| Explanation | THE BOARD IS A TAX-EXEMPT ORGANIZATION UNDER SECTION 501C(6) OF THE INTERNAL REVENUE CODE. THE BOARD BELIEVES THAT ALL OF ITS ACTIVITIES ARE EXEMPT FROM FEDERAL AND STATE TAXATION. THEREFORE, NO PROVISION FOR INCOME TAXES HAS BEEN PRESENTED NOR WAS ANY TAX PAID. ON AUGUST 31, 1979, THE BOARD RECEIVED A FAVORABLE RULING FROM THE INTERNAL REVENUE SERVICE AS TO ITS PROVISIONAL EXEMPT STATUS. The Board applies GAAP rules regarding the accounting for uncertain income tax positions. The guidance prescribes a recognition threshold and measurement attribute for the recognition and measurement of tax positions taken or expected to be taken in income tax returns and also provides guidance on accounting for interest and penalties associated with tax positions. The Board will report interest and penalties, if any, in management and general functional expenses. Under FASB ASC 740, Income taxes, the Board is required to recognize a liability for each uncertain tax position at the amount estimated to be required to settle the issues.
