MissionCEO is a national organization dedicated to providing immediate, effective and comprehensive employment services to men and women recently released from incarceration. In the late 1970s, the Vera Institute of Justice initiated a demonstration project to study the impact employment could have on recidivism. By 1996 the program had become sustainable and incorporated as an independent nonprofit organization. In 2009 CEO began replicating its program in communities around the country. In FY17 CEO operated 17 sites in New York, Pennsylvania, Oklahoma, California, Ohio and Colorado. CEOs current theory of change posits that if the employment needs of a person with a criminal conviction are met when he or she is most vulnerable - when first released from incarceration, or soon after conviction - that person is less likely to recidivate, and more likely to build a foundation for a stable, productive life. The CEO program model has been proven effective through the highest standards of evidencMissionDesc

DescTransitional Work Program Immediate work for immediate pay: In FY 2017, CEO provided transitional employment to over 4,700 formerly incarcerated persons in 17 sites across six states: 1. 6 New York State locations - New York City (Manhattan and Bronx offices), Albany, Buffalo, Rochester, and Binghamton 2. 2 Pennsylvania Location Philadelphia and Pittsburgh 3. 2 Oklahoma locations - Oklahoma City and Tulsa; 4. 5 California locations - Oakland, San Bernardino, San Diego, Los Angeles and Santa Clara 5. 1 Ohio- Cincinnati 6. 1 Colorado - Denver CEO delivers evidence-based programming that is substantially similar in each location. Every week recently released men or women enroll at CEO. Participants first attend a week long life skills and job readiness training course. In the course CEO staff teach and reinforce basic workplace skills. Participants practice filling out job applications, receive help beginning or updating a resume, and learn how to respond when asked about a past criminal conviction. CEO staff also helps participants procure all necessary identification documents for legal employment during this orientation, removing a barrier that frequently stops or slows a participants job search. Once participants have completed classroom training, they begin working on one of CEOs social enterprise work crews. CEO establishes contractual relationships with a variety of government agencies (like public works, housing authorities, public universities, and transportation departments) and certain private employers for services including groundskeeping, maintenance, renovation, highway cleanup, and event setup and breakdown, among many others. These relationships enable CEO to provide immediate paid employment to participants in our program. The work crew setting benefits participants in several ways. First, all participants can begin working immediately after completing classroom training. This is critical, because CEO pays each member of a work crew on a daily basis, and this daily income can pay for food and other necessities. The daily pay schedule eliminates the income timing gap inherent in bi-weekly or monthly pay cycles. Second, CEO assigns one site supervisor per work crew; each crew has 5-7 participants. This ratio enables our supervisors to closely guide and coach each crew member, rewarding the behaviors that employers say they value most: arriving on time, following directions from a supervisor, working hard, and using good communication skills. The work crew model emphasizes progress and momentum; clients support one another and gain motivation from each other's successes.Desc

DescVocational Training: Participants stay on transitional work crews for an average of two to three months, but each individual moves through the program at his or her own pace. Participants work on a crew for up to four days per week and dedicate one additional day to meeting with CEOs vocational support staff, who are job coaches and business account managers. Job coaches reinforce the lessons learned during classroom training, coach participants on job performance and behaviors, and help them deal with any issues that may arise during their work crew experience. After a participant shows consistent, high performing workplace behaviors, job coaches deem the participant "job start readyassign them to a business account manager (BAM). BAMs work directly with employers in the local economy to identify labor market needs and potential job opportunities. BAMs then match eligible participants with these employers, and schedule interviews for the participants who are successful in obtaining employment. Since becoming an independent nonprofit organization in 1996, CEO has created tens of thousands of transitional job opportunities that have led to over 25,000 full-time job placements for formerly incarcerated persons. In FY17, CEO employment services resulted in more than 2,555 full-time job placements in industries and sectors as diverse as food service, retail, wholesale, manufacturing, human services, construction, maintenance, and warehousing. Once a participant is placed in a non-subsidized job, he/she begins working with a CEO retention specialist. Retention specialists work with each participant to help that individual remain connected to the workforce. Retention specialists offer workplace counseling, crisis management, new job development in the event of a job loss, and long-term career planning for one year after placement. An incentive-based job retention program also helps reward participants the longer they remain employed during that first year. Of participants placed in full-time jobs in the prior fiscal year, 57.5% were still working at the 180 day milestone, and 47.5% were working after 365 days. CEO uses rigorous verification methods to determine job retention: pay stubs, criminal justice official signatures, and/or independent employer verification.Desc

ExplanationFIN 48 FootNote CEO follows guidance that clarifies the accounting for uncertainty in tax positions taken or expected to be taken in a tax return, including issues relating to financial statement recognition and measurement. This guidance provides that the tax effects from an uncertain tax position can only be recognized in the financial statements if the position is "more-likely-than-not" to be sustained if the position were to be challenged by a taxing authority. The assessment of the tax position is based solely on the technical merits of the position, without regard to the likelihood that the tax position may be challenged. CEO has processes presently in place to ensure the maintenance of its tax-exempt status; to identify and report unrelated income; determine its filing and tax obligations in jurisdictions for which it has nexus; and to review other matters that may be considered uncertain tax positions. This standard had no impact on CEOs 2017 and 2016 financial statements. CEO does not believe its 2017 and 2016 financial statements include any material uncertain tax positions.ExplanationTxt

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Form 990, Part VI, Line 2Board of Trustees members David Moskovitz and Kathy Jo Mannes have a family relationship. Form 990, Part VI, Line 11b Form 990 review process: CEOs Form 990 is prepared by an independent accounting firm in collaboration with its finance and management team. Upon completion the Audit Committee of the Board of Trustees reviews the form 990. Once the 990 is approved for filing, a copy is distributed to the full Board of Trustees.
Form 990, Part VI, Line 12cConflict of Interest policy enforcement and monitoring: Each Trustee and member of the management executive team of the organization is required to annually disclose any conflicts of interest that arise by virtue of employment, board service, or position with the organization. The organization monitors compliance with its Conflict of Interest policy through an annual questionnaire/disclosure statement that is distributed to these individuals. Potential conflicts are investigated immediately. Form 990, Part VI, Line 15A The Executive Committee of the Board of Trustees reviews comparable salaries at comparable organizations to determine if the Executive Directors existing salary falls within the salary range of executive directors at such organizations. The Executive Committee and full Board each reviews the performance of the Executive Director and after deliberation on this matter, a new salary and benefit package is proposed, and then voted on. Form 990, Part VI, Line 15B Compensation decisions are based on executive roles and responsibilities. The Executive Director and the Chairman of the Board review the performance and compensation of certain executives and determine the reasonableness of the proposed compensation. Each party is an independent party; there is no conflict of interest. The Executive Director then documents the decision. CEO undertook a compensation study of select program staff and front line managers in December of 2016.
Form 990, Part VI, Line 19The organization makes its Form 990 available to the public by retaining a copy at its place of business. The organization's governing documents, conflict of interest policy and audited financial statements are available upon request and at management's discretion.
