Intended Uses of Endowment FundsSchedule D, Part V, Line 4 Investment income earned on the NEH endowment funds is to be used for support of humanities activities in education, public programming, scholarly research, and preservation and is temporarily restricted until used for that purpose. Investment income earned on the Mellon endowment fund is to be used for general unrestricted purposes.
Liability for Uncertain Tax Position (ASC 740)Schedule D, Part X, Line 2 IREX is exempt from federal income taxes under Section 501(c)(3) of the Internal Revenue Code and has been classified by the Internal Revenue Service as an organization that is not a private foundation. Under provisions of the Internal Revenue Code Section 501(c)(3), and applicable state regulations, IREX is exempt from taxes except for unrelated business income. For financial statement purposes, IREX is required to record a liability for any material tax position taken which does not meet the minimum thresholds of "more likely than not" to be successful under regulatory challenge. No provision for income taxes has been recorded in 2014 and 2013 since management believes there is no material unrelated business income or material uncertain tax positions requiring the recognition of a liability. The tax years 2011, 2012, and 2013 remain subject to examination by taxing authorities.

Procedure for Monitoring Use of Grant Funds Outside U.S.Schedule F, Part I, Line 2 IREX requires programmatic reporting from all grantees. Periodic financial reporting is required from all grantees who receive cost reimbursable awards. Programmatic reports are reviewed by IREX to ensure planned activities are undertaken and that all work is within the scope of the award. Financial reports are reviewed to ensure that grant funds are used for the purposes intended. Site visits by IREX staff are encouraged and taken whenever practical. Additional oversight measures including more frequent reporting, audits, physical evidence of performance, etc., are employed when normal oversight indicates areas of concern. As part of its headquarters oversight function, IREX has a Financial Review program for its fieLd offices. This program is intended to assess the soundness of the financial management practices in our fieLd offices, as well as to identify and resolve any related issues. For this purpose, a team of financial experts within IREX as well as external consultants conduct periodic reviews of our field offices. Field offices are selected for review based on a risk assessment that is performed by the Field Finance Manager and the CFO on a yearly basis; over the past three years a number of IREX country offices benefited from this program.
Purpose of Grants to Individuals and Organizations outside the U.S.Schedule F, Parts II and III IREX PROVIDED EDUCATIONAL OPPORTUNITIES TO STUDY IN THE U.S. FOR APPROXIMATELY 724 INTERNATIONAL STUDENTS FROM JULY 1, 2013 TO JUNE 30, 2014. Housing allowance or residence for personal useSchedule J, Part I, Line 1a Housing allowances are provided to expatriate employees located in IREX overseas field office programs.
