DescKeystone organizations (Keystone) provide comprehensive community-based services for children, young people, adults and families in the areas of intellectual disabilities, autism, mental health, early intervention and children and family services. Keystone accomplishes its Mission through a family of agencies and subsidiaries of Keystone Human Services (KHS).KHS sets the strategic direction for Keystone, which includes:1. Apply Human Resource Strategies and Policies Essential to Achieve Our Mission2. Apply Our Expertise and Capacity Globally 3. Continue to Acquire State of the Art Information and Communication Infrastructure to support the strategy and mission of the organization4. Develop, Expand, and Promote Comprehensive Systems of Care5. Establish a Comprehensive Fundraising, Development, Media and Grant-Writing Capacity 6. Exercise Responsible Stewardship for the Resources and Capacities entrusted to Our Care.7. Establish and maintain a capital base appropriate to sustain our mission and responsibilities for the long term8. Play a Leadership Role in the Human Services IndustryKeystone achieved the following significant accomplishments during the fiscal year ended June 30, 2014:In the Commonwealth of Pennsylvania, KSS operates Intellectual Disabilities services through which individuals received services in a variety of settings ranging from their own homes to agency owned homes, family-provider homes, community supports, and adult day centers. Over 1,150 individuals receive services through these programs. KSS secured approvals to be a service provider in Washington D.C. and started services for one residential program in the District.KSS also operates Adult Mental Health services are offered in a variety of settings ranging from the homes of the individuals served to agency-owned homes, the community, employment centers, psychiatric rehabilitation programs, and drop-in centers. Approximately 1,235 individuals receive services through these programs. Children and Family Services, operated by KSS, design and implement resiliency-focused, empirically-based supports for the most at-risk and vulnerable children and families through a wide range of programs. Approximately 2,485 individuals receive services through these programs.Key supports individuals in the State of Connecticut with intellectual disabilities in residential services. In the Individual and Family Support Services (IFS) individuals received support services in the areas of autism, individualized day support, supported homes and youth transition.KP is the fundraising organization for Keystone. Funds were raised on behalf of all of Keystones programs. Specific efforts are directed towards those programs that are significantly dependent upon private donations to fund operations. KHSI is dedicated to advancing the Mission and Vision of KHS internationally. KHSI has two international subsidiaries: Keystone Human Services International Moldova Association (KHSIMA) and Keystone Foundation for Children and Families (KFCF) in Russia. KHSIMAs Community for All Moldova (C4A MD) initiative is assisting the Moldavian government put into effect policies and practices regarding the rights of people with disabilities, in particular, focusing on the unjust institutionalization of children and adults with intellectual disabilities. Developed in collaboration with OSMHI, Soros Foundation Moldova, and the Moldavian Ministry of Labor, Social Protection and Families, the goal of this program is the closure of a long stay residential institution in Orhei, Moldova, and the development of community based services as the alternative to institutional care. Over the long term, this initiative is focused on creating a future of full societal inclusion for all children and adults with intellectual disabilities in Moldova. To date, 117 children and adults have been moved from Orhei institution: 49 were reintegrated into their biological families; 42 in Community Home services; 16 in Supported Living service; 5 moved in Foster Care services; and 5 adults moved into a Shared Living service.Due to the financial and fiscal restraints in the U.S. and within Keystones international programs, it has become difficult to support and maintain the Moldova program and the Russia program simultaneously. In order for Keystone to continue services overseas, while dealing with funding cuts in the U.S. and with Soros Foundation Moldova, it has been decided to cease operations of the KFCF.Keystone Autism Services served 150 adults through the Adult Community Autism Program (ACAP) during the year ended June 30, 2014. The past year has seen many personal achievements from the ACAP participants. Staff has helped several participants transition from residential facilities or their family homes to independent living within their communities. Other participants have completed their college degrees and obtained meaningful part and full-time employment including at SAP which is known for only hiring individuals with Autism Spectrum Disorders. Two ACAP participants have published original autobiographical books and many have found volunteer opportunities in museums, pet shelters, food banks, and free community services to others.Keystone continued to meet established financial objectives aimed at strengthening the financial base to assure long term commitments of service can be honored while at the same time maintained high quality of services provided.KHS and all of the Keystone subsidiaries received unqualified opinions, the highest level of assurance available of their financial statements by independent international auditing firm. No significant corrections or internal control related matters were noted by the auditing firm.Desc
