Volunteer labor with regard to monitoring of conservation easements is not recorded; however, payroll expenses related to monitoring is reported under program expenses and any related revenue is also reported in donations.The Organization acquires either partial or full interest in lands for conservation purposes. Purchased conservation easements and fee lands will be capitalized to the balance sheet. The value of the capitalized asset will include the purchase price, plus acquisition and closing costs necessary to complete the purchase. A donor financing the purchase of a fee land sometimes requires placement of a conservation easement or deed restriction as a condition of the transaction. In such purchases, the value of the conservation easement will be subtracted from the value of the land, only if an authoritative value can be determined and substantiated.Donated conservation easements will not be capitalized to the balance sheet. Donated fee lands will be capitalized if an authoritative value can be determined and substantiated. The value of the capitalized asset will include the purchase price, plus acquisition and closing costs necessary to complete the purchase.In valuing property or property right donations, first preference will be given to an appraisal conducted by a qualified independent appraiser in compliance with Uniform Standards of Professional Appraisal Practice by a state-licensed or state-certified appraiser. Second preference will be give to a current tax assessment. If an authoritative value cannot be determined, the donation will not be recorded.
