Descriptionsaving lives: WHEN DISASTER STRIKES, OXFAM AND ITS LOCAL PARTNERS MOVE quickly TO MEET PEOPLE'S EMERGENCY NEEDS. We continue TO WORK WITH THOSE DEVASTATED COMMUNITIES AS THEY REBUILD FOR A BETTER AND SAFER FUTURE. Our aim IS TO HELP PEOPLE BECOME LESS VULNERABLE TO DISASTERS BY ADDRESSING THE UNDERLYING CAUSES OF THE POVERTY THAT PUT THEM IN HARM'S WAY. Less than two weeks into January 2010, the earthquake that struck Haiti triggered a disaster so massive, Oxfam America shifted into overdrive. This calamity demanded expertise, speed and enormous resources. Months of intense focus on the island nation followed and by the one-year mark, we had helped 500,000 people with a range of services. Notable achievements included building more than 1,000 bathing stalls and 2,500 latrines. Our health promotion campaign reached families across Port-au-Prince and beyond with important messages about their role in preventing the outbreak and spread of disease. We hired tens of thousands of people in our cash-for-work programs, offering jobs that aided in the recovery of neighborhoods while providing the means to buy the basic goods that families needed. More than 1,400 tradespeople benefited from a program of cash grants and vouchers for tools enabling them to jump start neighborhood reconstruction efforts.Increased violence in the Darfur region of Sudan in 2010 drove more than 250,000 people from their homes. Despite the challenges of providing aid in a conflict setting, Oxfam expanded operations this year, extending our water and hygiene programs to tens of thousands of people in Internally Displaced Persons (IDP) camps in Darfur. With fuel-efficient stoves, seeds, plows, and small business grants, Oxfam continues to assist families who are facing dire conditions. We are now working in seven IDP camps and have reached more than 400,000 people in the Darfur region of Sudan.Oxfam helped almost 1.9 million affected people during unprecedented flooding in Pakistan in 2010. Flooding washed away more than 5 million acres of crops and damaged or destroyed more than 1.6 million homes. In West Africa, the heavy rains turned the low-lying city of Pikine, Senegal into an urban lake, Oxfam set to work helping 30,000 residents affected by the severe flooding. We joined forces with a local partner to pump more than one million cubic meters of water from homes and schools, provided emergency supplies, and hygiene education to protect public health. We created a secure cash-transfer system, issuing vouchers that could be redeemed with a local credit union, so people who had lost their belongings and means of supporting themselves could buy essentials.Description

Descriptiondeveloping programs to help people overcome poverty: Oxfam America helps people living in poverty claim and defend their basic human rights so they can improve their lives. Access to these rights unlocks the potential to change the conditions that trap people in poverty. In 2010 we made 279 grants - investments in programs that will deliver impact. Among our areas of most substantial investment were in our community microfinance program ($3.8 million), agriculture and water management ($2.7 million), efforts to improve working conditions for farm workers in the US ($1.9 million), efforts to increase the resilience of poor farmers, including weather insurance and programs to support climate change adaptation. These efforts included expansion of our microfinance program to nearly 500,000 people in 21,000 groups in Mali, Senegal, El Salvador, Cambodia, and Guatemala. Oxfam America continued work in Vietnam, teaching poor farmers how to grow more rice, using less water, fewer seeds, and no chemical fertilizers. Oxfam expanded this System of Rice Intensification (SRI) to 184 new villages in six provinces, training 600 farmers through 18 farmer field schools, and secured the Vietnamese government's commitment to expand SRI in the coming year. This expansion will, for the first time, exceed Oxfam's own investment in SRI.Description

Descriptioncampaigning for social justice: Oxfam America advocates for just government policies and corporate practices. We support the right of people living in poor communities to participate meaningfully in decisions about the use of natural resources and the management of development projects that will affect them. In 2010, Oxfam achieved a remarkable series of advocacy victories. Our "Right to Know, Right to Decide" campaign scored a major US legislative success with an addition to the Financial Reform Bill: a requirement that companies reporting to the Securities and Exchange Commission disclose monies they pay to host countries for extracting oil or minerals. This kind of transparency helps citizens in countries rich in natural resources (but where poverty is widespread) to monitor revenues and hold their leaders accountable for using a portion of what is paid to them to reduce poverty.Due in large measure to Oxfam's efforts, the Guatemalan government agreed to suspend operations at the Marlin Mine. Our climate change campaign celebrated a critical international policy victory when the United Nations committed to establish a climate fund that will help developing countries to adapt. Our efforts to reform US foreign aid policy yielded a landmark policy directive from President Obama, the new policy provides the US government with a clear, compelling purpose and strategy for aid, and emphasizes that poor people themselves are the primary agents of change in fighting poverty.Description

IdentifierIdentifierReturn ReferenceReturnReferenceExplanationExplanation
Part V, Line 4:Description of Intended Use of Endowment Funds:Oxfam utilizes a total return spending policy, spending from its endowment to support operations. Under the policy, up to 5% of the three year rolling market value may be utilized. The market value of the endowment includes permanently restricted net assets plus accumulated unspent gains included in temporarily restricted net assets.
PART X, LINE 1 - UNCERTAIN TAX POSITIONS: Oxfam accounts for the effect of any uncertain tax positions based on a "more likely than not" threshold to the recognition of the tax positions being sustained based on the technical merits of the position under scrutiny by the applicable taxing authority. If a tax position or positions are deemed to result in uncertainties of those positions, the unrecognized tax benefit is estimated based on a "cumulative probability assessment" that aggregates the estimated tax liability for all uncertain tax positions. Interest and penalties assessed, if any, are accrued as income tax expense. Oxfam has identified its tax status as a tax exempt entity as a tax position; however, Oxfam has determined that such tax position does not result in an uncertainty requiring recognition. in addition to its tax status, Oxfam has other tax positions that have been determined to be highly certain and, therefore, no reserve for unregcognized tax liability is deemed necessary. oxfam is not currently under examination by any taxing jurisdiction. its federal and state income tax returns are generally open for examination for the past three years.

Procedure for Monitoring Grants Outside the U.S.:Schedule F, Part I, Line 2: Program officers meet with partners and visit the project regularly to assess whether the funds have been used for the intended purpose. Programmatic and financial expenditure reports are also prepared by the Partners in conjunction with local program officers. Final reports are completed by partners and submitted to Oxfam America upon completion of the project. Projects may be audited as needed. Long-term Partner projects may be audited as needed. There are no audit thresholds and audits are conducted at the discretion of the Regional Office and are based on the Regional Director's and Regional Office staff's comfort level with the Partner and project overall. All financial and narrative reports are stored in Oxfam America's grant management system.

General Explanation GeneralExplanation (7 entries)

IdentifierIdentifierExplanationExplanation
Form 990, Part VI, Section B, line 11The 990 is prepared by an independent accounting firm with information provided by OA's finance department under direction of the Chief Financial Officer. The completed return is reviewed by OA's Chief Financial Officer, and submitted for review to the Audit Committee of the Board of Directors. FORM 990 WAS PROVIDED TO THE FULL BOARD BEFORE FILING.
Form 990, Part VI, Section B, line 12cAll board members, officers, and key employees are expected to reveal any potential conflict of interest. Thus they sign a statement annually, verifying that they have reviewed Oxfam America's Conflict of Interest Policy and have disclosed any activity which contravenes the policy.
Form 990, Part VI, Section B, line 15Compensation for Oxfam America executives is set by a Compensation Committee comprised of independent members of the Oxfam America Board of Directors. In 2009, the Compensation Committee commissioned a study of executive and senior staff compensation, conducted by an external consultant with recognized expertise in the area of executive compensation for not-for-profit organizations. The results of this study, in combination with individual, executive team, and organizational performance, served as the basis for setting compensation in 2009. While base compensation rose as a result of using these criteria, total compensation for key executives remained flat or decreased when compared to 2008. This was due to a significant reduction in bonus compensation. In 2010, no bonus compensation was paid to the individuals listed in this schedule.
Form 990, Part VI, Section C, line 19Financial statements for the five most recent fiscal years and the most recent 990 are made available on the Oxfam America website at http://www.oxfamamerica.org in the "Who We Are" section of the site. Financial information is also available at www.guidestar.org and www.charitynavigator.org. THE ORGANIZATION WILL PROVIDE COPIES OF ITS GOVERNING DOCUMENTS AND CONFLICT OF INTEREST POLICY UPON REQUEST.
Form 990, Schedule L, Part III: STATEMENT REGARDING ACTIVITIES WITH SUBSTANTIAL CONTRIBUTORS: THE PRESIDENT OF OXFAM AMERICA, INC. (OA) AND ONE OTHER MEMBER OF THE OA BOARD OF DIRECTORS ARE MEMBERS OF THE BOARD OF DIRECTORS OF OXFAM INTERNATIONAL. OXFAM INTERNATIONAL'S BOARD MEMBERS CONSIST OF REPRESENTATIVES FROM THE VARIOUS OXFAM ORGANIZATIONS THROUGHOUT THE WORLD. THIS RELATIONSHIP ENSURES THAT THE MISSION OF OXFAM IS CLEAR AND CONSISTENT AMONG ITS MEMBER ORGANIZATIONS. IN FY 10, OA MADE PAYMENTS OF $14,611,000 TO OXFAM INTERNATIONAL AND ITS MEMBER ORGANIZATIONS, AND RECEIVED $1,658,000 FROM OXFAM INTERNATIONAL AND ITS MEMBER ORGANIZATIONS. In an agreement dated July 21, 2006, Oxfam provided guarantees of $1,000,000 for a loan from a bank to Micro Credit Enterprises (herein "MCE"), a 501(c)(3) IRS non-profit organization, and $1,000,000 for loans made by MCE to microcredit organizations in developing countries. MCE's purpose is to leverage private capital to help finance micro-businesses of impoverished entrepreneurs in the developing world. In the event of a default, the allocation of losses is calculated on a pro rata basis among all guarantors. In 2008, Oxfam recorded $100,000 in accrued grant expense to recognize the fair value of the guaranty. As of October 31, 2010 and 2009, draws of $7,600 and $0, respectively, on the guarantee were made. During fiscal 2010, Oxfam notified MCE of its intention to terminate the guarantee effective April 22, 2012. THE former CHAIRPERSON OF THE OA BOARD AND ANOTHER MEMBER OF THE OA BOARD ARE GUARANTORS OF MCE. A THIRD BOARD MEMBER IS AN OFFICER OF A CORPORATION THAT IS A GUARANTOR OF MCE. ONE OF THE MEMBERS OF THE OA BOARD WHO IS A GUARANTOR IS ALSO AN OA-NOMINATED MEMBER OF THE MCE BOARD.
Form 990, Schedule R, Part IV: actual trust names have been omitted to protect the privacy of the contributors. such information is available to the irs upon request.
Form 990, Part VI, Section B, Line 14:oxfam-america currently has document retention and destruction policies in place and is currently drafting a written policy to document these policies.
