DescENCOURAGE AND FOSTER BUSINESS OWNERSHIP BY MEMBERS OF DISADVANTAGED GROUPS: Through NDC's small business lending unit, we have assisted more than 590 small businesses owned by disadvantaged individuals or located in low-income Census Tracts across the nation by providing loan capital and business counseling. NDC has extended over $225 million in small business financing at below market interest rates and with attractive terms. The business counseling is provided at no cost to the small businesses. Over the last several years, our small business loan fund has received national recognition from a variety of institutions: - JP Morgan Chase awarded NDC's small business lending unit a $2.3 million grant to make small business loans in distressed and underserved communities across the country. Working with local COMMUNITY DEVELOPMENT FINANCIAL INSTITUTION, Community Development Entity and Community Development Corporation, NDC provides technical assistance and finance training and uses NDC's Grow America Fund to make loans to small businesses who invest in their communities and create jobs. The $33 million in financing extended through the Chase program has provided appropriately priced capital to 41 small businesses who have created or retained 1,500 jobs. In addition to the Chase funding, NDC has received grants and program related investments from the Ford Foundation, Tacoma Community Foundation and the Seattle Foundation to support small business lending in distressed communities. - In 2015, the United States Department of Commerce, Economic Development Administration (EDA) made an $850,000 credit facility available at a 0% rate of interest to make loans to disadvantaged businesses in distressed communities in Washington State. In 2016, NDC made its first loan in the program and is continuing to lend under that program. NDC is currently negotiating with EDA to acquire funds to expand the lending footprint.- NDC has entered into a lending partnership with The National Urban League, The Urban Empowerment Fund and Morgan Stanley to make loans available to African-American borrowers in selected urban markets across the United States. The first program, The Greater Cleveland Capital Access Fund started in Cleveland, Ohio on December 31, 2016 and made six loans by year-end to borrowers who have been participating in the Greater Cleveland Urban League's Entrepreneurship Center. The Capital Access Fund lending and business counseling program will be expanded to other cities in 2017 and 2018.- NDC created its second small business and affordable housing lending vehicle, NDC Community Impact Loan Fund (CILF), a non-SBA small business and affordable housing lender recognized as a COMMUNITY DEVELOPMENT FINANCIAL INSTITUTION by the U.S. Department of the Treasury. Both CILF and GAF are making loans through the Capital Access Fund partnership. The following are some examples of disadvantaged businesses that NDC's small business loan programs have recently assisted: - MedWheels: Created by Jane Gonzalez in 2005, Medwheels provides durable medical goods to clients living in the San Antonio, TX metropolitan area. The company is a preferred provider for Medicare, Medicaid, Wellcare, Humana, and Care Improvement Plus. Medwheels supplies wheel chairs, walkers, hospital beds, compression socks, oxygen tanks, catheters, mobile electric scooters and a dozen or so other products for use at home to clients covered by the mentioned insurers. NDC made two loans to Medwheels totaling $513,040. Using NDC financing saved the company nearly $1,700 a month or over $20,000 annually compared to conventional loans available in the market.- Caf Campesino: Dina Torres had been operating Caf Campesino, in a kiosk rented from the City of Santa Cruz, CA since 2002. She also rented commercial kitchen space for food preparation since her kiosk lacked a full commercial kitchen. Caf Campesino specialty is home cooked style food, prepared from classic rustic recipes, using mostly organic ingredients to create an eclectic, but old-style selection of Mexican/Spanish dishes. After many years of preparation and planning, Ms. Torres has achieved her dream of opening her own full service restaurant in Santa Cruz. Her new restaurant is located at 1116 Soquel Ave in Santa Cruz. With a $150,000 loan provided by NDC, Ms. Torres was able to buy the assets of an existing restaurant, renovate 1,900 sf of restaurant and kitchen and pay for closing soft costs. - Learning to Grow: Established in 2002, Learning to Grow is now operating out of two locations in Cleveland, OH and serves low-income families with a need for traditional and non- traditional childcare services. The company enjoyed a good banking relationship until 2014, when its commercial bank decided that they no longer wanted Learning to Grow as a borrower. This placed tremendous strain on the business and threatened to affect the low-income families that rely on the childcare services they provide. NDC, through the Capital Access Fund of Greater Cleveland provided a $1,245,000 loan to refinance the banks debt while also providing an extra $30,000 in permanent working capital. - Blue Haven: After successfully operating Panvimarn Thai Cuisine since 2009, the majority owner Paknavin (Joseph) Khemsap approached NDC for its help with opening a second location in downtown Long Beach CA. Blue Haven Thai Cuisine, owners JPaknavin (Joseph) Khemsap, Choe Jirattikanchote, Sararee (Blue) Jirattikanchote, utilized Joseph's grandmother's recipes to create an authentic Thai dining experience.NDC provided a loan of $535,000 to complete leasehold improvements and cover closing costs. NDC also coordinated its underwriting and loan approval with the City of Long Beach who provided a $300,000 EDA loan to purchase furniture, fixtures, and equipment and fund pre-construction costs, security deposits, opening inventory and start-up wages. - US Traffic Control: Owned by Nicole Beringer, US Traffic Control Inc. (USTC) is a manufacturer, retailer, and rental provider of work zone safety equipment. The business is located in western upstate New York. In addition to supplies and equipment, the company provides flagger and safety crews for construction and utility work. It is a certified WBE and a disadvantaged owned business (DBE). The company outgrew its rented facility and needed NDC assistance to purchase a larger facility that will accommodate the company's continued growth. In addition, NDC refinanced USTC existing high interest debts, helped it acquire new equipment, and provided new long-term working capital. NDC made two loans to the company totaling $902,000. The loans were used to acquire a new building, refinance existing loans including a high interest short-term loan, purchase new machinery and equipment, and supply new working capital. - Ventbike: Ventbike Tech LLC (VTL) is a full-service motorcycle, snow blower and generator repair shop. The business owner is Pedro Ventura. Ventbike is located in the South Bronx, New York. Mr. Ventura founded VTL in 2012 after working for 30 years in the motorcycle and small engine repair business. GAF provided a loan of $75,000 to refinance high interest rate debt thereby saving the company $1,500 a month or $18,000 annually.- Meditrina: Created by Jennifer Gilroy in 2008, Meditrina is a fusion small plate restaurant that was located near the professional basketball arena in Salt Lake City, UT. While that location allowed a small start-up with minimal initial investment capital an opportunity to grow and flourish, the business quickly outgrew its limited space. Meditrina is known for its imaginative small plates with bold and uniquely paired flavors, excellent service and an interesting dining atmosphere. Unfortunately, the popularity of the restaurant forced Jennifer to seek a new location.NDC helped finance the company's move to a new location in Salt Lake City's Central Ninth District. The new location is 2,700 square feet and seats approximately eighty-five guests inside, and another twenty on the patio during warm months. NDC provided a $150,000 loan for tenant build-out and working capital. In addition, Salt Lake City provided a $50,000 subordinate loan that was used to purchase furniture, fixtures and equipment. - Kru Partners: Kru, Inc., DBA Kru Contemporary Japanese Cuisine (Kru) is a four-star Japanese restaurant founded in 2005, providing a unique upscale casual Japanese inspired dining experience. The business outgrew their leased space and requested a loan from NDC to move to a larger location that would allow them to expand their food and beverage offerings to include additional menu items and a full bar and bottle shop. NDC provided a tenant improvement loan of $975,000 and an equipment loan of $250,000.Desc

DescINFORM AND AID COMMUNITIES IN OBTAINING AND UTILIZING GOVERNMENTAL FUNDS FOR SUPPORT OF LOCAL ECONOMIC DEVELOPMENT: NDC conducts training and provides counseling and technical assistance to disadvantaged communities for support of local economic development. During the year, NDC worked with more than 100 communities providing technical assistance and guidance in carrying out economic and community development strategies, programs and projects and in developing public facilities. Through these services, NDC achieved financing for projects and programs, with government and private sector funds, in excess of $800 million. A sample of the projects for which NDC is providing technical assistance and training around the country include:- In 2016, NDC, working with the City of Scranton, PA entered into a 49- year concession lease to operate and improve the on-street and off-street parking assets of the City. The City of Scranton operated under extreme fiscal constraints for the last twenty years. The parking concession was part of a larger plan to restructure the City's finances and return the community to a sound financial footing. The $40 million tax-exempt financing provided funds that allowed the city to meet its unfunded pension liability and refinance existing debt.- Working with the National Urban League, the Urban Empowerment Fund, the City of Cleveland, Cuyahoga County, and Morgan Stanley, NDC has formed a partnership with the Urban League of Greater Cleveland to increase African-American small businesses' access to credit. The program works with businesses to ready the entrepreneur for acquiring debt, structures debt that meets the needs of the business, and provides mentoring to the business after the loan has been made. NDC launched the Greater Cleveland Capital Access Fund on December 1, 2016 and closed six small business loans before the end of the year. - In 2016, NDC Training delivered a total of 385 days of training to 3,200 students drawn from nonprofit community development corporations, community development finance institutions, federal, state and local government, community foundations and other organizations working in economic, housing and community development. In addition to NDC's nationally recognized certification training for housing and economic development finance professionals, new courses were developed on behalf of the USDA to enhance staff underwriting skills for critical rural small business lending, community facilities, including hospitals and public safety buildings. In addition, NDC developed a training program for USDA to teach underwriting and project structuring skills necessary when combining a B&I Loan Guarantee with New Markets Tax Credits. This course was taught in both a classroom setting and via webinar. In 2016, NDC working with the Connecticut Housing Finance Authority and the Connecticut Housing Agency revamped the curriculum and expanded the Connecticut Housing Academy to support the skills of nonprofits working create and preserve affordable housing in the State. The Academy provides training and technical assistance in the creation and preservation of affordable rental housing to, housing authorities, nonprofit owners and developers of affordable housing in the State. - In New Rochelle, New York, NDC provided community/economic development technical assistance to the City, which resulted in the selection of a master developer for the TOD Downtown Cluster Development. The executed Master Development Agreement allows for 12 million square feet of overall development including 2.4 million square feet of office, 1 million square feet of retail, 6,370 units of market rate and affordable housing and 1,200 hotel rooms. NDC also assisted the City in drafting a new Uniform Tax Exemption Policy and a Community Benefit Agreement. - Through a continuing partnership with national coalitions like the New Markets Tax Credit Coalition, OFN, The Community Development Financial Institutions Coalition, The National Rural Housing Coalition, NACEDA and others, NDC is able to identify and provide training and technical assistance to low-income communities engaged in the creation of jobs, affordable housing and public infrastructure.Desc

DescTO PROVIDE HOUSING FOR LOW INCOME PERSONS:NDC conducts training and provides counseling and technical assistance to disadvantaged communities and nonprofit organizations in support of providing housing for low-income persons. During the year, NDC worked with more than 100 communities and nonprofit organizations and provided training to more than 1,800 practitioners in housing development for low-income persons and in low-income communities. Our technical assistance provided to nonprofit service providers and community organizations and through NDC's nonprofit housing affiliate and low income housing fund spurred $89.6 million in NMTC equity investment that resulted in public and private sector financing totaling more than $200 million, creating or rehabilitating 1,080 housing units for low income persons, families, the elderly, and persons with special needs. Through our housing development affiliates, NDC has developed over 9,520 units of housing for low income and disadvantaged persons. Collaborating with communities and/or local not-for-profits, housing authorities and for profit developers we initially evaluate the role that we should play in a particular affordable housing project, identify the development team, design the project and structure and close the financing. More than 60% of our projects are undertaken with not-for-profit partners and over 35% of our projects are located in rural areas across the country. While the majority of our projects involve new construction, we have completed numerous rehabilitations and historic rehabilitations. A sample of some of our projects that we are working on or have completed over the last several years include: - Working with the State of Connecticut Housing Finance Agency and the Connecticut Department of Housing, NDC is continuing to manage the Connecticut Housing Academy, which provides training, technical assistance, and financing under the State's affordable housing creation and preservation program. The program is designed to build new and keep existing affordable housing units that have completed their regulatory compliance periods from becoming market rate housing. In March of 2016, NDC closed the first $31.8 million of a three-phase rehabilitation and adaptive-reuse of the historic Ponemah Mills in Norwich, CT. The mill is listed on the National Register of Historic Places and is situated in the Last Green Valley, a National Heritage Corridor. The total project when completed will occupy 650,000 square feet but this first phase includes 116 units of mixed-income rental housing. The funding for the project included both Low Income Housing Tax Credits and Historic Preservation Tax Credits. - In Augusta, Maine, NDC invested in the Coney Flatiron Senior Residence project, an adaptive re-use of a former high school, which created forty-eight units of affordable housing for the areas growing senior population. The Coney Flatiron Senior Residences was awarded a prestigious Timmy Award for excellence in historic preservation. - In rural Lincoln County, Nevada, NDC invested $5.5 million for the consolidation and rehabilitation of three projects totaling 52 units into one commonly managed project. The units are available to individuals and families earning between 30 to 60 percent of Area Median Income. The project was financed through a combination of equity raised through the sale of Low Income Housing Tax Credits and loans from the USDA and HUD. In addition to the rehabilitation of the units, solar panels were installed over carports to reduce electric both costs, and the projects carbon footprint. - In Detroit, Michigan, NDC invested $7.6 million into a new construction project that created twenty-eight two and three bedroom townhome units. The Mack-Ashland II project, developed by the nonprofit Southwest Housing Solutions, will set aside eight units for permanent supportive housing, five units for families earning 40% of Area Median Income (AMI) and fifteen units for families earning 60% of AMI. The project is being constructed on cleared land in a blighted neighborhood where derelict abandoned homes once stood. - Working with the National Rural Housing Coalition, Rural LISC and various state affordable housing coalitions, NDC provides continuing technical assistance and financial support to rural housing organizations across the nation.Desc
