| Program Service Statement | Form 990, Part III, Line 4a, Description of Program Services: | Mercy Health Plan is a nonprofit corporation whose sole member SEPA, a nonprofit corporation that is a Section 501(c)(3) organization. Mercy Health Plan and SEPA are part of Catholic Health East ("CHE"), a Section 501(c)(3) health care system. The Section 501(c)(3) mission of Mercy Health Plan and SEPA is to advance, promote and support through CHE the Catholic healthcare mission and Catholic healthcare ministries of the Institute of the Sisters of Mercy of the Americas, Regional Community of Merion, a religious institute of the Roman Catholic Church. Mercy Health Plan carries out its mission through its ownership and participation in three partnerships that operate health maintenance organizations for Medicaid enrollees and Medicaid/Medicare dual eligibles with special needs. The three partnerships, Keystone Mercy Health Plan, AmeriHealth Mercy Health Plan and Gateway Health Plan, each provide comprehensive managed care services to Medicaid recipients under risk-based contracts and through contractual networks that include hospitals, physicians and other health care providers. Among other things, the three partnerships participate in the HealthChoices Program in Pennsylvania, a program designed to ensure that Medicaid recipients, who are mandated under the program to enroll in a participating Health Maintenance Organization, have access to uniformly high quality primary and preventive care, while allowing the Pennsylvania Department of Public Welfare to control the growth and cost of the program. AmeriHealth Mercy Health Plan also provides certain management, administrative, pharmacy benefit, care management, and behavioral health care services, while Keystone Mercy Health Plan provides certain management services to other managed care organizations including those owned and operated by affiliated organizations. Through these activities Mercy Health Plan facilitates the provision of health care services to lower income individuals and others having special needs, and thereby carries out the Section 501(c)(3) charitable purpose of providing relief to the poor and distressed and lessening the burdens of government. Mercy Health Plan also assists its Section 501(c)(3) affiliates in carrying out their mission of providing all-inclusive community-based healthcare and social services to elderly individuals with chronic care needs and who qualify for Medicare and Medicaid assistance. |
