DescriptionProgram Operations, Assessment, and DeliveryThe National Board for Professional Teaching Standards (National Board) develops rigorous standards for what accomplished teachers and other school-site leaders should know and be able to do, and develops and administers assessments against those standards in 25 preK-12 subject and developmental areas (e.g., literacy, English, math, science - ranging from early childhood through young adults). The National Board is the authoritative source for professional standards, practices and procedures that lead to improved teaching, leadership and student achievement.Since 1987, the National Board has established standards and provided the framework associated with accomplished practice as determined through a peer-developed and -reviewed performance-based process, similar to what exists in other professions. National Board Certification requires candidates to demonstrate, analyze, and reflect upon their teaching performances as captured on video and in comprehensive reflective analyses, in student work samples, and through assessments of content knowledge. Research shows that Board-certified teachers advance student achievement and that the certification process supports teacher retention and professional growth and teacher retention. The majority of the National Board's revenues and expenses pertain to its voluntary certification and recertification programs, where teachers must demonstrate content knowledge, strong pedagogical skills, and evidence of student learning in order to receive or maintain National Board Certification. Like board-certified professionals in other disciplines such as medicine or accounting, teachers who achieve National Board Certification have met high standards through study, expert evaluation, self-assessment and peer review. Additionally, Board Certified teachers must demonstrate that they have the skills to be recognized as education professionals. The National Board also offers Take One!(R)(TM), a professional development program that fosters improvement in teaching practices based on the National Board's high and rigorous teaching standards. Take One! requires the educator to learn the core propositions and standards associated with his/her certification area and to submit a rigorous portfolio entry, which is one of the entries required for submission for full certification. While full National Board Certification is generally pursued by teachers on an individual basis, the National Board encourages school-wide participation in Take One!, stimulating development of professional learning communities organized around accomplished teaching standards. The National Board performs ongoing activities to keep its standards up-to-date and ensure that its testing process is valid and efficient, in addition to administering the ongoing delivery and assessment process. The operations of the certification, recertification, and Take One! programs are performed by the National Board staff located in the National Board's headquarters office in Arlington, Virginia, in its customer support center in San Antonio, Texas, and by a professional testing contractor. Payments to the testing contractor constitute the majority of expenses in this program.Funded by a grant from a major corporation, the National Board created a professional development program for math teachers in the United States, based on the National Board's architecture of accomplished teaching, which is a key component of the National Board's certification process. The program, Accomplished Mathematics Instruction, was launched in 2010 and provides online education for middle and high school math teachers, including pre-service teachers. Over the series of courses, teachers identify learning goals for math lessons, determine how different types of goals connect, and define how students show evidence of achieving those goals. By identifying aspects that are most difficult in the teaching of mathematics and promoting the high standards of National Board Certification, the National Board is providing educators with the tools they need to educate and inspire the next generation of engineers, mathematicians, scientists and world leaders. In a course similar to that taken with the Accomplished Math Instruction program, the National Board received funding from a large corporation for the development of an online professional development program for middle and high school science teachers. In 2010, the National Board began an in-depth analysis of nationwide student science test scores and student achievement. A committee to establish rigorous standards for the science training curriculum was also created. Work commenced on the development of this program in 2011.In 2010, the National Board completed development of the standards for, and began preparations to pilot test, a new certification for school principals. The Principal Certification Program defines and validates the standards that identify an accomplished, effective and results-oriented school principal. The National Board's analysis shows that principals support the prospect of advanced certification that recognizes the importance of instructional leadership, organizational change and community involvement, as well as the principal's essential role in school management. In a recent National Board survey, 83 percent of school leader respondents and 69 percent of district leader respondents expressed interest in advanced principal certification. Both school- and district-level leaders were most interested in a certification that would better prepare principals to lead systemic instructional improvement. The program was field-tested commencing in 2010 and pilot tested commencing in 2011. The Student Learning, Student Achievement Task Force, a group made up of American scholars, was established in 2010 to explore how teachers should be assessed in the areas of school improvement - specifically to tease out and research the definitions of student learning or progress over time, versus student achievement or results of standardized testing. The report from the group provided principles for selecting and using large-scale assessments to evaluate instruction. The report also addressed how the National Board Certification Process can be used more effectively to measure accomplished teachers' contributions to student learning, and how those lessons can best be shared with the field. The final report from the task force was shared in a webcast in early 2011.The National Board also continues to offer candidate support provider training to National Board Certified Teachers (and others) who are new or experienced providers of support to candidates for National Board Certification and Take One!. The curriculum serves as a foundation for all candidate and Take One! support efforts and programs. With funding from a major foundation, The National Board has been engaged for the past three years with a large urban county to transform seven schools feeding into a chronically low performing high school, along with the high school itself. This transformation program leverages the core programs and services of the National Board in a scalable model that drives sustainable change.Description

DescriptionStrategy, Recruitment and PolicyThe National Board relies on its employees, consultants, and National Board Certified Teachers (NBCTs) to inform teachers, schools, and school districts about the services offered by the National Board to enhance student learning. The National Board, its consultants, and NBCTs meet with teachers, principals and superintendents at conferences, meetings, and in-person to share information about the National Board and National Board Certification. Included in these expenses are not only salary and consulting costs, but also the cost of travel associated with reaching the stakeholders. As of December 2011, close to 100,000 teachers have successfully achieved National Board Certification.A central focus for the National Board is increasing the numbers of National Board Certified Teachers in high-need schools. Currently, over half of all NBCTs are teaching in schools eligible for Title I funding. In addition, over half of NBCTs teach in schools where 40 percent of students receive free and reduced lunch. In recent years, approximately half of all new NBCTs teach in these schools. Using funding from the federal government, The National Board created a Targeted High Need Initiative (THNI) program to increase teacher quality and student achievement in high-need schools through the recruitment and support of new and experienced teachers pursuing National Board Certification. THNI accelerates the development of an infrastructure for National Board Certification in high-need communities that can serve as a model of best practices and cost effectiveness. In 2011 and earlier years, The National Board worked with schools, state and local education agencies, institutions of higher education and other professional education organizations, as appropriate, to create the Comprehensive Candidate Support Centers that support the THNI initiative. THNI, when combined with the National Board program Take One!, is proving particularly effective in developing professional learning communities and improving student learning in high-need schools. For example, a study commissioned by the National Board found that a large majority of teachers in high-need schools report that Take One! improved the quality of their instructional planning and implementation. The National Board DREAM Team (Direct Recruiting Efforts to Attract Minorities) is another high-need school-focused initiative that is designed to heighten awareness of, and interest in, what National Board Certification means for teachers and students of color. The National Board has partnered with several major national corporations and foundations to develop specialized programs for recruitment and support of both minority and geographically-segmented target groups for National Board Certification. The National Board works closely with state legislatures and key stakeholders to ensure funding of the National Board's programs. These efforts are accomplished by a combination of The National Board staff and consultants/lobbyists working at the state level.Description

DescriptionCommunicationsThe National Board's mission is to increase awareness among key stakeholders about National Board Certification and its role in improving teacher effectiveness, student learning/achievement, education leadership, and teacher retention. Since National Board Certification is voluntary, the National Board works closely with the business and education communities, administrators and others to increase awareness of the positive impact of National Board Certified Teachers on student learning and achievement - as well as to educate and inform teachers about the benefits of becoming a National Board Certified Teacher. The National Board develops and distributes communications materials; presents and exhibits at national education conferences; and develops and implements effective communications outreach strategies targeting state, local, regional and national audiences. During 2011, a major rebranding of the National Boards printed material was enacted, as well as the commencement of a redesign of the National Board's Website.Description

DescriptionOther Program ServicesThrough research partnerships, the National Board investigates and enhances the implementation, efficacy, and impact of our programs and services for effective teaching, leading, and learning. In 2010, the National Board's research focused on the level of implementation of Take One! programs using methods including case studies. The National Board is presently conducting research on how the National Board Certification process improves practice using multiple measures to gauge effects.Higher Education initiatives work with strategic partners such as Schools, Colleges, and Departments of Education (SCDEs) and higher education organizations to imbed National Board Standards and assessments in the initial and continuing preparation of teachers, so that all institutions of higher education will look toward the National Board as the expert in accomplished teaching.Description

Description of Intended Use of Endowment Funds:Part V, Line 4:To provide scholarships.
Description of Uncertain Tax Positions Under FIN 48:Part X:Accounting principles generally accepted in the United States of America require management to evaluate tax positions taken by the Organization and recognize a tax liability if the Organization has taken an uncertain position that more likely than not would not be sustained upon examination by the IRS or other applicable taxing authorities. Management has analyzed the tax positions taken by the Organization and has concluded that as of December 31, 2011, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the financial statements. The Organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes it is no longer subject to income tax examinations for years prior to 2008.

Form 990, Part VI, Section B, line 11The 990 is prepared by Accounting Department staff. The final work is reviewed by the Interim Chief Financial Officer. The Return is reviewed next by the President & CEO before forwarding to NBPTS' accounting firm for electronic filing analysis. At this stage, NBPTS' accountants review the Return for any discrepancies that may cause errors in electronic filing and perform an overall review of the content. At the point at which the Return can be filed, a copy is posted on a secure web site for members of the Board of Directors to view. Comments may be addressed to NBPTS staff by members of the Board of Directors. After the comment period, the Return is electronically filed.
Form 990, Part VI, Section B, line 12cBoard of Director members annually receive a list of substantial vendors and disclose any dealings with or interests in those vendors. Board members are expected to recuse themselves from any deliberations or votes where a conflict of interest may occur. Staff, including those whose positions are as corporate officers, are not required to make annual disclosures. Executive Committee of the Board is required to approve all contracts in excess of $250,000.
Form 990, Part VI, Section B, line 15The CEO is a contract position whose duties and responsibilities are determined, suspervised, and measured by the Executive Committee of the Board of Directors. Typically, an executive search firm is engaged to manage and oversee the selection process of the CEO position. The Executive Committee of the Board engages an independent compensation consultant to make recommendations as to appropriate compensation levels for the CEO, based on compensation of CEOs in similarly sized and located organizations. Deliberations and minutes of the Executive Committee are kept in the organization's records. NBPTS hires employees, including those at an officer or executive level, at market rates and provides salary increases based on equity adjustments and/or cost of living. NBPTS periodically compares salaries for its positions to external sources and uses the results of this review to make adjustments to correct market imbalances. Salary information for all levels of employees is provided annually to the Finance Committee.
Form 990, Part VI, Section C, line 18The form 1023 and 990 may be obtained from the Director, Finance & Accounting. Form 990s are available on guidestar.org.
Form 990, Part VI, Section C, line 19NBPTS included its revised bylaws with its 2006 Form 990, which is available to the public on guidestar.org. Individuals seeking a copy of the bylaws may contact NBPTS and a copy will be sent free of charge. The Conflict of Interest policy is an internal Board document and is not made available to the public. Financial statements are made available to entities who have a valid purpose for obtaining such information.
