Mission DescriptionThe mission of the Urban League movement is to enable people of color to secure economic self-reliance, parity, power and civil rights. To fulfill this mission, The Metropolitan Wilmington Urban League employs a strategy that includes principled advocacy efforts, action-oriented public policy research and coordinated coalition-building that helps demonstrate effectiveness. Through research and partnership development, the MWUL concentrates its efforts in two key areas most critical to ensuring equality of opportunity and access for children and families - educational and economic development. The organization also operates special national initiatives that build support for the mission and vision of the Urban League movement.MissionDescription

DescriptionEducation - The Metropolitan Wilmington Urban League (MWUL) Education department is fueled by the MWUL Education Advisory Council (EAC). The Council is made up of public education advocates, educators, and policy scientists interested in public education reform, and business executives. The Council has outlined five specific areas of interests:-Public education and advocacy in system-wide school reform;-Assisting with ameliorating the academic achievement gap between students of color and their mainstream counterparts;-Engaging parents in public education reform;-Calling for culturally appropriate student curricula; and-Raising the expectation level of academic achievement for all public school students. The work of the Council is realized largely through its ability to influence primarily regulatory and secondarily legislative decision-making concerning systemic education reform. The Council employs a combination of legislative monitoring, consensus and coalition-building and multi-media public relations strategies to emphasize its message that all children should have access to a quality education.Stemming from the work of the Education Advisory Council, the Achievement Matters! Campaign is designed to give children the opportunity to voice their concerns about education reform, engage the parents as advocates for their children and schools and to shine a bright light on all reform measures that run counter to quality instruction for all students.Description

DescriptionEconomic Development - The MWUL Economic Development department is fueled by the MWUL Economic Development Advisory Council (EDAC). The Council is made up of minority business owners and advocates, government appointed officials, and business people representing an array of financial services institutions. The Council has outlined four specific areas of interests:-Identifying the array of Delaware existing minority businesses for purposes of furthering their business development;-Promoting minority business creation and growth through partnership and advocacy (i.e., partnership with a prime majority contractor to increase the number of minority businesses that win subcontract work on a large commercial project);-Monitoring and promoting neighborhood redevelopment near downtown Wilmington, including residential construction for sale in partnership with a Wilmington developer; and-Monitoring public and private sector policies and practices affecting minority contracting and procurement. The department's most substantive contributions include the successful creation of the Office of Minority-Owned and Women-Owned Business Enterprise within the state government.Description

DescriptionHealth Initiatives - In addition to its work addressing education reform, the achievement gap, and drop-out prevention, over the past eight years, MWUL has been in the forefront advocating for elimination of health disparities and movement toward health equity. In January, 2010, MWUL adopted its health equity vision statement: The vision of the MWUL for health equity is a Delaware where all people benefit from comprehensive and preventative quality health care regardless of life stage or circumstance. It's a fact that on average, American men live sicker and die much younger than American women. In response to the need to address this issue, the Metropolitan Wilmington Urban League, in partnership with several key organizations, sponsored in part by AstraZeneca, added an annual Men of Color Health, Wellness and Empowerment Summit, to provide a forum for men and boys of color to develop heightened awareness of preventable health problems, encourage early detection, and treatment of diseases. The event is free and open to the public, and has served over 450 men and boys the past two years. In addition to monitoring healthcare reform, public policy initiatives, and sponsoring the Summit, the work of the MWUL Health Planning Advisory Council (HPAC) and staff has served as the steady drumbeat in the efforts and attempts to organize the Delaware community around the issues of health equity, health disparities, and the social determinants of health. These efforts include:-Hosting the 2004 Minority Health Disparity Conference: Stronger Together-Co-Convening the 2007 Governors Task Force on Health Disparities-Hosting the 2009 Stronger Together II Minority Health Disparities Summit-Producing the 2009 Metropolitan Wilmington Urban League (MWUL) Blue Print for Action-Convening a statewide Health Equity Consortium, and developing the 2011 Delaware Health Equity Consortium (HEC) Strategic Plan 2001-2014 (developed by the MWUL at the request of DPH)The MWUL is currently in the process of finalizing a plan to mobilize a comprehensive and sustained approach to achieving health equity in Delaware, in partnership with the Delaware Department of Health and Social Services, Division of Public Health.Description

Form 990, Part VI, Section B, line 11Draft versions of the Form 990 are distributed to all members of the Board for approval prior to filing.
Form 990, Part VI, Section B, line 12cTrustees are required to annually sign conflict of interest statements and disclose any known or potential conflicts of interest in these statements.
Form 990, Part VI, Section B, line 15The Trustees are all independent of the League's paid employees. Annually, the Trustees will make compensation decisions for the employees with no input from the employees themselves. Employees are not present when votes on compensation decisions are held and those votes are formally documented in the meeting minutes within one week of the meeting. The Trustees' decisions are based on their extensive knowledge and experience with compensation practices of other comparable organizations.
Form 990, Part VI, Section C, line 19There currently exists no legal requirement to make governing documents, conflict of interest policies or audited financial statements publicly available. The League has never received a request for information of this type. If any requests for this information should be received, they would be evaluated by the Trustees on a case by case basis. In general, the Trustees believe that the information available on this form (the 2011 Form 990) would be more than sufficient to respond to most legitimate inquiries.
