DescriptionFounded in 1869 as a rigorous liberal arts college for women, Wilson College continues to lead and innovate among colleges and universities in educating women in the liberal arts and sciences. The January 2009 opening of its new "LEED-certified" Harry R. Brooks Complex for Science, Mathematics and Technology advanced not only that tradition, but also Wilson's practice of sustainability and its newly established Institute for Women and Girls in Math, Science and Technology. The College is nearing completion of a comprehensive campaign, part of which will complete financing for the Complex. To complement the undergraduate college, a continuing education program was founded in 1983 and made Wilson the first College in the region to welcome adult women and men. In the mid-1980s, the College's Teacher Internship Program was established to offer adults with baccalaureate degrees the opportunity to become certified to teach in Pennsylvania, and in 2006, the College began offering a master's degree program in education. In the mid-1990s, the College launched its award-winning "Women with Children" program. One of the first of its kind in the nation, this program, which provides campus housing year-round to single mothers and their children so that the mother can pursue a bachelor's degree full time, has been celebrated by the Council of Independent Colleges, the Lumina Foundation, and The New York Times. U.S. News & World Report has ranked Wilson 15th overall in the category of best regional colleges in the northern region for 2010-11; this is the eighth consecutive year that Wilson has been recognized in the rankings. In 2009-10, Wilson served 317 women in its undergraduate college and 442 women and men in its adult degree programs. The College's faculty is comprised of 45 full-time and 39 part-time members. Located on 300 rolling acres along the Conococheague Creek in Chambersburg, the Wilson College campus was named a National Historic District in 1995.Recognizing early the importance of educating honorable, ethical and responsible citizens, the College established the Wilson Honor Principle in 1905, decades before most colleges and universities followed suit. For more than a century, the entire Wilson community has held itself to high standards of conduct, beginning when each new member of the community signs The Honor Principle during Convocation.Since 1869, when Wilson College opened its doors to provide women the same opportunity as men to pursue a rigorous education in the liberal arts and sciences, the College has continued to imagine a better and more equitable world; offer innovative, high-quality programs in response to changing student needs; and prepare graduates of accomplishment to be leaders in their lives and times.Wilson College remains committed to being a college for women but has also added innovative programs to meet students' needs. When an increasing number of adults began seeking undergraduate degrees, Wilson launched in 1983 what today is called Adult Degree Programs. When a need for high-quality teachers arose in the mid-1980s, Wilson opened its highly respected Teacher Internship Program, enabling students with bachelor's degrees to become certified to teach in 45 states. In 2006, a Master of Education was added for teachers seeking a professional, advanced degree. In 1996, Wilson was one of the first colleges in the nation to offer single mothers the opportunity to complete their undergraduate education while living on campus. Wilson's recent initiatives include: - Wilson's Institute for Women in Science, Math and Technology (WISMAT), established in 2003, addresses the underrepresentation of women in the sciences and providing mentoring networks and programs of support. In addition, Wilson's Hankey Center, which houses the College's archives, is being developed as a national center for the study of education of women and girls.- Wilson's "LEED-certified" Harry R. Brooks Complex for Science, Mathematics and Technology, opened in January 2009, helps ensure that all graduates are scientifically literate and that more than 60 percent of Wilson's students enrolled in science-based majors are educated for success in science, math and technology careers.- Six new majors were introduced in spring 2008 to meet changing student interests and current needs in the marketplace: Business Sustainability and Environmental Management, Biochemistry and Molecular Biology, Equine Journalism, Sport Management, Environmental Sustainability and Financial Mathematics. Through an agreement between Wilson and Vermont Law School, one of the nation's premier environmental law schools, students who graduate in good standing with Wilson's degree in environmental sustainability are guaranteed admission.- Wilson's Global Citizenship Initiative builds on the College's partnerships in Asia, the Middle East and Eastern Europe to educate students, faculty and staff as world citizens. This initiative will attract increasing numbers of talented international students to Wilson's campus and provide cross-cultural study opportunities for all students, faculty and staff. - Wilson is deeply committed to being environmentally conscious and promoting experiential learning. Wilson is a charter signatory of the American College and University Presidents Climate Commitment (ACUPCC), which pledges to sharply reduce and eventually eliminate all of the College's global warming emissions, and accelerate research and educational efforts to equip society to re-stabilize the earth's climate. With students' help, the College has developed a climate action plan. The College is also home to the Fulton Center for Sustainable Living (FCSL) and its community-supported agriculture program, recycling and composting programs, alternative energy programs such as biodiesel fuel production and solar energy and wind energy production.- Wilson is increasingly attracting more resources through corporate, federal and foundation grants. The College has recently received support from the National Science Foundation for scholarships in mathematics, biology and chemistry; and the Richard Lounsbery Foundation and Heinz Endowments to fully launch the Wilson Institute for Women and Girls in Science, Mathematics and Technology.Wilson understands that sustainable solutions to complex problems will require innovation and global savvy - talents developed most fully through a rigorous, personalized education in the liberal arts and a powerful learning/living environment for students of all ages and cultures. This is Wilson's commitment to its students.Description

Part III, Line 4:The Hankey Center was dedicated on June 7, 2003, as an archive to house the C. Elizabeth Boyd ('33) Archives and the Barron Blewett Hunnicutt Classics Gallery. The founding purpose of the Hankey Center was to provide a home for the archives. Today the Hankey Center's expanded mission is to provide a research and scholarly center on the education of women and girls. The Hankey Center is named in honor of Joan Hankey '59, the donor that has made it possible for Wilson College to keep alive the history of women at Wilson and to further the advancement and education of women and girls globally. The Hankey Center evokes the concrete historical achievements of women, but at the same time, the center looks at the complex articulations of difference that women experience globally, and then gives them their historical specific meanings.

General Explanation GeneralExplanation (7 entries)

IdentifierIdentifierExplanationExplanation
Form 990, Part VI, Section A, line 3THE COLLEGE OUTSOURCED ITS PHYSICAL PLANT, FOOD SERVICES AND CAMPUS SAFETY FOR FISCAL YEAR 2010.
Form 990, Part VI, Section B, line 11The Form 990 was reviewed first by the President and Cabinet (Management review). Pursuant to the board's delegation of authority, the Form 990 was submitted to the Audit Committee for review and approval. Following the Audit Committee's review and approval, the Form 990 was provided to each trustee prior to filing.
Form 990, Part VI, Section B, line 12cThe Wilson College Conflict of Interest Policy protects the interests of the College in connection with any transaction or arrangement that might benefit the private interests of any Covered Person by providing (1) a mechanism for disclosing and evaluating potential and actual conflicts; and (2) procedures for the Board of Trustees in considering any transaction or arrangement where a conflict may exist. A "Covered Person" includes each of the College's trustees, officers, members of any committee of the College's Board of Trustees with authority to act on behalf of the Board of Trustees, and the College's executive employees and any other manager or supervisor identified by the Board of Trustees or the President as exercising substantial influence over the operations of the College. The Secretary maintains a roster of the College's trustees, officers, members of any committee of the College's Board of Trustees with authority to act on behalf of the Board of Trustees. The Vice President for Finance & Administration maintains a roster of all of the College's executive employees and all other managers or supervisors identified by the Board of Trustees or the President as exercising substantial influence over the operations of the College. Each Covered Person is required to sign a statement that affirms that he or she has received a copy of this Policy, has read and understands it, and has agreed to comply with it. Each Covered Person is also required to submit, on an annual basis, a questionnaire disclosing the Covered Person's actual and potential conflicts of interest. Each Covered Person is required to promptly and fully disclose all material facts of every actual or potential conflict of interest (1) existing at the time the person becomes a Covered Person; (2) that arises while a Covered Person, at the time such actual or potential conflict arises; and (3) annually through the annual Conflict of Interest Questionnaire. Annual disclosure statements are initially evaluated by Secretary or Vice President for Finance & Administration. Potential conflicts of interest identified through this review, or other potential conflicts of interest arising during consideration of a transaction or arrangement, are reported to the Board's Audit Committee. The Audit Committee will evaluate the disclosures and the material facts relating to the transaction or arrangement giving rise to the potential conflict of interest to determine whether there is a conflict of interest. The Audit Committee may refer the matter to the Board for such a determination. If it is determined that no conflict of interest exists, the Covered Person may participate fully in the discussion of and vote on the proposed transaction or arrangement. Otherwise, the Covered Person will not participate in and will not be present for the vote regarding such transaction or arrangement. If the Board of Trustees has reasonable cause to believe that a Covered Person has failed to comply with this Policy, the Board may counsel the Covered Person regarding such failure and, if the issue is not resolved to the Board's satisfaction, may consider additional corrective action as appropriate.
Form 990, Part VI, Section B, line 15A separate compensation committee of the board of trustees (appointed by the chair of the board) reviews current salary, evaluation results for the president, and data from the following sources: salaries of peer and aspirant colleges, Form 990s from other institutions, Guidestar information and relevant salary surveys, included but not limited to, the Association of Independent Colleges and Universities of Pennsylvania (AICUP) and the College and University Professional Association (CUPA), to ensure that compensation does not exceed fair market value. The recommendation of the compensation committee is then shared and discussed with the entire board of Trustees (in executive session) and the entire board votes on the compensation recommendation.
Form 990, Part VI, Section C, line 19Governing documents, policies and financial statements are available upon request.
FORM 990, SCHEDULE K, PART III, LINE 3C THERE ARE NO MANAGEMENT OR SERVICE CONTRACTS OR RESEARCH AGREEMENTS RELATING TO THE FINANCED PROPERTIES FOR THE BONDS; THEREFORE, REVIEW BY BOND COUNSEL IS NOT NECESSARY.
FORM 990, SCHEDULE K, PART IV, LINE 3C THE COLLEGE ENTERED INTO THREE INTEREST RATE SWAP AGREEMENTS IN CONNECTION WITH ITS SERIES 2007 BONDS WITH BANK OF AMERICA. THE TERMS OF THE SWAP AGREEMENTS EXPIRE AS FOLLOWS: NOVEMBER 2018, NOVEMBER 2037, AND NOVEMBER 2037.
