DescriptionEnergy and Infrastructure - Responding to issues surrounding climate change, energy resources, and changing technologies, a bipartisan group of 20 of the nation's leading energy experts formed the national commission on energy policy (NCEP) in 2002. After more than two years of research and debate, NCEP released its long-term strategy for meeting America's energy challenges. This consensus plan aimed to enhance American national security, strengthen the U.S. economy, and protect the global environment and public health. In late 2010, Bipartisan Policy Center (BPC) ended NCEP and created a new effort, simply called the Energy Project, to more effectively and strategically contribute to the ongoing debate. The project's goal is to encourage substantive, bipartisan dialogue among key interest groups and decision makers on national energy goals and strategies; engage and shape the near-term energy policy agenda; and develop consensus recommendations to guide national energy policy in the post-2012 elections. The focus is on security and other critical issues, including domestic oil and natural gas production, U.S. nuclear power, energy subsidies, clean energy financing, technology innovation and power sector emissions and reliability.Description

DescriptionHealth - The Health Project supports development of a more sustainable, accountable and efficient health-care system. Through coordination with top practitioners and experts, the project has developed a framework to accelerate constructive discussion and implementation of policy solutions to key issues, such as reforming insurance markets, creating insurance exchanges, building a strong workforce and improving flexibility in the administration and financing of Medicaid.Description

DescriptionEconomic Policy - The Economic Policy Program includes the Debt Reduction Task Force (DTRF) and the Housing Commission. The DTRF is committed to developing bipartisan policies that enhance financial prosperity and security of the American people and advance worldwide competitiveness of U.S. commerce and capital. In November 2010, the Debt Reduction Task Force, chaired by former Senate Budget Committee Chairman Pete Domenici and former White House Budget Director Dr. Alice Rivlin, issued its report, Restoring America's Future, with bold policy recommendations to stabilize the public debt. The task force is now advocating for its recommendations through outreach to policy makers, stakeholders and media as well as timely analysis of legislative proposals and emerging issues in the debate. BPC launched the Housing Commission in August 2011. The aim is to reform the nation's housing policy by crafting policy recommendations to address challenges facing the housing sector in both the near and long term.Description

Return ReferenceReturnReferenceExplanationExplanationIdentifierIdentifier
Form 990, Part VI, Section A, line 8bThere are no committees authorized to act on behalf of the governing body.
Form 990, Part VI, Section B, line 11The federal Form 990 is reviewed by Finance Management and Executive Management. Prior to filing with the Internal Revenue Service, the federal Form 990 is circulated to the Board of Directors.
Form 990, Part VI, Section B, line 12cBPC instituted a conflict of interest policy in 2009 for employees, officers and members of the Board of Directors. Each year, BPC requires employees and board members to complete a conflict of interest disclosure form and disclose potential conflicts pursuant to organizational policy. These forms are reviewed by senior management. If a conflict of interest is perceived, actions depend on the level of conflict. If related to a board member, the issue is discussed by the full Board of Directors and the interested party is dismissed from the discussion. For employees, the issue is addressed by senior management, in both cases, appropriate action will result.
Form 990, Part VI, Section B, line 15To determine compensation of BPC's officers and key employees, BPC reviews independent survey data looking at other nonprofit organizations of similar size and gross revenue. In addition, for employees who are in a position to exercise a substantial influence over the affairs of BPC within the meaning of Section 4958 of the Internal Revenue Code, BPC's senior leadership team reviews the salaries of all employees and new hires, adjusting amounts as necessary based on the most recently available benchmark data.
Form 990, Part VI, Section C, line 19BPC's audited financial statements, and federal Forms 990 and 1023 are available upon request. Governing documents, including the conflict of interest policy, are not publicly disclosed.
Form 990, Part VII, Line 1: BPC is related to BPCAN through board overlap. The persons listed in Part VII that also served BPCAN, are listed with the following hours on BPCAN's 2011 Form 990: Jason Grumet, 8 hours; Ralph Cavanagh, 1 hour; Hal Harvey, 1 hour; Mark W.
