This program worked on 527 cases.
$57,5032 Year Housing Preservation Project: The impact of these efforts was recently expended through the initiation of the Los Angeles County Housing Preservation Project ("LACHPP"), which was made possible through funding from the State Bar of California- bank settlement proceeds Community Redevelopment Grant. This has allowed LAFLA to expand the scope of the project to include buildings with expiring covenants and neighborhoods that fall into pockets of Los Angeles County (both incorporated and unincorporated) where the most vulnerable households are facing homelessness due to conversion of their homes to market rate rents and the loss of federal, state and local subsidy programs and rent protection covenants. The program continues to provide critically-needed, comprehensive legal and capacity building services to residents living in subsidized housing in underserved areas of Los Angeles county. Most recently, the team has been engaged in carrying out affirmative litigation impacting residents of three buildings where uninhabitable conditions and harassment have been used to pressure residents to abandon units prematurely.
LAFLA achieved the following legal victories in 2017:Obermayr, et. al. v. 423 E. 7th Street, et.al.: A 200 unit residential hotel in Skid Row had several safety issues including a murder, bedbugs, and a broken elevator. A new owner removed critical housing services, harassed and intimated tenants, and failed to repair habitability conditions or extend reasonable accommodations. LAFLA and co-counsel filed a lawsuit in state court on behalf of 16 tenants, many of whom were over 70 years of age or had serious health problems. Plaintiffs won three preliminary injunction motions. The case settled on the eve of trial. The owner agreed to injunctive relief restoring services, making repairs, conduction employee training, allowing guests and tenant organizers into the building and establishing a reasonable accommodation policy. The owner also paid $610,000.00 in damages, attorneys fees and costs.Los Angeles Catholic Worker , et. al.v. Los Angeles Downtown Industrial Business Improvement District, et. Al.:A downtown Business Improvement District was confiscating homeless individuals' personal property, often in the predawn hours, without regard to the rights of those individuals. The impact was often life threatening, since critical items like medication were taken. To stop these abuses, LAFLA, along with co-counsel, brought a federal lawsuit in September 2014 alleging violations of the individuals' fourth and fourteenth amendment rights. The suit was filed on behalf of four men who came to us as well as two nonprofits organizations. The suit was the first of its kind brought against a BID for violating the constitutional rights of homeless people. The case was settled in June, 2017 through a consent decree. The BID agreed to stop seizing unattended property, and to take abandoned property only under extremely narrow circumstances and with at least 24 hours notice. The BID agreed to pay $25,000 in damages and fees. The settlement with the city provides significant injunctive relief, including a training bulletin to officers in the Central Division about the role of BID officers, and an agreement that the LAPD will not contact the BID to seize the belongings of homeless individuals. The city also agreed to pay $495,000 in attorneys' fees, costs and damages. U.S.A./Harrison v. Shu-Hwa Baran:A Section 8 Landlord required our veteran client to make side payments, in addition to his portion of the rent, for his apartment, in violation of the Housing Assistance Payments Contract with the Housing Authority of the City of Los Angeles and federal law. Because the landlord agreed not to require additional rent, and accepted payments from the United States, which were conditioned on her abiding by these regulations, the acceptance of HAP payments constituted fraud on the United States. LAFLA filed a que tem action in federal court in 2014. After a default judgment, the landlord appealed to the 9th circuit. The parties settled in 2017. The settlement was for payment of $96,747 to the client in damages and his share of fines and fees, attorney fees to LAFLA, and payment of $245,353.00 to the United States of America in fines and damages. This case established that landlords that overcharge Section 8 tenants or demand side payments are committing fraud against the United States, in violation of the False Claims Act.710 environmental justice coalition:Interstate 710 freeway links the ports of Los Angeles and Long Beach to the commercial railroad, freight yards and distribution centers southeast of Downtown Los Angeles. Daily trips through this corridor, according to the Los Angeles County Metropolitan Transportation Authority (Metro), are expected to increase 55,000 by 2035, more than 50% increase from the current average of 36,000 trips per day. For years, Metro has looked for ways to expand the freeway which would cause an estimated 267 units of residential and non-residential structures to be destroyed and causing the displacement of several hundred families and small businesses. In addition, the expansion, or agencies, and the overall goal(s): without other forms of mitigation, would increase pollution in an area already reeling from one of the highest air pollution in the nation. In 2017 LAFLA helped draft comments on the revised and recirculated Environmental Impact Report for the project and participated in countless hearings, community meetings and consultations regarding the revised Environmental Impact Report (EIR) and the EIR comments submitted on behalf of community groups through a coalition of low income communities. LAFLA helped support local capacity of residents to have meaningful participation by offering legal education concerning the environmental review process. All of these efforts culminated in a hearing held in March 2018 in which a commitment was made by the Metro Board not to expand the freeway as a road-widening project, to limit displacement, to hire local and disadvantaged residents and to invest in zero emissions technologies. The approval process continues, but this marked a major milestone and a victory for local residents advocating for community protections.

Part IV, Line 2b:LAFLA holds funds in trust for its clients relating to settlements awarded by the courts and deposits held for filing and other fees.
Part V, Line 4:Endowment funds are appropriated by the Board for use in current operations.
Part X, Line 2:LAFLA is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all positions taken by LAFLA in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. LAFLA's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they filed.

Form 990- Mission Statement Continuation:in greater Los Angeles. We change lives through direct representation, systems change and community education. LAFLA is a nonprofit law firm that protects and advances the rights of the most underserved - leveling the playing field and ensuring that everyone can have access to the justice system. In our 90-year history, LAFLA has provided free civil legal services to poor and low-income people in Los Angeles County who had nowhere else to turn. Now with five neighborhood offices, three Domestic Violence Clinics and four Self-Help Legal Access Centers, LAFLA serves communities as diverse as Pico Union and Westlake, East Los Angeles, the Westside, South Los Angeles, Koreatown and Long Beach. LAFLA is the first place thousands of poor people turn to when they need legal assistance for a crisis that threatens their shelter, health and livelihood. LAFLA takes care of the most vulnerable people in our community: the working poor, homeless, unemployed, elderly, disabled, domestic abuse survivors, victims of torture and human trafficking, and veterans of Los Angeles, by providing free legal services. LAFLA also provides free legal education, outreach, and self-help assistance to litigants and community members, allowing for additional access to justice for low-income persons in need. Over 98% of the people served by LAFLA are low-income by virtue of their poverty level or of their residence in a low-income community. In 2017, we served over 100,000 low-income persons, including more than 7,700 children, and also provided important legal information and education to over 39,000 self-represented litigants. We also held clinics and workshops attended by 5,000 persons, and gave referrals to another 22,000 persons. We are committed to promoting access to justice, strengthening communities, fighting discrimination, and effecting systemic change through representation, advocacy and community education. LAFLA has a culturally diverse staff who provide critical legal services, counseling and referrals at five offices in the neighborhoods of Pico-Union and Westlake, East Los Angeles, South Los Angeles, Santa Monica and Long Beach. They speak many languages including Spanish, Korean, Cantonese, Mandarin, Khmer, Japanese and Vietnamese.
Form 990, Part VI, Section A, line 7aPursuant to Legal Services Corporation regulations, most directors are appointed by bar associations or community organizations.
Form 990, Part VI, Section B, line 11bThe Form 990 is prepared by an outside accounting firm based on information provided by the Director of Fiscal Management; it is then reviewed by the Executive Director, the Director of Fiscal Management, the CFO and the Audit Committee.
Form 990, Part VI, Section B, line 12cAt least annually, the Board of Directors, Officers and staff of LAFLA are required to review LAFLA's Conflict of Interest policy and complete a annual statement affirming that they have a) received a copy of the Conflict of Interest Policy, b) read and understood the policy, and c) agree to comply with such policy.
Form 990, Part VI, Section B, line 15The Executive Committee of the Board reviews the compensation of the Executive Director annually. A compensation survey is also conducted of similar organizations. Other organization officers or key employees' compensation is determined by comparability data and a compensation study as well as review by the Board of Directors.
Form 990, Part VI, Section C, line 19The organization makes the Form 990 available on Guidestar.org and also makes governing documents, conflicts of interest policies and financial statements available to the public upon request.
