COMMUNITY INFORMATIONThe primary service area for Valley Baptist Health System is Cameron and Willacy Counties. The secondary service area includes the eastern third of Hidalgo County. Referrals come from throughout Hidalgo and Starr Counties as well. The four-county area, called the Rio Grande Valley of Texas, encompasses approximately 5,000 square miles, which closely approximates the size of the state of Connecticut, which is 5,544 square miles. The Rio Grande Valley population is projected to reach 1.35 million by the year 2012. The population of the primary service areas (PSA's) of Valley Baptist Medical Center-Harlingen (VBMC-H) and Valley Baptist Medical Center-Brownsville (VBMC-B) has a combined population of 375,647, and 417,404 for Cameron County. Cameron County, with a poverty rate of 34.7%, is the poorest county in the U.S. The average household income in the PSA is $41,970, and 26% of households earn less than $15K/year in this area that is 88% Hispanic. Almost 29% of the population is 14 years of age or younger, and 45% is 24 years of age or younger. About 28% of adults residing in this area have less than a high school education, and 14% have a Bachelor's degree or greater. The number of uninsured in the region is estimated at almost 40%. Cameron County has some census tracts designated as an Under-Served Areas (MUA) and as a Health Professional Shortage Areas (HPSA), and has an average of 59 primary care physicians per 100,000 population (2009 data). There are 1,303 physicians providing direct patient care in the four-county area (2008 data). Of that number, 707 are designated as Primary Care physicians. There are 5,644 RNs in the 4 county area and 222 dentists. In 2008, the Rio Grande Valley had 4,785 licensed hospital beds. There are twelve acute care hospitals in the four-county area. Cameron County has five, Hidalgo County has six and Starr County has one. There is no acute care facility in Willacy County. Harlingen, San Benito, LaFeria and South Padre Island ambulance service is provided by the not-for-profit South Texas Emergency Medical Foundation. The organization also provides ambulance coverage to rural Cameron County and a Valley-wide air ambulance service through Valley AirCare. A variety of private companies also run ambulance services. Services in Brownsville are provided by Brownsville EMS, a section of the City of Brownsville Fire Department. Rio Hondo, Los Fresnos and Willacy County have community based ambulance service.
PROMOTION OF COMMUNITY HEALTHHEALTH EDUCATION ADDRESSING SHORTAGE OF HEALTH CARE PROFESSIONALS ----------------------------------------------------------------- The shortage of health care providers in the Rio Grande Valley continues to be problematic. This is due in part to rapid population growth, and additional health care facilities opening in the area. There is significant local effort to increase the supply of health care professionals in our service area. The Regional Academic Health Center (RAHC), the medical education component of The University of Texas Health Science Center at San Antonio, is located in Harlingen. Valley Baptist Medical Center-Harlingen serves as a training and residency site for these medical students. Valley Baptist is the principal inpatient-training hospital for the medical school program, and Su Clinica Familiar's main branch in Harlingen is the principal outpatient-training clinic. The RAHC provides training for third and fourth year medical students and additional residency programs. Evidence supports that physicians often practice where they train, and some of the RAHC residents have chosen to stay in the Valley, or even return after receiving additional specialty training elsewhere. Valley Baptist funds all the internal medicine residents from the University of Texas San Antonio medical branch that come to train at the Regional Academic Health Center in Harlingen. In fiscal year 2010, the budget for this internal medicine program was $1,700,000, which includes salaries and benefits for residents and faculty. Currently, planning for a four-year medical school is underway, with plans for the first class to begin in 2016. The Valley Baptist Family Practice Residency Program trains 15 residents enrolled in the three-year program. Other training sites include Harlingen OB/GYN Associates, Harlingen Pediatrics Associates, Valley Diagnostic Clinic, and various medical offices and clinics. Students perform clinical rotations in Pediatrics, Internal Medicine, OB/GYN and Family Practice at these various sites. Valley Baptist Medical Center-Harlingen continues to operate a School of Vocational Nursing, celebrating its 52nd year anniversary in 2010, when they graduated 40 nurses. Valley Baptist has also offered funding for a group of Valley Baptist LVN students to study full time to become RN's while the Health System continues to pay their salaries. This "LVN to RN" program is now in its fourth year. Valley Baptist continues to provide support through classroom and office space as well as financial contributions for the University of Texas, Brownsville/Texas Southmost College. The Health System assisted The University of Texas, Brownsville Nursing Department in establishing classes for a Bachelors of Science in Nursing Degree program, and continues to fund the School of Allied Health, which includes Nursing, Radiology, Respiratory Therapy and Laboratory programs. Valley Baptist Medical Center - Harlingen also provides additional clinical training for physician assistant students from the University of Texas Pan American/University of Texas Houston joint program. The Emergency Department at Valley Baptist - Harlingen provides clinical training for emergency medical technicians (EMT) and paramedics. Both Valley Baptist hospitals serve as a training ground for local nursing students, respiratory care students, and from other ancillary areas, as well as for high school students in health professions classes. VBMC - Harlingen trains chaplains in the Clinical Pastoral Education Center. This program is offered on a part-time as well as a full-time basis. Clinical Pastoral Education provides a training environment for those aspiring to be institutional chaplains and others who are preparing for professional and vocational ministry. PREVENTIVE CARE --------------- Valley Baptist Health System is a comprehensive community health system committed to providing the highest quality of patient care and professional, compassionate service. In 2010 Valley Baptist-Harlingen celebrated its 85th anniversary, and Valley Baptist-Brownsville its 87th year of providing high quality healthcare to the people of the Rio Grande Valley. Today, we continue to offer the latest in technology, surgical and diagnostic procedures, and personalized patient care. Our goal is to meet the health care needs of our community in accordance with our mission statement and values. Valley Baptist Heart and Vascular Outreach Services, through its Cardiac Screening and Education Program and mobile clinic, provides a program of free or low cost screening and education programs related to cardiovascular disease and diabetes. Registered Nurses, knowledgeable in cardiovascular disease, provide individual counseling for participants in the health and wellness-screening program. Each person screened has the opportunity to ask questions and discuss the results of the screenings performed. Those found to be at high risk are referred to a physician. Heart and Vascular personnel take the program into the community setting up in supermarkets, malls, and at large community events such as fairs and festivals. Over 5,000 screening tests were done by the mobile unit last year. Twenty percent (20%) of those screened have been referred to a physician for an identified problem, a percentage which has remained consistent over the last several years. The goal of Heart and Vascular Outreach Services free and reduced cost programs is to educate the community on the risk factors of cardiovascular disease and to identify potential problems before there is serious illness. This is a vital part of the Valley Baptist commitment to a healthier community. Valley Baptist is a community leader in health and wellness education and events. Wellness and illness prevention literature on heart disease, stroke, diabetes, cancer, and mental health and other topics were distributed at more than 80 wellness venues during the year. These events, which also included health screenings, reached a wide span of age groups, from pregnant mothers and children through the elderly, and offered literature and education in both English and Spanish. Additionally, 34 community seminars were offered with physicians presenting on a wide range of topics from "Diabetes Update", "Depression in the Elderly" to "Prostate Cancer" and "Fat, Diet and Health" and more. Seminars were also presented in Spanish. Both Valley Baptist-Harlingen and Valley Baptist-Brownsville are active supporters of local chapters of national and state health care organizations including the American Heart Association, American Cancer Society, American Diabetes Association, and others. Valley Baptist provides financial support as well as volunteers for the organizations' programs. As it is estimated that one in five, or 200,000 persons in the Rio Grande Valley have diabetes, a figure three times the national rate, and the Diabetes Education Centers on both campuses are actively involved in educating, managing diabetes care and supporting those in our community with this disease. They provide structured diabetes education classes in both English and Spanish, including a gestational diabetes program for expectant mothers, as well as support groups and individualized and group instruction. Special events, such as "Diabetes Expo," "Diabetes Fiesta", a festival that includes free glucose screenings, blood pressure checks, eye screening and foot screening, and "March Alert," held at local supermarkets, are also held to help address detection, early intervention and follow-up. Screenings for diabetes are conducted at most health fairs, from monthly Saturday morning screenings at the local Farmers Market, at schools and in high risk neighborhoods, to screenings at local mobile home parks. More than 2,500 men and women are enrolled in the Seniors' Choice program. Seniors' Choice is designed to promote wellness and illness prevention among senior adults. For a small annual fee of only $10 per person, Seniors' Choice participants receive free screenings such as glucose, blood pressure, cholesterol, and glaucoma. The wellness education program tries to meet monthly with members on both hospital campuses. The high rate of obesity is linked to the high rate of diabetes, heart disease, stroke and other disorders. A study by the University of Texas School of Public Health in 2008 revealed that over 52% of adults 18 and over in Cameron County were considered obese (BMI over 30), which is almost twice the national rate. Valley Baptist sponsors a variety of activities in the fight against obesity and for fitness. This year, Valley Baptist held the fourth annual "South Texas Sizzler" 5K and 10K walk/run. This event promotes fitness for all age groups and with those of varying levels of physical conditioning. A special "Miracle Kids Quick Sprint" was also included for disabled and special-needs children. Valley Baptist again sponsored "Marathon Kids" for the sixth consecutive year. This
