DescOperationsThe Health Education Council, Inc. is a 501(c)(3) nonprofit organization dedicated to providing access, education, advocacy and training to empower individuals towards a healthy life. Since 1991, the Health Education Council (HEC) has existed to address the significant gaps and burden of preventable disease among our regions most vulnerable communities. Understanding that the majority of health happens outside of the doctors office and that social, economic and environmental factors shape our ability to make healthy choices for ourselves and our families, HEC works across sectors to address the foundational determinants of health and ultimately to prevent the chronic diseases associated with tobacco use, poor nutrition and lack of physical activity. Over the past fiscal year, our work has spanned the following concentration areas:Healthy Eating and Active LivingSafe NeighborhoodsTobacco ControlDescription of ProgramsLower-income families face barriers to eating healthy, being active, quitting tobacco products and getting preventive health screenings. Intersecting issues such as violence, mental health, housing, and economic stability among others, impact the communities we serve. Driven by this knowledge, the Health Education Council works to promote health where it happens- where residents work, live, pray, play, shop, learn and grow old. Each of HECs programs is an innovative and visionary response to the needs of the communities we serve. The following is an outline of the programs that were active during fiscal year 2016:Healthy Eating and Active Living ProgramsTraining Resource Center Delta and Gold Country Service Area- The Health Education Council is the host of the Delta and Gold Country service area Training Resource Center (TRC) for the California Department of Public Healths (CDPH) Nutrition Education and Obesity Prevention Branch (NEOPB). The overall purpose of the TRC is to provide training and support services to assist local health departments in the 14-county Delta and Gold Country service area (Alpine, Amador, Calaveras, El Dorado, Mono, Nevada, Placer, Sacramento, San Joaquin, Stanislaus, Sutter, Tuolumne, Yolo and Yuba counties) in the delivery of their Supplemental Nutrition Assistance Program Education (SNAP-Ed) programs and projects. Healthy Eating Active Living (HEAL) Collaborative- HEC facilitates the HEAL collaborative which is a collective of agencies working toward similar goals within the Delta and Gold Country service area. The collaborative works to foster informed communities whose residents eat healthfully and participate in regular physical active within communities that support healthy lifestyles.South Sacramento Valley Hi Healthy Eating Active Living (HEAL) Zone- Working with a variety of partners from within the Valley Hi neighborhood, the HEAL Zone, implements a variety of education, training, advocacy, and resident engagement activities to reduce obesity and the related chronic diseases. HEAL Zones objectives are as follows: 1). Decrease calorie consumption, especially sugar-sweetened beverages; 2). Increase consumption of fresh fruits and vegetables; 3). Increase physical activity in community settings, such as parks and safe routes for walking and biking; 4). Increase physical activity in institutional settings, such as schools and worksites.Fit Kids- A nutrition education program that aims to increase the number of adolescent youth functioning in the healthy fitness zone by increasing participants knowledge about nutrition and physical fitness and then extending these learnings to the participant family members. Nutrition Education Obesity Prevention (NEOP) Program- The Health Education Council provides coordination and support for community based nutrition and physical activity education and program development to achieve the goals of the NEOP program in Sacramento and Placer Counties. The following venues are used to facilitate behavior change with the goal of preventing obesity and other diet related chronic diseases.oFaith Based- Improving the quality of health and overall wellness within churches and faith-based organizations by connecting the needs of the spirit to the physical needs of the body. The faith based program caters to each faith entity we partner with by providing them a framework, titled Body & Soul, which outlines activities that can be adjusted to fit the needs of its members.oSchools and After school Programs- Motiving children to eat more fruits and vegetables, decrease consumption of sugar-sweetened beverages, and enjoy 60 minutes of physical activity every day. In partnership with the City of Sacramentos START program, activities include training teachers, school administrators, and food service staff to conduct nutrition education activities in schools and after school programs, providing nutrition education classes for parents, and working in partnerships with local school districts to update and strengthen school wellness policies throughout Sacramento County.oPeer to Peer Education- Focused on building the capacity of peer educators from the Sacramento community to promote the benefits of increasing fruit and vegetable consumption, physical activity, and participation in the Cal-Fresh program.oRetail- HEC partners with regional supermarkets, small chains, and independent grocery stores to increase the purchase and consumption of fruits and vegetables among low-income families. Through the retail program we work with stores to help them understand their ability to help reduce the risk of chronic diseases such as obesity, type 2 diabetes, heart disease, and cancer in our communities.Ventanilla de Salud- The health window is a collaborative partnership with the Consulate General of Mexico in Sacramento, through which HEC provides health information, referrals and resources to low-income immigrant families from 24 Northern California counties.Worksite Wellness- The Health Education Council works with local businesses to provide technical assistance, training and resources to help employers prioritize employee well being and disease prevention. Health4All- Through the Health4All program, HEC works to provide outreach, education and enrollment assistance to immigrant families with undocumented children newly eligible for full Medi-Cal coverage in Sacramento County.Tobacco Prevention Programs.National Summit on Smokeless and Spit Tobacco- HEC convened the 8th National Summit on Smokeless and Spit Tobacco which welcomed hundreds of tobacco control advocates from across the country. Through the summit, HEC worked to facilitate the sharing of best practices and emerging strategies in the fight to prevent and control the use of smokeless and spit tobacco. Safe Neighborhoods ProgramsMinority Youth Violence Prevention Initiative- This initiative aims to address youth violence, improve academic outcomes, increase access to public health and social services, reduce disparities, reduce negative encounters with law enforcement and reduce violent crimes against minority youth in several of our regions most distressed neighborhoods. The initiative combines community policing and prevention approaches within a public health framework.Gang Task Force Initiative- A collaborative program implemented in the Valley Hi community of South Sacramento that applies community engagement and awareness activities to impart life skills, foster cognitive development, facilitate family support, and provide workforce readiness and job training for youth. SHOP operationalizes its program into a series of eight-week workshops targeting 80-100 at-risk and high-risk youth and 50-75 adult allies at Providence Place apartment complex and SSCC Family Life Center building sustainable youth capacity to positively respond to conflict.Desc
