DescNLIHC is dedicated solely to achieving socially just public policy that ensures people with the lowest incomes in the United States have affordable and decent homes. NLIHC conducts research on affordable housing in the U.S. and educates, organizes and advocates for decent, affordable housing, especially for those most in need. NLIHC's goals are to preserve existing federally assisted homes and housing resources, expand the supply of low income housing, and establish housing stability as the primary purpose of federal low income housing policy.NLIHC's recent accomplishments include:- Produced and distributed a flagship online and print research product, Out of Reach, which documents the "Housing Wage" needed for a household to afford a modest rental apartment in every state and jurisdiction in the country and showcases the gap between prevailing rents and what renters earn and the minimum wage everywhere in the U.S. Out of Reach attracted extensive media coverage, including by The Wall Street Journal, The Washington Post, Forbes, The Chicago Tribune, Time Magazine, City Lab, Vox, Politico, NPR News, and many others. The CityLab article on the 2016 Out of Reach report was shared more than 75,000 times. - Published and widely distributed the 2016 edition of The Gap: The Affordable Housing Gap Analysis, documenting a shortage of 7.2 million affordable and available rental units for the nation's 10.4 million extremely low income (ELI) renter and the fact that 75% of the lowest income renter households were severely housing cost-burdened.- Hosted a national housing policy forum attended by more than 280 advocates, researchers, residents, government officials to discuss and learn about issues and solutions to homelessness and housing poverty. - Engaged in a robust education, outreach, and capacity-building effort to prepare for implementation of the national Housing Trust Fund (HTF) in 2016 and worked to protect the HTF from threats to defund it. The HTF is the first new funding in a generation to produce, rehabilitate and preserve homes for the lowest income people in America. We also developed a new HTF Developers Advisory Group to serve as a resource to advocates and affordable housing developers around the country and published two papers on financing and operating extremely low income affordable housing and on using operating assistance and operating assistance reserves.- Participated in 193 interviews and other exchanges with print, online, television and radio media on affordable housing issues and solutions. Nationwide, 2,295 media stories mentioned NLIHC, United for Homes, NLIHC research, the national Housing Trust Fund, and other NLIHC-related topics. - Published 48 issues of Memo to Members, NLIHC's highly regarded national weekly e-newsletter on national and state affordable housing developments, legislation, regulations, and research.- Produced and distributed to Coalition members and other partners the annual NLIHC Advocates Guide, the most comprehensive compendium of federal affordable housing programs, laws, and issues in the nation.- Produced and published "The Long Wait for a Home Housing Spotlight 2016" documenting the state of waiting lists for Housing Choice Vouchers (HCV) and public housing across the country. - Regularly engaged our members in education and advocacy efforts and supported the activities of 60 state housing and homeless coalitions in 42 states.- Continued to educate and advocate for the United for Homes campaign which calls for modest changes to the mortgage interest deduction that would provide a greater tax benefit to 25 million lower income homeowners and would generate more than $240 billion over ten years to invest in affordable rental housing solutions.- Partnered with the Public and Affordable Housing Research Corporation to update and offer the National Housing Preservation Database, the only publicly available national inventory of assisted housing across federal subsidy programs at the property address level.- Published and distributed nationally to over 1,500 recipients two editions of "Tenant Talk," an informational resource for low income public housing residents, subsidized housing tenants, and other low income individuals.- Convened and led several broad-based national policy advocacy campaigns and task forces: the Campaign for Housing and Community Development Funding, the United for Homes (UFH) campaign, the national Housing Trust Fund (HTF) policy committee, and the Housing and Criminal Justice Reform task force.Desc

Part V, Line 4:These funds are used to support NLIHC operations and programs. Each year, the Board instructs management to assign 5% of the value of the endowments on October 1 to the next year's budget. Management may also propose to draw an additional amount from the Anonymous quasi-endowment to fill budget shortfalls - for consideration by the Board for approval of the annual budget.
Part X, Line 2:NLIHC performed an evaluation of uncertainty in income taxes for the year ended December 31, 2016, and determined that there are no matters that would require recognition in the consolidated financial statements or that may have any effect on its tax-exempt status.

Form And Line ReferencePart I, Line 2:FormAndLineReferenceDesc
ExplanationHotel and travel assistance is provided for some low income individuals and some others (e.g., panelists, speakers) participating in our annual conference/forum. In most cases expenses are paid for directly by NLIHC, not by the individuals. In that regard, such expenses are tracked and accounted for in the same manner as all other expenses. In some cases, conference/forum participants purchase economy-fare airline or train tickets and are reimbursed by NLIHC. Modest stipends ($800-$1200) were provided to student interns volunteering at NLIHC offices during the fall, winter and summer school semesters. NLIHC provided a grant to the National Low Income Housing Policy Center (the Policy Center), which is a related organization that is exempt under 501(c)(4) to perform various lobbying activities in support of NLIHC's mission. All staff of the Policy Center must record any time incurred for lobbying in their electronic time sheets. Once all staff have entered their time for each month, the Chief Operating Officer (COO) then pulls a report that details any staff time charged to direct or grassroots lobbying and to the Annual Policy Forum (a percentage of which is charged to the Policy Center because the forum includes a lobby day on Capitol Hill) and calculates the Policy Center's salaries, taxes and benefits based on these time sheets. The COO also monitors all other expenses monthly and ensures any related to grassroots or direct lobbying are assigned to the Policy Center in the financial system.ExplanationTxt

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Form 990, Part VI, Section B, line 11bNLIHC's federal Form 990 is prepared by an outside accounting firm based on input from NLIHC staff. Upon its completion, the draft Form 990 is reviewed by the NLIHC Board of Directors prior to filing with the Internal Revenue Service.
Form 990, Part VI, Section B, line 12cNLIHC has a conflict of interest/disclosure policy/statement that each board member and staff member reviews and signs annually. If a conflict of interest arises, the director or officer having the conflict does not participate in the final deliberation or decision regarding the matter under consideration, and will retire from the room during the deliberations. Any proposed activity or transaction in which a director or officer has a conflict of interest must be approved by a majority of the directors of the Board of Directors or of the applicable committee of the Board of Directors entitled to vote other than the interested director(s) at a meeting at which a quorum is present, even though the disinterested directors may constitute less than a quorum. Such interested director(s), if present, may be counted solely for purposes of determining whether a quorum is present. The minutes of the meeting of the Board of Directors or the Committee of the Board of Directors reflect that the conflict of interest was disclosed and that the interested person did not vote or participate in the final discussions, and, if appropriate, was not present during such discussions and vote. Where there is a doubt as to whether a conflict of interest exists, the matter is resolved by a vote of the Board of Directors or the Committee of the Board of Directors, excluding the person concerning whose situation the doubt has arisen.
Form 990, Part VI, Section B, line 15aNLIHC periodically conducts a survey of salaries and benefits of staff, including President and CEO and other key staff, from comparable organizations located in or around the District of Columbia. This survey was last performed for all staff in 2010 and for the President and CEO position in 2015. The full Board of Directors votes on and approves the annual organizational budget each November, which includes proposed across-the-board salary adjustments that are applied to the President and CEO and other key staff. The Board of Directors considers the organization's budget, as well as prevailing salaries and benefits for nonprofit CEOs in the DC metropolitan area, when determining the salary of a new CEO.
Form 990, Part VI, Section C, line 19NLIHC's bylaws, board minutes, conflict of interest statements, and other policy documents are maintained at NLIHC's offices and are made available to anyone who requests to see them. Financial statements are published each year in NLIHC's annual report, which is made available to all NLIHC members, supporters, and other key stakeholders and to the general public on the organization's NLIHC website.
