| Description | Training and Technical Assistance: National Center for Victims of Crime values education and training to improve the way crime victims are treated and understood. Our training activities and programs served as a resource for those who work with victims, represent victims' perspectives, raise awareness, develop services, and foster systemic change. Our DNA Resource Center helped victim service and criminal justice professionals to understand forensic DNA and DNA databases, the roles of sexual assault nurse examiners helping survivors of DNA exoneration, and how DNA can be used in missing persons cases. Our Stalking Resource Center enhanced the ability of professionals, organizations, and systems to respond effectively to stalking. Our Youth Initiative built the nation's capacity to support youth victims while working to advance their rights and to ensure youth leadership on issues that affect youth. At our National Conference, we trained over 800 victim service professionals, emphasizing a multidisciplinary approach to sharing promising practices, current research, and effective programs and policies that are victim-centered, practice-based, and research-informed. At rural regional conferences, we trained hundreds of prosecutors, investigators, forensic interviewers, and allied criminal justice professionals, giving them the necessary foundation to competently handle cases of child abuse, neglect, and exploitation. | Description |

| Description | Public Education: National Center for Victims of Crime created and distributed, online and in print, unique informational products including fact books, directories, training manuals, research reports, policy briefs, and victim service materials to the public. We developed an extensive resource guide of public awareness materials for annual observances of National Crime Victims' Rights Week. The resource guide was used by victim service providers and allied professionals across the country to heighten public awareness of crime victim issues. The problem of rape kit backlogs in forensic labs and untested rape kits in police and sheriffs' department across the country is a national disgrace and an affront to sexual assault victims. We undertook a project to ensure that the effort to reduce backlogs includes a victim-centered system response and service provision. We developed a series of recommendations regarding the coordination of the child welfare system and the nation's response to child victims of human trafficking. We began a public education campaign to raise awareness of the criminal and civil statute of limitations for adult victims of child sexual abuse. | Description |

| Description | Civil Justice: National Center for Victims of Crime's National Crime Victim Bar Association provided technical support to attorneys representing crime victims in civil actions, referred crime victims to attorneys in their local areas, and worked to increase general awareness about the availability of civil remedies for victims of crime. We provided access to a civil justice database, containing more than 11,000 annotated summaries of civil cases brought by crime victims. We hosted an attorney referral phone line to refer victims to attorneys who may be able to represent them in appropriate cases. We held a conference for attorneys who represent crime victims in the civil justice system. Conference presentations included preparing child sexual abuse victims to testify, civil remedies for students who are victims of assaults, and the role of the civil justice system in addressing the growing problem of elder abuse. We held regional seminars for crime victim service professionals, informing them of the right of every crime victim to file a civil lawsuit seeking financial compensation from the perpetrator or from other parties whose unreasonable conduct gave rise to conditions that allowed the crime to occur. | Explanation | One way the National Center for Victims of Crime advances its mission is by presenting its annual Leadership Award and Service Award to individuals who have shown outstanding leadership and service in helping crime victims. The 2012 Leadership Award recipient was David Lawrence, Jr. As president of the Early Childhood Initiative Foundation and leader of The Children's Movement of Florida, Mr. Lawrence has long advocated for making children the state's top priority for investment and decision-making. Mr. Lawrence has been involved in child protection and education efforts in Florida for many years, and he serves on the the Governor's Children's Cabinet. Mr. Lawrence twice chaired the Florida Partnership for School Readiness. The 2012 Service Award recipient was Justice Stanley Feldman. For 21 years as a Justice of the Arizona Supreme Court, Justice Feldman authored opinions that increased access to justice for victims of drunk driving and negligent security. Justice Feldman championed rules of court that recognized the rights of crime victims to be treated with fairness, dignity, and respect.
