIENTS WILL BE UNABLE OR UNWILLING TO PAY FOR THE SERVICES PROVIDED.THUS, THE HOSPITAL RECORDS A SIGNIFICANT PROVISION FOR BAD DEBTS INTHE PERIOD SERVICES ARE PROVIDED TO SELF-PAY PATIENTS. THE HOSPITAL'SALLOWANCE FOR DOUBTFUL ACCOUNTS FOR SELFPAY PATIENTS WAS 80% AND59% OF SELF-PAY ACCOUNTS RECEIVABLE AT SEPTEMBER 30, 2017 AND 2016,RESPECTIVELY. FOR RECEIVABLES ASSOCIATED WITH PATIENTS WHO HAVETHIRD-PARTY COVERAGE, THE HOSPITAL ANALYZES CONTRACTUALLY AMOUNTSDUE AND PROVIDES AN ALLOWANCE FOR DOUBTFUL ACCOUNTS AND APROVISION FOR BAD DEBTS, IF NECESSARY. ACCOUNTS RECEIVABLE AREWRITTEN OFF AFTER COLLECTION EFFORTS HAVE BEEN FOLLOWED INACCORDANCE WITH THE HOSPITAL'S POLICIES. DISCOUNTS ARE DEDUCTED IN DETERMINING THE NET AMOUNT REALIZABLE PERAGREEMENTS. PAYMENTS ARE DEDUCTED FROM THE NET REALIZABLE AMOUNT,AND THE UNPAID BALANCE IS WHAT GETS TRANSFERRED TO THE RESERVE FORBAD DEBT AND BECOMES THE BAD DEBT EXPENSE.
Part III, Line 8:Individuals 65 years and older are the fastest growing age group in Redlands Community Hospital's primary service area, with projected growth estimated at 16.6% over the next 5 years. Providing necessary healthcare services to this growing population of Medicare beneficiaries is essential to promoting the health of the community as a whole. Hospice Revenue of $2,622,441 is from the PS&R Report. Revenue derived from Fee Reimbursed Medicare services, not included in the cost report, was $143,768 and the associated cost of these services was $302,878creating a shortfall of ($159,110). In addition, revenue from services provided to non-RCH capitated Senior HMO patients was $41,110,219 with associated costs of $60,313,341 for a shortfall of $19,203,122.The Step-Down method of cost finding was used. all costs of non-revenue producing centers are allocated to all centers which they serve, regardless of whether or not these centers produce revenue. The Medicare cost report uses patient days to apportion routine, special care, skilled nursing facility and psychiatric nursing costs to the Medicare program. Ancillary costs are apportioned using gross charges. Home Health and Hospice costs are apportioned using patient visits and unduplicated days.
Part III, Line 9b:If a patient demonstrates that they have income levels at or below 350% of the Federal Poverty Limit, they would be screened for Charity Care and taken out of the collection process provided they completed our Charity Care application and submitted the required verification and documentation to support their claim.
