Part V, Line 4: Intended uses of the endowment fund.Endowment Funds are designated for purposes that align within this organization's exempt purpose.
Part X : FIN48 FootnoteEMHS, its hospitals, and certain other affiliates have been determined by the Internal Revenue Service to be tax-exempt charitable organizations as described in Section 501(c)(3) or 501(c)(2) of the Internal Revenue Code (the Code) and, accordingly, are exempt from federal income taxes on related income pursuant to Section 501(a) of the Code. Accordingly, no provision for federal income taxes has been recorded in the accompanying consolidated financial statements for these organizations.Tax-exempt charitable organizations could be required to record an obligation for income taxes as the result of a tax position they have historically taken on various tax exposure items including unrelated business income or tax status. Under guidance issued by the Financial Accounting Standards Board (FASB), assets and liabilities are established for uncertain tax positions taken or positions expected to be taken in income tax returns when such positions are judged to not meet the "more-likely-than-not" threshold, based upon the technical merits of the position. Estimated interest and penalties, if applicable, related to uncertain tax positions are included as a component of income tax expense. The System has evaluated its tax position taken or expected to be taken on income tax returns and concluded the impact to be not material.Certain of the System's affiliates are taxable entities. Deferred taxes related to these entities are based on the difference between the financial statement and tax basis of assets and liabilities using enacted tax rates in effect in the years the differences are expected to reverse. The deferred tax assets and liabilities for these entities are not material.

Part V, Line 5 - Account Input from Persons Who Represent the CommunityThe Maine Shared CHNA research team conducted a statewide survey among stakeholders to identify and prioritize significant health issues in communities across the state. The survey, coordinated with the Maine CDC, engaged public health expertise throughout the process. The survey was administered using a snowball approach where stakeholder agencies agreed to send the surveys to their members and stakeholders for participation. 1,639 people, representing more than 80 organizations and businesses in Maine, completed the survey. Respondents represented health care agencies, public health agencies, law enforcement, municipalities, schools, local businesses, social service agencies, and nongovernmental organizations. In addition to the stakeholder survey, each county conducted a number of community engagement opportunities (forums) to ensure broad interests of the local community were represented; Obtain stakeholder input on identifying significant health needs based on review of shared CHNA data; Solicit stakeholder feedback on prioritizing significant health needs, and; Identify local assets and resources that potentially may address local health priorities. The local forums were conducted in collaboration with the Maine CDC to solicit input from individuals representing populations with health disparities. The following organizations were in attendance at the January 11, 2016 Presque Isle Chapter of Rotary International Shared CHNA Community Engagement Forum and provided valuable feedback on the Shared CHNA.Details about organizations: Representatives from The Aroostook Medical Center (serves low income patients on MaineCare and medically underserved patients through low cost/free care), Presque Isle city government (city council, city manager, fire chief), UMPI, NMCC, and various local businesses were present. The Rotary Club acts as a funding agency to the United Way and other local charities.
Part V, Line 6a - List Other Hospital Facilities that Jointly Conducted Needs AssessmentThe Shared CHNA was conducted through the Maine Shared Health Needs Assessment Planning Process (SHNAPP) a collaborative effort among Maines four largest health-care systems Central Maine Healthcare, Eastern Maine Healthcare Systems (EMHS), MaineGeneral Health, MaineHealth and the Maine Center for Disease Control and Prevention, an office of the Maine Department of Health and Human Services (DHHS). EMHS member organizations participating in the Shared CHNA included Acadia Hospital, Blue Hill Memorial Hospital, Charles A. Dean Memorial Hospital, Eastern Maine Medical Center, Inland Hospital, Maine Coast Memorial Hospital, Mercy Hospital, Sebasticook Valley Health, and TAMC.
Part V, Line 11 - Explanation of Needs Not Addressed and Reasons WhyPriorities of Focus - Based on the Aroostook County needs identified during the Community Health Needs Assessment, TAMC has selected the following areas for which we can make a positive impact within our region. Going forward, these priorities will be a focus of our community outreach and operational resources.1. Decrease youth obesity.2. Decrease number of adults age 20-60 with cardiovascular disease risk factors. 3. Improve health status of adults over 65 with 3 or more chronic conditions.4. Decrease inappropriate emergency department utilization by the Medicaid population.5. Improve access to behavioral health services.6. Increase early identification of domestic violence and link victims with appropriate resources.Secondary Focus - For the following community needs, TAMC will play a collaborative role by partnering with and supporting the organizations in the community that are already focused on these areas.1. Oral Health2. Transportation3. Affordable Housing4. Economic Development5. Educational Attainment
Part V, Line 13h - Other Factors Used in Determing Amounts Charged PatientsIncome Level
Part V, Line 16i - Other Means Hospital Facility Publicized the PolicyVisited patient rooms for self-pay admissions and offered the application. Part I, Line 7 - Explanation of Costing MethodologyRatio of Patient Care Cost-to-Charges is used in calculations.
Part I, Line 7, Column F - Explanation of Bad Debt Expense$7,877,635 of bad debt expense, $3,036,601 of charity care, $152,692,002 of contractual allowances is included on Form 990, Part IX, line 24, column (A).
Part III, Line 2 - Methodology Used To Estimate Bad Debt ExpenseThe costing methology used to determine the amount is cost to charge ratio.
Part III, Line 4 - Bad Debt ExpensePatient and trade accounts receivable are stated at the amount management expects to collect from outstanding balances. Balances that are still outstanding after management has used reasonable collection efforts are written off through a charge to the valuation allowance and the applicable patient accounts receivable. Credit is extended without collateral.
Part III, Line 8 - Explanation Of Shortfall As Community BenefitMedicare losses should be treated as a community benefit because the losses are incurred in performing an important public service, and Maine hospitals experience one of the lowest Medicare reimbursement rates in the country.
Part III, Line 9b - Provisions On Collection Practices For Qualified PatientsAll account guarantors who express an inability to pay inpatient and outpatient services will be screened for eligibility for charity care using an application and guidelines established by The Aroostook Medical Center. An account may be reconsidered for charity care at any time when new information is available about a patient's inability to pay.
Part VI - Patient Education of Eligibility for AssistanceFinancial assistance or free care is available only for medically necessary services. Posters are displayed in patient care areas, information and forms are available online on the hospital website, and patient billing representatives are also available to take calls and to answer questions.
Part VI - Community InformationThe Aroostook Medical Center (TAMC) is the largest, most comprehensive healthcare organization in Aroostook County, Maine. Governed by a volunteer board of trustees, our active medical staff consists of over 60 physicians and 48 allied health professionals. As a member of EMHS, we are able to provide care not commonly found in rural areas, including outpatient hemodialysis, diagnostic heart catheterization, acute inpatient rehabilitation, and comprehensive cancer care. A.R. Gould Memorial Hospital serves as the heart of TAMCs care delivery network, which includes Crown Emergency Care ambulance service, Crown Critical Care Transport ground and fixed-wing air transport service, several primary care centers, a broad scope of specialty services, and a 72 bed long-term skilled nursing and rehabilitation center. TAMC serves as EMHSs most northern member serving all of Aroostook County, Maine. As such, TAMC acts as a leader in the region to improve overall community wellness. TAMC leadership serves on the boards and subcommittees of the Aroostook District Public Health Council and several other health and economic development organizations.Aroostook County is home to 70,055 people, living in a region encompassing 6,671 square miles, with a population density of 10.8 people per square mile. Aroostook has 20.6% of the population over 65 years of age, which is higher than the Maine rate of 17.7%. Aroostook is predominately white (95.5%), with a small American Indian (1.8%) and Hispanic (1.1%) population. Aroostook trails Maine in education status with only 85.1% of adults having a high school diploma and less than 17% having a bachelors degree. The median household income in Aroostook is $37,855 and over 16% of people live below the poverty level. Major industries include agriculture and forestry.Of Maines 16 counties, Aroostook County ranks thirteenth in health outcomes and twelfth for quality of life. TAMC collaborated with public schools and higher education institutions to allow job shadowing, student internships, and implemented a week-long summer camp for students entering 9th grade. TAMC also supported community building through hosting American Red Cross Blood Drives.
Part VI - Explanation Of How Organization Furthers Its Exempt PurposeCollaboration is key in Aroostook County as TAMC works with numerous local and regional organizations to improve community health and engage people of all ages in healthy behaviors. Over the past year, TAMC has partnered with each of the Countys hospitals, the higher education institutions, ACAPs Heathy Aroostook program, the Aroostook Autism Support Group, United Way of Aroostook, and several other organizations to bring a variety of programs to the community. From promoting physical activity to collecting food for local pantries and a whole host of activities in between, TAMC has helped positively affect the lives of thousands of residents in northern Maine across the age spectrum. In the fall of 2015, TAMC provided free influenza vaccinations to more than 1,600 County residents.
Part VI - Affilated Health Care System Roles and PromotionThe 2016 Shared Community Health Needs Assessment conducted by EMHS (Eastern Maine Healthcare Systems) in collaboration with several member/affiliated hospitals and the many public health and community organizations across the state. The Shared Community Health Needs Assessment informs initiatives to promote community health across the system as well as within each member hospitals local service area. Each member hospital adopted a local implementation strategy and community health improvement plan, tailored to meet local needs.TAMC is a member of EMHS. EMHS (Eastern Maine Healthcare System) includes nine hospitals, numerous physician practices, long-term care facilities, home health and hospice, and ground and air emergency transport. As a top-performing national Pioneer Accountable Care Organization (ACO), EMHS has a proven record of quality outcomes, cost reduction, and highly engaged patients. The EMHS statewide network of care is tailored to the needs of communities and individuals, working to ensure that the people of Maine have the care they need close to home. Promotion of health is a major priority for EMHS. EMHS leadership participates on the Maine CDC Public Health Statewide Coordinate Council and the Maine Public Health Association. EMHS coordinates several state-wide wellness initiatives, including Move & Improve and Raising Readers. Move and Improve is a community-based physical activity program designed to encourage and empower individuals to engage in a healthier lifestyle through physical activity; as the program utilizes the web to invite individuals and sites (work, school, community, etc.) to participate, it has been successful in reaching participants in over 400 Maine towns, 19 different states and a handful of different countries. Raising Readers gives all Maine children through age five at least a dozen beautiful books to call their very own; distribution occurs through collaboration with hospitals and physician offices. In addition, the EMHS community health work will advance as it continues its three-year initiative to improve the health of Maines population in the seven most northern counties. This opportunity is made possible through a $4.05 million cooperative agreement with the Centers for Disease Control and Prevention where EMHS will lead a collaborative of eleven Healthy Maine Partnerships and other strategic community partners to reduce barriers that affect health, such as improving access to healthy foods, increasing opportunities for physical activity, preventing and managing chronic diseases, and educating and empowering people to lead healthy lives. TAMC (The Aroostook Medical Center) serves as EMHSs most northern member serving all of Aroostook County, Maine. As such, TAMC acts as a leader in the region to improve overall community wellness. TAMC leadership serves on the board of the Maine CDC Aroostook District Public Health Council. Over the past year, TAMC has engaged with several community organizations to introduce a significant number of health promotion and wellness activities, including a women's health conference, men's health conference, year round family physical activity series, kids safety fair, community health fair, wellness presentations for seniors, health screenings, supported a tobacco cessation program for a partner agency, provided outreach to the local housing authority and local native American tribe focused on wellness activites, and collaborated with a local CAP agency to pilot a food insecurity screening and referral program for pediatric patients.

Form 990, Part III, Line 4d: Other Program Services DescriptionOTHER PROGRAM SERVICES 4: MEDICARE SHORTFALLS (AT COST). 75,617 PERSONS SERVED OTHER PROGRAM SERVICES 5: Please see the following excerpt from the EMHS Annual Report to the Community for details of community benefit projects at EMHS members:Oh, the places we will go!As parents and grandparents we know well the wit and wisdom of New England's own Theodor Geisel, better known as Dr. Seuss. He reminds us, "... the things you can find, if you don't stay behind!" Dr. Seuss teaches us that innovation, leadership, and curiosity are noble traits that take us far in life. As leaders, we carry these lessons with us today. EMHS tirelessly seeks opportunities to innovate delivery of care by challenging the status-quo and pushing our organization to fearlessly exceed expectations in today's ever-evolving healthcare landscape. When taking a look back at 2016, we celebrate the amazing work being done across EMHS. Here, leaders come in all forms and nowhere is it more evident than in our 2016 Annual Report. Within these pages, you will meet some 'Girls on the Run' in Hancock County who are joyful, healthy, and confident; a family that welcomed a new baby and was grateful for excellent Neonatal Intensive Care; and a homecare nurse who travels thousands of miles each year to care for her patients. You will also learn how EMHS is collaborating with our communities on core concerns, such as food insecurity and overcoming Maine's opioid epidemic, and about the continued advancement of our population health efforts. Finally, as a proud Maine company, EMHS was pleased to be a part of the Acadia National Park Centennial; we share a look at our participation in the celebration. And, in an effort to bring the EMHS experience even closer to you, we've created an interactive online report in addition to our printed version. On the web, you will find beautiful videos of the inspiring stories discussed here along with interactive graphs and maps. We are proud to be a leader in this dynamic healthcare world. EMHS continues to embrace today's challenges all the while reflecting on how we can use our resources to create outstanding experiences for our customers and help shape vibrant, healthy communities. We have a lot of work ahead of us in 2017, or, to paraphrase Dr. Seuss, "You're off to great places! You're off and away!"M. Michelle Hood, FACHEEMHS President and CEOEvelyn S. Silver, PhDEMHS Board ChairOn your mark, get set...EMHS youth programs start kids off right for the race of lifeRaising children in today's world provides unique challenges. Issues such as childhood obesity and the prevalence of mental health issues like anxiety and depression among our youth have garnered the attention of parents and healthcare providers.Fortunately, research has shown that providing our children with healthy activities that teach them the value of exercise. Eating well and being part of their communities can make a big difference in their long-term well-being.With that in mind, EMHS organizations offer creative programs and activities designed to support the healthy development of kids, many times in collaboration with other area organizations.A shining example of this approach can be seen in Presque Isle, where The Aroostook Medical Center (TAMC) partnered with the University of Maine at Presque Isle and Healthy Aroostook to organize The REDY Youth Triathlon in September, 2016 as part of TAMC's ongoing Fit and Fun Series.Children, ages 7 through 14, swam, biked, and ran different distances based on their age category. Event organizers named the triathlon after REDY, a well-known mascot of Let's Go 5-2-1-0 (5 or more fruits or vegetables a day, 2 or less hours of recreational screen time, 1 hour of physical activity, and 0 sugary drinks),a nationally recognized youth obesity prevention program that has partners throughout Maine.Jayden Harvell age 8, who according to her mother, Heather, is very athletic, participated in the event, which was her second triathlon. Before Jayden participated, she commented, "Yeah, I'm growing up and I'm getting healthier and smarter, and this helps me get fit. I think it will be fun!"The concept of 5-2-1-0 is also reflected in Inland Hospital's Family Fun Series, now in its fifth year. Inland Hospital, located in Waterville, works with other local organizations to provide a monthly family-oriented event that promotes an active lifestyle. The hospital's community wellness team leader, Ellen Wells, plays an integral role in making the series run smoothly. "We are trying to engage the whole family to make physical activity a way of life. Down the road, that will mean lower adult obesity rates and the related chronic disease that goes along with that."In addition to the Family Fun Series, every Tuesday evening during the summer of 2016, Inland sponsored the Quarry Road Fun Run series. The Fun Run series was very popular, with an average of 15 participants for the nine-week program.Another innovative program that focuses on healthy weight and food choices is the Eastern Maine Medical Center (EMMC) Way to Optimal Weight program (WOW); it focuses on helping children and adolescents who are at higher risk for weight-related health problems. The program recently expanded to Maine Coast Memorial Hospital (MCMH) in Ellsworth, as well as TAMC via televideo technology in Presque Isle.MCMH, in partnership with the Down East Family YMCA, is also using physical activity as a conduit for developing the full spectrum of health-mind, body, and spirit-for young girls through the Girls on the Run (GOTR) curriculum. This is vital, as girls and young women face an overwhelming amount of exposure to images and messages that leave them questioning their personal value."One of the things I love about Girls on the Run is that it's big picture. It's not just about running. Its about teaching the girls life skills that will benefit them for the rest of their lives," explained Kimberly Formby, GOTR coach and Occupational Therapy supervisor at MCMH. "It is my hope that every third through fifth grade girl in our area has the opportunity to participate in this program." Meeting twice a week in small teams, Girls on the Run teaches life skills through dynamic, interactive lessons and running games. The curriculum is taught by certified Girls on the Run coaches and includes three parts: understanding ourselves, valuing relationships and teamwork, and understanding how we connect with and shape the world at large. Running is used to inspire and motivate girls, encourage lifelong health and fitness, and build confidence through accomplishment. Important social, psychological, and physical skills and abilities are developed and reinforced throughout the program. The program is in its second season and has already had 16 girls participate, with plans for another session in the spring of 2017.A program that focuses on a young person's psycho-social-emotional development, in the context of the broader community is Challenge Day, a nonprofit out of California. For 15 years, Acadia Hospital, the only EMHS psychiatric hospital, has coordinated and supported Challenge Day in dozens of Maine high schools, affecting thousands of students and hundreds of volunteer adult facilitators. This past fall, more than 400 high school students experienced Challenge Day at participating schools: Hermon High School, Freeport High School, Maine Central Institute in Pittsfield, and George W.Stearns High School in Millinocket. One Stearns High School student echoed the sentiments of those who wrote reflection papers after their experience, "Challenge Day was an extraordinary experience, unlike any other. The day is a great way to express your true feelings to one another, learn about other people, see what they have gone through, learn empathy and change who you are for the better."In an era where youth report feeling increasingly judged and isolated, Challenge Day provides a proven experiential program that helps transform individuals and entire school cultures. At Hermon High School, which is the only school to host Challenge Day continuously over the past 15 years, the positive effect has been remarkable.Retired Hermon High School health teacher Shelley Gavett, who was instrumental in Hermon's involvement, continues to coordinate the event in a volunteer capacity. "Kids that go to Challenge Day never forget their experience. The program has changed the culture of Hermon High School for the better and we know this because the students have expressed it to us over the years. What is extremely gratifying for me personally is that past graduates return to volunteer every year. We even had one former Hermon student travel from Tennessee just to volunteer this year because she was so affected by the day herself and wanted to help others experience it.
