DescriptionMercy Hospitals East Communities ("MHEC") provides quality medical health care regardless of race, creed, sex, national origin, handicap, age or ability to pay. In active pursuit of this mission, MHEC provided services to 46,752 inpatients, 115,306 emergency room visits, 1,016,381 outpatient visits, and 55,168 clinic visits.MHEC is a Catholic health care corporation that, pursuant to the organizational core belief that health care services are a vital and integral part of the Church's healing mission, engages in a ministry which provides general acute care, ambulatory, long-term and home care health services to individuals and families in its service communities. Consistent with the organization's commitment to social accountability and the provision of community benefit, MHEC offers other services and programs which further health promotion, maintenance and care. MHEC's services include two clinics which were established specifically for individuals who are uninsured or underinsured and do not have a means to pay for healthcare services. These clinics provide a significant focus on prenatal care. Many clinic patients were also treated, on a charitable basis, as inpatients. In response to the increased needs of the underinsured in the St. Louis area, these clinics have continually expanded, offering new services to more patients. The institution continues to focus on the provision of primary health services and education to the community, regardless of their means to pay for these services. The organization also has a continuing commitment to health research and to health education at all levels.Although reimbursement for services rendered is critical to the continued ability to provide healthcare services to all patients, MHEC recognizes that not all individuals possess the ability to purchase essential medical services and, further, that part of our mission is to provide healthcare services and healthcare education to the communities in which our facilities are located. In keeping with MHEC's commitment to serve all members of the communities it serves, MHEC provides (i) free care and/or subsidized care; (ii) care to persons covered by governmental programs at below cost; (iii) health activities and programs to support the community; (iv) health education programs; and, (v) a variety of broad community support activities. Among the community support activities offered by MHEC are the following:-Community Education Programs-Support Group Meetings-Health Fairs and Screenings-Immunizations-Provision of Free Health Information -Home Delivered and Congregate Meals-Indigent Care Clinics-Pre-Natal and Well Baby Care for the Indigent-Health Professions Education Programs-Support of Community Programs, including active United Way participant, Provision of Scholarships, Healthcare for the Homeless Coalition, etc.-Provider of Financial Counseling and Discharge Counseling Services for all Patients-Provision of Chapels in each Hospital and Chaplains/Religious Lay Staff to Minister to the Religious Needs of any Patient and their Families.-Volunteer AssociationMHEC provides care to patients who lack financial resources and are deemed to be medically indigent. As defined by the institution's charity policy, MHEC does not pursue collection of amounts determined to qualify for charity care. In addition, MHEC provides services to other patients under the Medicare Program and various state Medicaid programs. Such programs pay providers amounts that are substantially less than billed charges, and frequently less than the cost, of the services provided to the recipients. Care is provided to those with limited or no ability to pay. The cost, net of any payment received (net cost), to MHEC of providing care to persons qualifying for charity or Medicaid totaled $40,939,473 in the year ended 6/30/13. Additionally, the net cost for services provided to elderly and disabled patients under the Medicare program totaled $26,885,108. These amounts do not include the cost of health activities and programs to support the community, health education programs and other community support activities. The services provided by MHEC, as well as the amount of charity care provided, demonstrate the ongoing commitment of the organization to serve in a leadership role as an advocate for responsive healthcare services for the community, with a deep commitment and sensitivity to meeting the needs of the poor. Each activity for which income is reported in column (B) of Part VIII is undertaken in furtherance of the organization's healthcare and community benefit mission described above.Description

Part I, Line 7, Column (f): The Bad Debt expense included on Form 990, Part IX, Line 25, Column (A), but subtracted for purposes of calculating the percentage in this column is $ 62717504.
Part II: Mercy Hospitals St. Louis and Washington's community building activities promote the health, wellness, and safety of the communities in which they serve. Through active participation on community boards, neighborhood/community coalitions and involvement in community-based events, mercy builds partnerships to develop collaborative solutions to address community needs. Community building activities serve as a link to engage Mercy co-workers to look beyond the walls of the facilities in which they serve. Programs such as the annual adopt-a-family program and harvest table meal program link mercy co-workers with those most in need in our community. In addition to providing food, clothing, personal care items, bus passes, gas cards, school supplies and other critical items, the mental and emotional health of these individuals and families are supported. Each year mercy partners with community organizations, churches, schools, and area businesses to improve the overall health and strength of the communities in which we serve. Community supportOne example of improving community health through building partnerships with area schools is the HealthTeacher Program. HealthTeacher is a health literacy program that provides online health and wellness tools and resources for educators, students k through 12, and families by integrating health into the classrooms. Health and wellness education, especially for children, is essential in disease prevention and in promoting the health of every community. This program is offered by Mercy at no charge to public and parochial schools in our communities. Cash/in-kind donationsSome examples of cash and in-kind support include holiday outreach programs, co-worker engagement and community service activities, and donations. Through the adopt-a-family program, Mercy co-workers provided needed items for over 850 individuals in the St. Louis and Washington communities. In St. Louis, nutrition services prepared turkeys for a local food pantry's annual thanksgiving dinner that served over 300 low-income individuals. Mercy promotes co-workers volunteer service as another way of connecting with the community. One example is the harvest table meal program in Washington. Co-workers coordinated, prepared, and served meals on a quarterly basis. Numerous donations were made to organizations whose events promote collaboration with and education for the community. Some of these organizations were: the Archdioceses of the St. Louis, the USO of Missouri, and numerous chambers of commerce.
Part III, Line 4: THE TEXT OF THE FOOTNOTE THAT IS INCLUDED IN MERCY HEALTH AND SUBSIDIARIES AUDITED FINANCIAL STATEMENTS THAT DESCRIBES BAD DEBT EXPENSE FOLLOWS:"PATIENT ACCOUNTS THAT ARE UNCOLLECTED, INCLUDING THOSE PLACED WITH COLLECTION AGENCIES, ARE INITIALLY CHARGED AGAINST THE ALLOWANCE FORUNCOLLECTIBLE ACCOUNTS IN ACCORDANCE WITH COLLECTION POLICIES OF THEHEALTH SYSTEM AND, IN CERTAIN CASES, ARE RECLASSIFIED TO CHARITY CAREIF DEEMED TO OTHERWISE MEET THE HEALTH SYSTEM'S CHARITY CARE POLICY.THE PROVISION FOR UNCOLLECTIBLE RECEIVABLES IS BASED ON MANAGEMENT'SASSESSMENT OF HISTORICAL AND EXPECTED NET COLLECTIONS CONSIDERINGBUSINESS AND ECONOMIC CONDITIONS, TRENDS IN HEALTHCARE COVERAGE, ANDOTHER COLLECTION INDICATORS. PERIODICALLY THROUGHOUT THE YEAR,MANAGEMENT ASSESSES THE ADEQUACY OF THE ALLOWANCE FOR UNCOLLECTIBLERECEIVABLES BASED UPON THE PAYOR COMPOSITION AND AGING OF RECEIVABLESAS OF THE REPORTING DATE WITH CONSIDERATION OF THE HISTORICAL PAYMENTAND WRITE-OFF EXPERIENCE BY PAYOR CATEGORY. THE RESULTS OF THESEREVIEWS ARE THEN USED TO MAKE ANY MODIFICATIONS TO THE PROVISION FORUNCOLLECTIBLE RECEIVABLES TO ESTABLISH AN APPROPRIATE ALLOWANCE FORUNCOLLECTIBLE RECEIVABLES. AFTER SATISFACTION OF AMOUNTS DUE FROMINSURANCE, THE HEALTH SYSTEM FOLLOWS ESTABLISHED GUIDELINES FORPLACING PAST-DUE BALANCES WITH COLLECTION AGENCIES."TO DETERMINE THE AMOUNT OF BAD DEBT EXPENSE, AT COST, BAD DEBTEXPENSE ATTRIBUTABLE TO PATIENT ACCOUNTS WAS MULTIPLIED BY A RATIO OFCOST TO CHARGES. THE RATIO OF COST TO CHARGES USED WAS BASED ONDETAILED COST ACCOUNTING, WHERE AVAILABLE. WHERE COST ACCOUNTING ISNOT AVAILABLE, COST REPORT COST TO CHARGE RATIOS WERE UTILIZED.THE FILING ORGANIZATION DETERMINED THAT THE ESTIMATED AMOUNT OF BADDEBT EXPENSE (AT COST) ATTRIBUTABLE TO PATIENTS ELIGIBLE UNDER THEORGANIZATION'S CHARITY CARE POLICY IS $0. ALTHOUGH THE CHARITY CAREPOLICY REQUIRES THE PARTICIPATION OF THE PATIENT REQUESTING ASSISTANCE, WE HAVE A PROCESS UNDER PRESUMPTIVE CHARITY (REFER TODISCLOSURE FOR PART III, #9B) TO ADDRESS ACCOUNTS FOR PATIENTS WHO DONOT PROVIDE THE INFORMATION. WE BELIEVE THAT OUR CHARITY POLICY ISCOMPREHENSIVE ENOUGH TO CAPTURE ALMOST ALL PATIENTS WHO QUALIFY FORCHARITY CARE.
Part III, Line 8: IT IS THE POSITION OF MERCY HOSPITALS EAST COMMUNITIES THAT 100% OF ANY SHORT FALL SHOULD BE TREATED AS COMMUNITY BENEFIT. THIS AMOUNT REPRESENTS COST OF PROVIDING SERVICES THAT REMAIN UNCOMPENSATED TO THE PROVIDER. THE UNREIMBURSED COSTS OF MEDICARE IS CALCULATED BY THE GROSS CHARGES NET OF THE COST TO CHARGE RATIO LESS ANY PAYMENTS, DEDUCTIONS OR REIMBURSEMENTS USING THE ANNUAL MEDICARE COST REPORT (CMS FORM 2552-96)
Part III, Line 9b: MERCY HOSPITALS EAST COMMUNITIES ("MERCY") DEBT COLLECTION POLICY PROVIDES THAT MERCY WILL PERFORM A REASONABLE REVIEW OF EACH INPATIENT ACCOUNT BEFORE TURNING AN ACCOUNT TO A THIRD-PARTY COLLECTION AGENT AND PRIOR TO INSTITUTING ANY LEGAL ACTION FOR NON-PAYMENT, TO ASSURE THAT THE PATIENT AND PATIENT GUARANTOR ARE NOT ELIGIBLE FOR ANY ASSISTANCE PROGRAM (E.G., MEDICAID) AND DO NOT QUALIFY FOR COVERAGE THROUGH MERCY'S COMMUNITY ASSISTANCE POLICY. AFTER HAVING BEEN TURNED OVER TO A THIRD-PARTY COLLECTION AGENT, ANY PATIENT ACCOUNT THAT IS SUBSEQUENTLY DETERMINED TO MET THE MERCY HOSPITAL COMMUNITY ASSISTANCE POLICY IS REQUIRED TO BE RETURNED IMMEDIATELY BY THE THIRD-PARTY COLLECTION AGENT TO MERCY FOR APROPRIATE FOLLOW-UP. MERCY REQUIRES ITS THIRD-PARTY COLLECTION AGENTS TO INCLUDE A MESSAGE ON ALL STATEMENTS INDICATING THAT IF A PATIENT OR PATIENT GUARANTOR MEETS CERTAIN STIPULATED INCOME REQUIREMENTS, THE PATIENT OR PATIENT GUARANTOR MAY BE ELIGIBLE FOR FINANCIAL ASSISTANCE. MERCY UTILIZES THE "SEARCH AMERICA" TOOL TO ENHANCE THE ABILITY TO DETERMINE CHARITY QUALIFICATION. PRESUMPTIVE CHARITY WILL BE GRANTED IN SITUATIONS WHERE MERCY HOSPITAL HAS BEEN UNABLE TO OBTAIN INFORMATION FROM PATIENTS OR THE INFORMATION PROVIDED IS NOT COMPLETE ENOUGH TO MAKE A CHARITY DETERMINATION. MERCY UTILITIZES PRESUMPTIVE CHARITY PRIOR TO BAD DEBT PLACEMENT FOR CHARITY ADJUSTMENTS IN EXCESS OF $6,500. IN THESE CASES, MERCY UTILIZES THE SEARCH AMERICA REPORT STATUS OF "PROBABLE CHARITY" AS THE BASIS FOR ASSIGNING THE CHARITY LEVEL. MERCY WILL PURSUE APPROPRIATE MEANS IN THE COLLECTION OF DELINQUENT ACCOUNTS FROM PATIENTS WITH AN ESTABLISHED ABILITY TO PAY OR AN UNWILLINGNESS TO COOPERATE IN VALIDATING ELIGIBILITY FOR FINANCIAL ASSISTANCE. THESE APPROPRIATE MEANS MAY INCLUDE LEGAL ACTION CONSISTENT WITH MERCY MISSION AND VALUES. ADDITIONALLY THEY MAY INCLUDE LIENS UPON REAL PROPERTY AND REASONABLE WAGE GARNISHMENTS. LEGAL ACTIONS WILL GENERALLY NOT INCLUDE BANK GARNISHMENT, REPOSSESSION OF ASSETS OR FORECLOSURES TO ENFORCE SATISFACTION OF A LIEN. MERCY HAS POLICIES AND PROCEDURES ESTABLISHED TO ADDRESS THE INITIATION OF LEGAL ACTION AND ANNUALLY REVIEWS COMPLIANCE WITH ALL POLICIES.

Part V, Section B, Line 20d: Eligibility guidelines for charity care discounts The federal poverty guidelines for income are the basis for determining eligibility for charity care discounts. For example, individuals with incomes below 100% of the federal poverty guidelines will be eligible for free care. Individuals with incomes greater than 100% of the federal poverty guidelines may be eligible for care at discounted rates depending on their income level and/or the amount due to the hospital. Additional financial assistance After appropriate discounts have been applied, arrangements may be made for an interest-free monthly payment plan. Generally, no patient's financial responsibility will be greater than 20% of annual household income or 10% of net assets (which ever is greater), adjusted to consider availability of other assets that could be used toward making payments.Mercy Hospital St. Louis

Part VI, Line 2: Separate Community Health Needs Assessments were conducted for Mercy Hospital St. Louis and Mercy Hospital Washington. (SJMDHS, LLC and Mercy Rehabilitation,LLC are located within the Mercy Hospital St. Louis community.)MERCY HOSPITAL ST. LOUISWho Was Involved in the Assessment At the center of involvement in the needs assessment were the people of the community. In April of 2010 and again in October of 2011, Mercy held roundtable events to dialogue directly with local community members about their needs, ideas, and concerns related to health care. Common themes included the need for a greater emphasis on wellness and prevention, education, and access. Barriers identified included economic/financial resources by some, access to physicians and services, and general apathy for good health. A focus on partnerships, education, and technology were cited as ways to improve health and wellness in the community. Mercy also heard that a focus on children in the community is essential, promoting healthy habits at an early age. Follow-up roundtables are held annually. To continue the dialogue begun at the community roundtable events, online community advisory panels were formed. These individuals are routinely surveyed to assess need, evaluate program/service ideas and provide feedback. Members are continuously added to the advisory panel. New MyMercy users are invited to join the group and a public invitation/form is located on the Mercy.net website.Mercy's Planning & Research Department provided internal and external demographic, utilization, chronic condition, and heath status data. The consulting group Sg2 was also engaged by Mercy as a partner to analyze current utilization and future demand for health care services. Professional Research Consultants (PRC) assists Mercy in measuring patient satisfaction through personal phone calls and email surveys. The St. Louis County Department of Health (SLCDH) serves as the primary community partner for Mercy Hospital St. Louis in both the CHNA and community health improvement plan (CHIP) processes. SLCDH is utilizing the Mobilizing Action through Planning and Partnerships (MAPP) model, bringing hospitals and agencies across St. Louis County together in a collaborative process. MHSL also works closely with the St. Louis Regional Health Commission who serves as a vital facilitator in bringing together key partners to address community need.Community health co-workers in the Mission department of MHSL coordinate the CHNA process as part of their community health and benefit responsibility. A Community Health Council is accountable for ensuring community benefit meets mission, compliance, and IRS guidelines. The council is led by the hospital president. Members include co-workers from finance, care management, philanthropy, Mercy Clinic - Mercy's integrated physician group, mission, and other key areas. The chief medical officer as well as a MHSL board member are also actively engaged members of the council. How the Assessment Was ConductedThe needs assessment process involved the following five steps to attain the full scope of the community's needs.1. Examine existing community health needs assessmentsThe needs assessment examination process included the collection and analysis of quantitative data available in community/public health resources. Mercy staff, supported by Saint Louis University Master of Public Health students, reviewed the following data: - St. Louis County - 2011 Community Health Needs AssessmentIn December 2010, the St. Louis County Department of Health contracted with the University of New England's Center for Community and Public Health (CCPH) to conduct a countywide CHNA that included an extensive report with data broken down by sub-county regions. The assessment was released at the county's first Public Health Summit in December 2011. http://www.stlouisco.com/Portals/8/docs/Health/Health%20Education/CommunityHealthNeedsAssessment_1.pdf Progress Toward Building a Healthier St. Louis - 2011 Access to Care ReportSt. Louis Regional Health CommissionEach year Mercy's JFK Health Center is cited throughout the report as a major provider of care for the uninsured and underinsured in our region.http://www.stlrhc.org/LinkClick.aspx?fileticket=F%2bzVTkLRI8Y%3d&tabid=38- Decade Review of Health Status for St. Louis City and County 2000-2010St. Louis Regional Health CommissionThis report focuses on change over the past decade in fourteen leading health indicators and disparity metrics in St. Louis City and County.www.stlrhc.org/LinkClick.aspx?fileticket=uTAT0koR%2BWs%3D&tabid=38- County Health RankingsThis is a new resource that was unveiled in March 2010. Community health assessment and planning is an ongoing process at Mercy. As community/public health data is released, plans and programming are adjusted.2. Obtain qualitative information from community membersIn an effort to dialogue directly with the community and include qualitative data, input from community residents, individuals served by Mercy and also those with expertise in public health were included through:- Community roundtable events- Online surveys- SLCDH focus groups - SLCDH provider interviews- SLCDH household telephone surveys3. Analyze and summarize the data to prioritize needsHealth Needs IdentifiedThe St. Louis County Department of Health's 2011 Community Health Needs Assessment Report was a key deliverable in the initial phase of the MAPP process. The report not only provides data for the entire county, but further subdivides the county into four study regions: Mid, North, South and West. While continuing to participate in the MAPP process, Mercy's Community Health and Benefit staff reviewed this report, along with other available data, and identified community health needs critical for Mercy Hospital St. Louis to address that align with Mercy's mission and community master plan. Public health data for lifestyle issues such as obesity, tobacco use, and substance abuse paralleled with internal hospital data. Age-adjusted cancer incidence rates in St. Louis County for colon, breast, and prostate cancers, although declining over a ten year period, remain higher than rates reported for the state of Missouri. Cardiac-related disease, diabetes, and asthma, along with those seeking treatment for behavioral health needs, remain critical issues when assessing the health of St. Louis County. Lack of prevention strategies and poor behavioral choices continue to contribute to decreased quality of life, avoidable hospital admissions, and higher health care costs.St. Louis County also has several underlying socio-demographic characteristics that impact the health of its population and cannot be ignored. The county has what is described as an "aging population." Older populations utilize more health services creating increased access demands on the health system. Another significant finding is variation at the sub-county level in income, employment status, and health outcomes. North County, for example, reports significantly lower income levels, higher unemployment, increased risk factors, and overall poorer health outcomes. Disparities such as these must be taken into account when addressing community need and creating health improvement plans. Community Assets Identified The St. Louis community is fortunate to have two major universities/medical centers that(SEE Part VI, question 2 continuation)
Part VI, Line 3: Mercy Hospitals East Communities has printed material available at each point of registration in our facility, in addition to electronically availability at our web site at Mercy.net. Specific information provided: Financial Assistance Information As a part of our healing ministry, MHEC is committed to providing quality healthcare services to patients regardless of their financial situation. We offer payment assistance for those who do not have insurance or who are in financial need. Uninsured Patient Discounts A discount from the hospital's regular billed charges will be provided to patients who do not have insurance. This includes patients whose financial situation normally would not otherwise qualify them for charity care discounts. Patients without insurance whose financial situation qualifies them for charity care discounts (see Eligibility Guidelines below) are assisted or asked in applying for medicaid before applying for financial assistance. Mercy works to exhaust all efforts to coordinate with the patient to apply for medicaid, but does not prohibit charity considerations if denied nor applied. Applications for charity care discounts will be reviewed for eligibility based on the applicant's income, family size, amount of payment due and availability of other assets or resources. Please note that care must be medically necessary to be considered eligible for uninsured patient discounts. Eligibility Guidelines for Charity Care Discounts The Federal Poverty Guidelines for income are the basis for determining eligibility for charity care discounts. Generally, no patient's financial responsibility will be greater than 20% of annual household income, adjusted to consider availability of other assets that could be used toward making payments.
Part VI, Line 4: Mercy Hospitals East Communities includes Mercy Hospital St. Louis and Mercy Hospital Washington. The primary service area for Mercy Hospital St. Louis includes 194 zip codes across Missouri and Illinois. Based on Truven 2012 data, the area's population is 2,740,910. 31% of the population has income over $75,000. 13% of the population is age 65 and older. 15% of the population is on medicare, 13% on medicaid, and 12% uninsured, based on 2012 Truven insurance estimates. The primary service are for Mercy Hospital Washington includes 14 zip codes south of St. Louis. The area's population is 112,463. 25% of the population has income over $75,000. 14% of the population is age 65 and older. 17% of the population is on medicare, 11% on medicaid, and 9% uninsured, based on 2012 Truven insurance estimates.
Part VI, Line 5: Mercy Hospitals East Communities ("MHEC") provides quality medical health care regardless of race, creed, sex, national origin, handicap, age or ability to pay. JFK & McAuley ClinicsConsidered two of the most comprehensive clinics in St Louis and Franklin counties, Mercy Hospital St. Louis' JFK Clinic and Mercy Hospital Washington's McAuley Clinic offer medical, obstetrical, gynecological and pediatric services to a diverse population of over 10,000 patients who are economically disadvantaged, uninsured or underinsured. With more than 60,000 patient visits each year, the clinics serve as a major safety net provider in their communities. Clinic patients also have access to specialty care, behavioral health counseling and treatment, pharmacy services, vision and dental care. A recent partnership with the St Louis County Department of Health (SLCDH) brought a six week chronic disease self-management course to JFK patients. Health educators from the SLCDH partnered with JFK social work staff to lead this Stanford University designed course. Healthy eating and exercise, medication management, communication strategies with health care providers and family, and techniques to cope with the frustration, fatigue, pain, and isolation often caused by chronic conditions were discussed. An ongoing support group has been formed and follow-up interviews are being conducted to track long term outcomes and program effectiveness. The JFK and McAuley Clinics are rolled up with overall Charity Care and unreimbursed cost of Medicaid community benefit figures, but the incredible work of these Mercy Clinics serving the poorest individuals and families in our communities is not described in any area of this report. School-based Health Center - Roosevelt ClinicMercy works as a partner and catalyst to improve the health of children in the communities in which they serve. A partnership between Mercy, St Louis Public Schools, and The Boeing Company produced Mercy's first school-based clinic in one of the inner city's most challenging schools, Roosevelt High School. Routine physicals and urgent care is complemented with on-site behavioral health services and educational programs focused on healthy lifestyles. Initial community partnerships include the YMCA Literacy Council and the St Louis City Department of Health with other partnerships being developed. The Roosevelt school-based health center is managed by our integrated physician group and is therefore not able to be included as a community benefit on Schedule H. Community BoardsMercy Hospital St. Louis and Mercy Hospital Washington each have their own Board of Directors which includes representation from community leaders in the organization's primary service areas. All board members are required to complete an annual Conflict of Interest survey. Any potential conflicts of interest disclosed by board members are screened by general counsel and reviewed by the board chairperson and CEO. This process ensures that public, rather than private, interests are served by MHEC. Open Medical Staff Medical staff privileges are extended to all qualified physicians in the community for almost all of our departments. Mercy Hospital St. Louis has exclusive contracts with physician groups for the following services: radiology, pathology, neonatology, and CV surgery. Mercy Hospital Washington has exclusive contracts with physician groups for the following services: pathology, radiology, cardiology, and obstetrics. This means that over 90% of the physicians on staff are in categories that are open to qualified physicians in the community.Use of Surplus FundsSurplus funds and unrestricted assets held by Mercy Health East Communities are reinvested in patient care, medical education and research initiatives which support the organization's mission to deliver compassionate care and exceptional health care services to the communities it serves. Examples include the following:- New labor and birth facilities at Mercy Hospital St. Louis (MHSL) providing services to women regardless of ability to pay. Over 7,900 babies were born at MHSL in the fiscal year;- New outpatient ambulatory facility in St. Charles County providing pediatric and adult primary care services in one location;- Renovation of the intensive care unit facilities at MHSL and Mercy Hospital Washington to better meet the health care needs in each of these communities;- Expansion of the pediatric behavioral health inpatient unit at MHSL to better meet the needs of this population;- Continues support of Mercy Research Institute which is dedicated to improving patient outcomes by supporting new and potentially life-changing health research including over 100 active clinical trials at Mercy Hospital St. Louis;- Continued funding of graduate medical education program (provides residency training in family medicine, internal medicine, OB/Gyn, dental medicine, orthopedics and critical care) and schools of radiology, respiratory and clinical laboratory science.

Review community benefit activities in placeUsing Lyon Software's CBISA tool, a review will be conducted of current community benefit activities and what Mercy is presently doing to meet identified priorities. In addition, the community benefit activity of others in the community will be reviewed. 5. Create an action planMercy Hospital St. Louis will continue to partner with the St. Louis County Department of Health and area hospitals/agencies to develop a Community Health Improvement Plan. Hospital representatives will participate on appropriate action teams that are being formed during the summer of 2013 as a result of the SLCDH's MAPP process. MHSL's Community Health Council will oversee, guide, and support Mercy's involvement in this collaborative approach. The implementation plan was posted November 2013.MERCY HOSPITAL WASHINGTONWho Was Involved in the Assessment At the center of involvement in the needs assessment were the people of the community. In 2010 and again in 2011, Mercy held roundtable events to dialogue directly with local community members about their needs, ideas, and concerns relating to health care. Common themes included community members wanting to see greater access to health care services through traditional and non-traditional delivery systems as well as more focus on prevention and wellness. Also mentioned were the importances of families living in poverty in the region, the sluggish economy, physician shortages/access to care, and lack of focus on prevention/wellness/healthy lifestyles among many. Follow-up roundtables are held annually. To continue the dialogue begun at the community roundtable events, online community advisory panels were formed. These individuals are routinely surveyed to assess need, evaluate program/service ideas, and provide feedback. The Franklin County Area United Way serves as the primary community partner for MHW in both the CHNA and community health improvement plan processes. The vice president of mission at MHW and community health co-workers at Mercy Hospital St. Louis coordinate the CHNA as part of their community health and benefit responsibility. A MHW board member also serves on the council. How the Assessment Was ConductedThe needs assessment process involved the following five steps to attain the full scope of the community's needs.1. Examine existing community health needs assessmentsThe needs assessment examination process included the collection and analysis of quantitative data available in community/public health resources. Mercy staff, supported by Saint Louis University Master of Public Health students, reviewed the following data:- 2012 Franklin County Community AssessmentConducted by the United Way of Greater St. Louiswww.franklincountyuw.org/wp-content/uploads/2012/12/Franklin-County-Community-Assessment-2012.pdf- Community Data Profiles & Missouri Information for Community Assessment (MICA) Missouri Department of Health & Senior Services-Bureau of Health Informatics This resource provides some of the best community health assessment planning tools available including community data profiles on 115 Missouri counties, thirty health indicators, and the capability to create customized tables.http://health.mo.gov/data/CommunityDataProfiles/index.html- County Health RankingsThis is a new resource that was unveiled in March 2010. Analyze and summarize the data to prioritize needsHealth Needs IdentifiedThe 2012 Franklin County Community Assessment identified fourteen health and human service issues and ranked them in order of importance. Mercy's Community Health and Benefit staff reviewed this information, along with other data collected, and identified community health needs critical for Mercy Hospital Washington to address that align with Mercy's mission and community master plan. Public health data for lifestyle issues such as obesity rates, tobacco use, drug/alcohol use, and accident/domestic violence rates paralleled with internal hospital utilization data. Cardiac-related and other chronic diseases such as diabetes and asthma, along with those seeking treatment for behavioral health needs, remain critical issues when assessing the health of Franklin County. Also noted in MHW's top ED visit volume by ICD9 codes is the high prevalence in "unspecified disorder of the teeth". This diagnosis represented 678 cases, 2% of the total ED volume. Community Assets IdentifiedAlthough Mercy is the only hospital in Franklin County, there are a number of organizations, such as the Franklin County Area United Way, Service Provider Group, and the Children's Services Fund that meet monthly to share resources and work together on community needs/issues. The schools, churches, and businesses in the area are also actively engaged in community improvement projects.Summaries: Assessments and PrioritiesTo set priorities, criteria focused on identifying disproportionate unmet need, primary prevention strategies, advancements toward a continuum of care, and programs that are collaborative and involve the community. The following priority needs for Mercy Hospital Washington were identified:- Access to Care*- Mental Health & Substance Abuse- Health Literacy/Lifestyle Issues- Tobacco Use/Chronic Disease**- Injuries - Intentional & Unintentional*With high volumes of potentially avoidable ED visits related to urinary tract infections, headache, otitis media, and unspecified dental issues, urgent care/fast track, and dental access options will be explored. ** With a smoking prevalence rate of 28% for Franklin County (national benchmark is 13%), tobacco use as it relates to chronic disease will likely be a focus when developing MHW's health improvement plan.4. Review community benefit activities in place Using Lyon Software's CBISA tool, a review will be conducted of current community benefit activities and what Mercy is presently doing to meet the identified priorities. In addition, the community benefit activity of others in the community will be reviewed. (SEE Part VI, question 2 continuation)Needs assessmentPart VI, question 2 continuation
